World business group hits taxes on airlines and users Paris, 7 May 1997 - The International Chamber of Commerce today criticized governments for imposing hundreds of new taxes on airlines and users and said these charges had a distorting effect on world commerce and travel. The ICC, which represents business throughout the world, said in a statement: "The situation is clearly getting out of hand. It is time to reverse the trend to heavier taxation on airlines and passengers and to recognize that the benefits that all economies obtain from air travel will be seriously reduced if present trends continue." Approved unanimously by the ICC's Air Transport Commission, the statement pointed out that there were now more than 1,087 instances of taxes and fees imposed on airline tickets, up from 650 in 1992. These include taxes for programmes ranging from agricultural fees to immigration, most of which have little to do with air transport. "Clearly, government authorities still labour under the misguided belief that air transport is reserved for a chosen elite; in fact, it is the fundamental mode of long-distance transport for many people worldwide and a necessity for modern economies," the ICC said.

... COPPA Having failed with the Communications Decency Act and the Children's Online Protection Act , Sen. Dan Coats got creative. In its final days of the Senate session, Sen. Coats successfully amended the Internet Tax Freedom Act , adding language that removed the benefit of the tax moratorium from commercial web sites that engage in the business of selling material that is harmful to minors unless such sites utilize the defenses mentioned above ( i.e. , use of credit cards and so on). The concept of "material harmful to minors" and the defenses are taken from COPA.
Statute
Sec. 1101(e) Exception to Moratorium. (1) In general.Subsection (a) shall also not apply in the case of any person or entity who knowingly and with knowledge of the character of the material, in interstate or foreign commerce by means of the World Wide Web, makes any communication for commercial purposes that is available to any minor and that includes any material that is harmful to minors unless such person or entity has restricted access by minors to material that is harmful to minors (A) by requiring use of a credit card, debit account, adult access code, or adult personal identification number;

      The EU's executive commission said yesterday it had cleared the acquisition of parts of the computer monitor and flat-screen television business of Dutch group Philips by Hong Kong-based firm TPV Technology («a±¶¬ì§Þ). The companies agreed in December to combine their personal computer (PC) monitor and flat-screen television businesses. TPV will take over the original equipment manufacturer monitor business of Philips as well as production of some low-end flat screen products. Philips will in return get a 30 percent stake in TPV. Although the combined group would become the world's largest maker of PC monitors, the commission said it would continue to face strong competition from Samsung, LGE or BenQ.

      Singapore's unemployment rate in the three months to June crept up slightly to 3.4 percent from a revised 3.3 percent in the previous quarter as fresh graduates joined the search for jobs, preliminary estimates released yesterday showed. The manpower ministry said in its preliminary report that 27,700 jobs were created in the June quarter, an improvement from 17,800 in the previous three months and 10,900 for the same period last year. "All the major sectors saw higher employment growth compared with the preceding quarter and the same quarter in 2004," the ministry said.     Taxes The 2001 and 2003 tax cuts were the biggest since Ronald Reagan's first term as President. Not coincidentally, the GDP growth in the third quarter of 2003 was the largest since Reagan's first term. Pro-growth tax changes have helped pull the economy out of recession and helped trigger a strong recovery. But to sustain growth, tax rate reductions need to be made permanent and further tax reforms should be enacted. Corporate tax rate reduction, lowering the double-taxation of saving, and streamlining of the tax code are all part of a pro-growth agenda. "Worldwide" taxation, a policy that puts American businesses at a disadvantage against their foreign competitors, should also be eliminated. Ultimately, the Internal Revenue Code must be replaced by a simple and fair flat tax.

WebMemo #86 March 13, 2002 Some state governments are concerned that allowing businesses to reduce their taxes by accelerating some of their depreciation will cut deeply into state revenues. This concern is misplaced. Rather than hurt, lower business taxes leads to greater prosperity, which means stronger state revenues. In the purely static world of revenue accountants, any tax relief cuts government's revenues. But, in the world we actually live in, lower businesses taxes leads to greater economic growth, more jobs, and stronger revenues. Indeed, Congress's recently enacted economic stimulus legislation will lead to thousands of new jobs all across the country. Additional job growth means stronger sales and state income tax revenues, more income from property tax levies, and healthier revenues from business profits and franchise taxes. Remember:
  • The 30% depreciation allowance for businesses will create thousands of new jobs, primarily in the first three years. These new jobs will create new income from which new income taxes can be drawn. That means that state revenues from income taxes will rise because there is a larger base of revenue built on these new jobs.
