Jeffords' move significant for Supreme Court, education, taxes
WASHINGTON If Sen. James Jeffords' expected defection from the Republican Party leads to a Democratic majority in the Senate, environmental regulations, education, a proposed income tax cut and the makeup of the U.S. Supreme Court could all hang in the balance. The switch would give Democrats a majority in the Senate for the first time since they lost it in the 1994 elections, elevating Sen. Tom Daschle, D-South Dakota, to the post of majority leader with the ability to bring bills to the floor. Democrats would take over as chairmen of most committees. Jeffords' voting record shows that he frequently has voted with Democrats on high-profile issues. He supports abortion rights. Jeffords votes more often for environmental legislation and favors more education spending than many other Republicans, including President Bush. Democrats have quietly courted Jeffords in recent weeks, offering him the chairmanship of the Environment and Public Works Committee if he bolts the GOP, sources familiar with the discussions told The Associated Press.

Below the radar, senators maneuver on budget and taxes
From CNN Capitol Hill Producer Dana Bash WASHINGTON (CNN) While the campaign finance reform debate dominates the Senate floor, senators behind the scenes senators are preparing for a partisan brawl next week over the budget and tax cuts. Senate Republicans plan to call for President Bush's $1.6 trillion tax cut in their budget resolution next week, but moderates on both sides of the aisle believe the cut is too big, which could imperil the resolution in an evenly divided Senate. Republicans want to use the non-binding budget resolution to send a symbolic message of support for the president's proposal. White House and GOP Senate sources say there are only 47 Republicans who can now be counted on to support the president, and the pressure is on to court the three outstanding Republican senators as well as some moderate Democrats. Sen. Ben Nelson, D-Nebraska, who says he is on the fence about whether to vote for the president's budget outline next week, said Bush called him Wednesday to try to get his vote.

Web posted at: 2:21 p.m. EST (1921 GMT) CONCORD, New Hampshire (The Telegraph of Nashua) - Republican presidential contender Alan Keyes railed against abortion Thursday, calling it "the slavery issue of our time" and saying his competitors haven't taken a position on the issue. "Phony politicians get tripped up on their own words, revealing that their hearts are not with the stands that they take," Keyes said Thursday. The pro-life radio commentator, who has never held elected office but came in a strong third in Iowa, spoke to the N.H. House of Representatives on Thursday five days before the state's primary election.

IRS Awards 145 Tax Clinics $7.5 Million
The Internal Revenue Service has awarded $7.5 million in matching grants to Low-Income Taxpayer Clinics (LITCs). This amount will fund 145 clinics in 2005. LITCs are qualifying organizations that represent low income taxpayers involved in tax disputes with the IRS. LITCs may also inform taxpayers for whom English is a second language, or who have limited English proficiency, of their tax rights and responsibilities. Some organizations receive awards for providing both types of services.
Organizations operating independent taxpayer clinics can qualify to receive up to $100,000 in matching funds through the program. The LITC grant program, now in its seventh year, encourages the creation and growth of LITCs across the nation.
