He obtained his undergraduate degree from the University of Arizona in 1971 and his Master of Library Science in 1976. He is the author of several books and articles dealing with the legal system and history of Mexico. He has served as past President and Secretary of AALL FCIL- SIS and has made several presentations on the Mexican legal system at national conferences and conventions. He has been a special consultant to the National Law Center for Inter-American Free Trade for the last ten years. Elisa Donnadieu is a 1997 graduate of the University of Arizona, College of Law. This structure delineates the power of any one branch of government and limits the possibilities for institutional overreaching. In New Jersey, as in the country as a whole, the tremendous growth of the executive branch agencies and their regulatory functions has generated the development of some separation of powers, and checks and balances, within the executive branch itself. The State of New Jersey, a leader in this development, established and empowered the New Jersey Office of Administrative Law (OAL) in 1979 to act as an independent arbiter of certain disputes arising from agency actions, as well as an independent arbiter of agency compliance with rulemaking procedures, P.L. 1978, c. 67. The OAL is an executive branch agency located technically in, but not of, the Department of Treasury. It is independent of supervision or control by the Department of Treasury. How they Work in Iowa Introduction In Iowa government, as at the national level of government, power is distributed among three branches: the legislative, the executive, and the judicial. The legislative branch makes laws that establish policies and programs. the executive branch carries out the policies and programs contained in the laws, and the judicial branch settles any conflicts arising from the interpretation or application of the laws. While each branch of government has its own separate responsibilities, one branch cannot function without the other two branches, and none of the branches can function without the consent of the people. The Regional Advice Branch provides guidance to the General Counsel and to the Regional Offices with respect to difficult or novel legal issues arising in the processing of unfair labor practice charges. It determines whether charges have merit and, if so, what legal theories should be advanced in support. If the decision is to dismiss a charge, it sets forth the theories that support that decision. In either case, the guidance must take into account the current law and agency policies as well as an analysis of how those legal principles and policies may be evolving. The Injunction Litigation Branch implements, in conjunction with the Regional Offices, the General Counsel's Section 10(j) program to obtain interim injunctions to restore or preserve the status quo where necessary to preserve the effectiveness of the Board's ultimate remedial order. The Branch evaluates Regional recommendations for seeking interim injunctive relief and drafts recommendations to the Board in cases in which the General Counsel recommends seeking such relief. It provides to Regional Offices resource materials and training on the investigation and litigation of Section 10(j) cases. The Branch also advises and assists Regions in the litigation of both Section 10(j) and Section 10(l) injunction cases in federal district courts, and directly handles all appellate litigation in such cases.

Law students who have completed their first or second year of law school may be employed to work in the Office of a Board Member. It is preferable that candidates have strong research and writing skills as well as strong academic credentials, and, although not required, that they have taken labor law courses.

EXECUTIVE BRANCH
The EXECUTIVE branch is the law-administering and law-enforcing branch of the government. It is patterned along the lines of a large corporation with the governor serving as chairman of the board and the three independently elected cabinet members serving as directors. The governor is elected for a four-year term and may serve two terms in succession. The lieutenant governor is elected as running mate of the governor. Members of the Cabinet are elected to four year terms and may succeed themselves for any number of terms. All of the many agencies and departments that are responsible for programs in Florida State government are also part of the Executive Branch.
The Governor is responsible for day-to-day operations of the state and is the chief law enforcement officer. The governor appoints not only the heads of departments under sole oversight of the governor, but also the heads of departments that are under both the governor and Cabinet's oversight, although at least three Cabinet members must agree to the appointments. The governor also appoints members of several regulatory boards and commissions.

The New Hampshire Law Library is the only public Law Library in the State of New Hampshire. Its mission is to advance the administration of justice by providing legal information and related services to the judicial, legislative, and executive branches of government, the legal communities of New Hampshire, and the people of the State. HISTORY: In 1716, a collection of law books belonging to the provincial government formed the first state library collection. After the State House was built in 1816, a room was set aside for the library. For a time, the Secretary of State also served as the State Librarian. In 1895, a separate building was constructed to house the State Library and the New Hampshire Supreme Court. In1943, the State Library separated out its legal materials and created a Law Division of the State Library. It served as the Law Library for many years. In 1970, the current Supreme Court building was constructed, and the Law Division of the State Library moved, along with the New Hampshire Supreme Court, to the Supreme Court building.
