Introduction
The United States Constitution divides government into three separate and distinct branches: the legislative , the executive , and the judicial . The concept of separate branches with distinct powers is known as separation of powers. That doctrine arose from the writings of several European philosophers. The Englishman John Locke first pioneered the idea, but he only suggested a separation between the executive and legislative. The Frenchman Charles-Louis de Secondat, Baron de Montesquieu, added the judicial branch. Each branch is theoretically equal to each of the others. The branches check each others powers and use a system known as checks and balances . Thus, no branch can gain too much power and influence, thus reducing the opportunity for tyrannical government. In the introduction, there is a Preamble. The Preamble is as stated: "We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the gerneral welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this constitution for the United States of America.

For More Information from the FDIC General Principles of Insurance Coverage Insurance is Provided on a Per-Bank Basis (12 C.F.R. § 330.3(b)) Deposit accounts maintained in separately chartered banks are separately insured by the FDIC, even if the banks are affiliated, such as belonging to a common holding company. Per-bank coverage means that all deposit accounts maintained by a depositor at one bank are insured separately from accounts that the same depositor maintains at a different, separately chartered bank. Accounts that a depositor maintains at different branches or offices of the same bank are not separately insured. Rather, all deposit accounts held by a depositor at different branches or offices of the same bank are added together and insured up to the insurance limit. Some banks maintain "virtual" branches or divisions that allow depositors to open and transact business on deposit accounts over the Internet. Often these "virtual" branches or divisions operate under a different name than the bank uses for its traditional branches, but they are all part of the same bank. In this situation, deposit accounts held at the "virtual" branches or divisions of a bank are aggregated with any deposit accounts a customer may have at the traditional retail branches of the same bank before applying the insurance limit.

The Quarterly Statistics publication presents data on the main activities of the National Insurance Institute - i.e. collection of insurance contributions and benefit payments in the various insurance branches - and is divided into sections by insurance branch. Most sections include figures on the total number of payments in the branch, benefit recipients by different attributes, pension rates and average pension. Each section begins with its own preface, containing definitions and explanations of terms peculiar to that particular section. Explanations pertaining to all the sections are brought below.
Benefits - Payments made by the National Insurance Institute to the insured in the different insurance branches, according to the law. The National Insurance Law defines the payments to the eligible insured persons. In law, these are called benefits, pension, allowances, remunerations, grants and so on. The terms are interchangeable and have a similar meaning, appearing in each section according to the customary use at the NII.
Period - Generally, monthly or quarterly figures are listed for the current year, and annual figures for the last 5 consecutive years. As to earlier periods, as of 1955 figures are presented for every fifth year. Also included are years of particular interest in which a new law or significant amendment came into effect.

As you know, the Department of Justice has long represented the United States in litigation for the purpose of protecting Indian property rights secured by statutes or treaties. This has been and will continue to be an important function of this Department, and I would like to set forth my understanding of the legal principles governing its conduct.
The Secretary of the Interior and the Attorney General perform their duties here, as in all other areas, under the superintendence of the President. We are the President's agents in fulfilling his constitutional duty to take care that the laws be faithfully executed. Where a particular statute, treaty, or Executive Order manifests a purpose to benefit all Indians or a tribe or individual Indians or to protect their property, it is the obligation of the responsible Executive Branch officials to give full effect to that purpose. In your role as Secretary of the Interior, you are charged with administering most of the laws and treaties applying to Indians and are often in a policy formulating role with regard thereto. And where litigation is concerned, it is the duty of the Attorney General to ensure that the interest of the United States in accomplishing the congressional or executive purpose is fully presented in court.

    The Constitution
    The Colorado Constitution contains the rules for how our state government operates. A main premise of the Constitution is that the people of Colorado give the government its power. The original Constitution was written in 1876. It has changed, or been amended, over 20 times since then. The Constitution can only be changed if a majority of voters approve the change. The Constitution divides the power of government into three parts or branches: the Legislative Branch makes the laws, the Executive Branch enforces the laws, and the Judicial branch interprets the laws.
    The Legislative Branch
    The Colorado Legislature, known as the General Assembly, makes and revises laws for the state. The General Assembly is made up of two groups—the Senate and the House of Representatives. The people in these groups are known as “citizen legislators” because they hold a variety of jobs, ranging from ranching to teaching, during the times they are not serving in the General Assembly. Senators are elected every four years and Representatives are elected every two years. The Constitution limits the number of consecutive terms legislators may serve. When members of the legislature want to make or change a law, they write what is known as a bill. Individual legislators may write only a certain number of bills during a legislative session. Once a bill is introduced, it is sent to a committee where committee members carefully study it before deciding if it should be voted on by the Senate and the House.     Chief Assistant Attorney General, Section Supervisor Anchorage Office: 907-269-5100 The Collections and Support section includes two units: collections and child support. The collections unit collects unsecured debts owed to the state. The majority of these debts are criminal judgments (fines, judgments for the cost of appointed counsel, and judgments for the cost of incarceration on DWI charges). In addition, the collections unit collects various civil judgments, including attorney fee awards, and civil penalties. The child support unit represents the Child Support Enforcement Division (CSED) of the Department of Revenue . Cases involve paternity establishment and disestablishment, modification of child support orders, employer non-compliance actions, criminal non-support prosecutions, licensing appeals, and miscellaneous other activities related to enforcement of child support orders. In addition, the unit provides legal support in matters relating to administrative child support enforcement actions, and provides general legal advice to CSED.

    State Ethics In Public Service
    All state employees, including employees of the University of Washington, are bound by the State Ethics in Public Service Act, RCW 42.52. This Act, commonly known as the ethics law, generally addresses conflicts of interest, improper use of state resources, compensation for outside activities, and gifts. The law establishes a single code that applies to all state employees in the executive, legislative, and judicial branches of state government. Each branch has a single board responsible for enforcing the law with respect to employees in that branch. In the executive branch, which for this purpose includes the University, that body is the Executive Ethics Board (EEB). In addition to enforcing the law, the EEB promulgates interpretive rules and provides advisory opinions. The University also has its own conflict of interest policies. Some of these policies restate principles from the ethics law; others address issues of unique concern to the University, such as faculty consulting.
