Switch to e-Business Means Tax Worries
The Tax Implications of E-Business
Joseph Tierney, PricewaterhouseCoopers LLP
There's no escaping it. Within the next five years, your business will become an e-business, with part, most, or even all of your business conducted online. You will recruit employees online. HR functions will be handled online. You will deal with your suppliers and vendors online. You may do your accounting and record keeping on a Web site, and you will surely interact with customers online.
And just as it's certain that your business will be based on Internet applications, it's also certain that you'll have to contend with one large, confusing, and ever-changing concern: taxes.
Tax planning has never been easy, but it is even more complicated in the world of electronic commerce. That's because an e-commerce business model is radically different from the traditional "bricks and mortar" models on which all existing tax rules are based. Today, it can be argued, the old rules don't apply anymore, and we now face the chilling prospect of every city, county, state and country adopting its own version of taxing rules.
So far, we have seen commendable restraint on the part of taxing jurisdictions, but at some point, consistent and fair interpretations will have to be promulgated to convince jurisdictions to work together. For the tax planner, any other outcome is a nightmare. Without consistent rules, planners will be forced to deal with tax policies that are as vast and varied as the World Wide Web itself.

    Five Year Tax Reduction Plan
In 2000, the Government of Canada introduced a five-year $100-billion tax reduction plan that provides significant personal income tax reductions and strengthens the foundation for economic growth and job creation.
    The plan
In 2003, with the tax cuts implemented to date, the average (federal and provincial) corporate tax rate in Canada is now below the average U.S. rate. Moreover, with the reduction in the capital gains inclusion rate to one-half under the tax reduction plan, the average top capital gains tax rate is now lower in Canada than the typical top tax rate in the U.S.
Depending on the size and structure of the firm, investment tax credits earned through the program can be received through a cash refund, a reduction of taxes payable, or both. The unused investment tax credits can be carried back 3 years, or forward 10 years. Taxes and Competitiveness – Is there any link? - World Competitiveness Yearbook 2005

Stéphane Garelli is a Professor at both the International Institute for Management Development (IMD), one of the world's leading business schools, and at the University of Lausanne. He is an authority on World Competitiveness and his research focusses particularly on how nations and enterprises compete on International markets. He is also Director of the World Competitiveness Yearbook- the most comprehensive and reputed study in the field of the competitiveness of nations - which is published by IMD. This yearly report compares the competitiveness of forty-six nations using 250 criteria. “Many business and political leaders intuitively feel that lower taxes sustain competitiveness by boosting investment and personal spending. It may be true. However, the findings of the World Competitiveness Yearbook 2005 indicate a subtler link," according to Professor Stéphane Garelli of International Institute for Management Development (IMD), one of the world's leading business schools, and at the University of Lausanne. The competitiveness of Luxembourg Denmark Finland Norway Sweden , and Belgium was good in 2004 – the highest economic growth rates in continental Europe – despite a significant overall tax pressure (above 40% of GDP). At the same time, the US, Australia, Estonia, Ireland and the Slovak Republic had remarkable growth rates while relying on much lower taxes (between 25% and 34% of GDP). Finally
