Brief Guide to Legal Research Legal research includes using primary and secondary sources, along with other supplemental materials. Legal materials differ enough from those of other fields that it is useful to spell out exactly what the relevant materials are, their weight and persuasiveness, and jurisdiction.
Primary Materials
Primary materials are the constitution and the laws produced by the three branches of government. They form the structure upon which the legal system functions and therefore carry more weight in American law than any other source.
Constitution
The constitution outlines the principles for the organization of government, specifically, by establishing the responsibilities of each branch. First, it authorizes Congress to pass statutes. Congress can create executive agencies and authorize them to establish their own laws, which are called regulations. If any of these laws are challenged, the constitution established the court system to decide how laws should be interpreted in a given set of circumstances. General Assembly Unit

The General Assembly meets annually, beginning on the second Wednesday in January, for 60 days in even-numbered years and for 30d ays in odd-numbered years, with an option to extend the annual session for a maximum of 30 days.
The present Constitution provides that the House of Delegates shall contain 90 to 100 members and the Senate shall have 33 to 40 members. Both houses presently have maximum membership. The terms of office are two years for Delegates and four years for Senators.
The House of Delegates consists of 100 members. Each member represents approximately 71,000 citizens. The House membership primarily consists of attorneys, business executives, educators, and farmers. The term of office for a member of the House of Delegates is two years. Each member receives an annual salary of $17,640.
The Clerk of the House is elected by the House in even-numbered years and continues in office until another is chosen. The Clerk is responsible for the administration of the House under the direction of the Speaker.

Bill - Document accompanying a petition, usually asking for legislative action of a permanent nature.
Committee on Bills in the Third Reading - A committee of three which is empowered to examine and correct bills and resolves prior to their final reading in the Senate or House, resolutions for adoption, and amendments to bills, resolves and resolutions adopted by the other branch and before the body for concurrence.

Chairman Burton, Congressman Waxman, Members of the Committee: Good Morning. I welcome this opportunity to present testimony on behalf of the Department of Justice at this hearing regarding the history of congressional access to deliberative Department of Justice documents. At the outset, I wish to remind the Committee of the Department's request to meet with the Committee about the Boston documents. It was and remains our hope that, in such a meeting, knowledgeable officials could confer with you about the nature of the documents. Such a meeting offers the potential for the Committee's oversight inquiry to move forward expeditiously. Mr. Chairman, in preparation for this hearing I have made an effort to familiarize myself with the history of congressional access to deliberative Justice Department documents, and deliberative prosecutorial advice documents in general. I wish to clarify that the current dispute between this Committee and the Department of Justice pertains only to the narrow and especially sensitive sub-category of deliberative documents constituting advice memoranda regarding whether or not to bring criminal charges against certain individuals and advice memoranda to the Attorney General in connection with appointing a special prosecutor. This category of documents which the Committee has subpoenaed is a very small subset of all deliberative Department memoranda, and an even smaller subset of the total universe of information which is routinely requested by and provided to Congress.

NH Almanac An Overview of NH State Government New Hampshire has three branches of government. The Legislative Branch , know as the General Court, is composed of the state senators and representatives; the Executive Branch includes the Governor, Executive Councilors and State Agencies; and the Judicial Branch is made up of the courts. Each branch of government is separate from the others yet has some control over and is controlled by the other two. This is known as a system of checks and balances. All three branches derived their powers from the state's Constitution and the Constitution is controlled by the people of the state. Legislative Branch The Legislative Branch is also known as the General Court of New Hampshire. It consists of two chambers, the House of Representatives and the Senate. There are 400 Representatives and 24 Senators, making the General Court the second largest legislature in the United States following the U.S. Congress. It is said that only the U.S. congress and the English and Indian Parliaments are larger. Representatives and Senators write and pass the laws of the state. In New Hampshire, members of the General Court are elected every two years, meeting in annual sessions beginning in January of each year. New Hampshire takes pride in its Citizen Legislature, so called because members to the General Court are not professional politicians, but come from a variety of occupations. Professions of members include the self-employed, retired, homemakers, students, and lawyers. For their time and effort they are paid $200.00 per term plus milage costs. Because of their added duties, the Speaker of the House and the Senate President receive $250.00 per term.

Question: How is the government like a tree? They both have branches! There are three branches of the federal government and three branches of the state government. Each has an executive branch, legislative branch and judicial branch. The president is head of the executive branch of the federal government and the governor is head of the state executive branch. At the federal level, the legislative branch is called the Congress, which includes the House of Representatives and the Senate. The State of Tennessee legislative branch has a House of Representatives and a Senate which, together, are called the General Assembly or Legislature. The Judicial Branch Tennessee's judicial branch (the court system) is made up of different kinds of courts. Question: How is the court system like a pyramid If the court system were shaped like a pyramid, the state Supreme Court would be at the top. The Supreme Court has five judges - a chief justice and four associate justices. These justices wear black robes like other judges, but do not conduct trials such as those you might see on television or in movies. Instead, they hear appeals of decisions made by lower courts and decide whether the decision (verdict) violated any of the rights we all are guaranteed under the state and federal Constitutions.

Section 16-5-8, Code of Alabama 1975, is amended to read as follows: Section 16-5-8 "(a) The commission on higher education is authorized to review periodically all new and existing programs and units of instruction, research, and public service funded by state appropriations at the state universities and colleges and to share with the appropriate governing board, through the president of the institution, and state legislature, its recommendations. "(b) The commission shall seek through the use of advisory committees to study needless duplication of education, research, or service programs and programs which are not adequately provided in the state, and shall make findings and recommendations to the institutions, the governor, and the legislature that would strengthen the total program of higher education in the state.

HISTORY AND MISSION Members of the Association are grouped into over forty "national" branches. Individuals from countries in which numbers of international lawyers are still too few to form a branch are listed as members of "Headquarters" in London, where the Secretary General of the Association maintains his office. The study of international law is conducted in various committees composed of specialists chosen from the membership to represent widely different approaches. These committees function under a Director of Studies so as to prepare reports that may be presented and debated at the biennial conferences. Resolutions often flow from these debates. Members of the branches are automatically members of the Association. They appear at conferences as individuals rather than as "national" delegations. There is no voting by branches.
