Home SPEECH BY PRESIDENT NELSON MANDELA AT THE BANQUET HELD IN HONOUR OF PRESIDENT BAKILI MULUZI OF MALAWI, Cape Town, 2 June 1998 President Muluzi; Excellencies; Ladies and Gentlemen. It gives me great pleasure to welcome you and your delegation to South Africa. May you feel the same warmth here that you yourselves are renowned for extending to visitors to the "warm heart of Africa." South Africa and Malawi have many things in common, chief among them the experience of struggle against colonialism and oppression. The migrant labour system whose tentacles spread across the whole of Southern Africa, also linked the history of our peoples. In the annals of South Africa's working class the name of Clements Kadalie will forever stand as one of the giants of resistance. Although Malawi gained her independence three decades before we did, the year in which you, Mr. President, led your country to multiparty democracy, was the same year in which South Africa achieved democracy. South Africa's struggle drew impetus from our neighbours and friends across the world who rallied to the call to join us in ending the inhuman system of apartheid. Under testing political and economic circumstances, the people of Malawi too showed their revulsion at the system, and we take this opportunity to thank them sincerely. Now that our region is liberated, we can focus all our resources on improving the lives of our peoples. The challenge is to use our freedom to foster development in our countries, our region, our continent and beyond.

BACKGROUND ON CHICHEWA AND RELATED LANGUAGES
Chichewa is a language of the Bantu language family, spoken in parts of East, Central, and Southern Africa. It is spoken in Malawi where, from 1968 until recently, it has served as the national language. It is also spoken in Mozambique, especially in the provinces of Tete and Niassa, in Zambia (especially in the Eastern Province), as well as in Zimbabwe where, according to some estimates, it ranks as the third most widely used local language, after Shona and Ndebele. The countries of Malawi, Zambia, and Mozambique constitute the central location of Chichewa. Because of the national language policy adopted by the Malawi government, which promoted Chichewa through active educational programs, media usage and, other research activities carried out under the auspices of the Chichewa Board, out of a population of around 9 million, upwards of 65% have functional literacy or active command of this language. In Mozambique , the language goes by the name of Chinyanja, and it is native to 3.3% of a population numbering approximately 11.5 million . In Tete province it is spoken by 41.7% of a population of 777,426 and, it is the first language of 7.2% of the population of Niassa province, whose population totals 506,974 (see Firmino, 1995).

Introduction
Malawi is a small landlocked country in southern Africa, bordered by Tanzania to the north, Mozambique to the east, south and south-east, and Zambia to the west. It lies the plateaux of the High Africa region, which covers the greater part of the south- eastern part of the sub-continent. It is 855km long, with varying widths from 10km to 250km, covering a total area of 118484square km, of which over 24000square km is fresh water. The dominant feature of the Malawi landscape is Lake Malawi, which was known as Lake Nyasa until January 1965 (Pike,1968). The rest consists of minor lakes and rivers. Lake Malawi water surface area is 28760 square km. The population of Malawi is approximately 10 million. Around 87% of this population lives in rural areas (Koanga,1999).

The predominant vegetation of Malawi is the savannah woodland. There are three other groupings of two different woodland types and montane forests and grasslands(Pike, 1968:18) Evergreen forests are found in places where ground water is plentiful such as river valleys and mountains. Grasslands are found mainly on high plateaux(Koanga, 1999)

The College was opened in 1991 as a fifth constituent of the federal set up of the University of Malawi.
Initially the students who attended the college were Malawians who, after doing very well in their Biology, Chemistry and a third science subject at the end of A levels, second year of a Bachelor of Science programme and indeed at the end of a B.Sc. degree, were sent to the United Kingdom, Australia and South Africa to do their preclinical studies whilst the college was being constructed and as staff to run it were being recruited. The arrangement at that time was that after completing their three year preclinical phase abroad, the remaining two years of their programme would be done here. This would ensure that they would be properly grounded in clinical conditions peculiar to Malawi in particular and to the Southern African Region in general.
The first group to return from abroad arrived in Malawi when it had already done four years of medical school because the College was not yet ready to receive them after their three years of preclinical studies. However, subsequent groups fitted within the original plan. The current fifth year which will be graduating this year will be the third group to have received all its medical education in Malawi. The last batch of those who did their preclinical studies abroad graduated in July of 1988.

    Back to South Africa Government The Ministry of Foreign Affairs is responsible for South African foreign policy decisions. The Department of Foreign Affairs (DFA) within the Ministry of Foreign Affairs conducts liaison with foreign governments and international organizations on all matters affecting official relations. These relations are conducted through foreign government officials, through diplomats accredited to South Africa, and through South Africa's accredited embassies, consulates, and other missions abroad. Until the early 1990s, the DFA and the diplomatic corps competed against numerous counterestablishment "diplomatic services" run by antiapartheid organizations in exile, especially the ANC. The aim of these parallel communication channels was to isolate the South African government within the international community as a means of pressuring Pretoria to abolish apartheid. After the April 1994 elections, President Mandela appointed two ANC members, Alfred Nzo and Aziz Pahad, as minister and deputy minister of foreign affairs. MALAWI A reassessment is crucial to prevent U.S. identification with the abuses of the Banda regime. An important place to begin would be the State Department's country reports on human rights practices in Malawi for 1989. The 1988 report was fairly accurate as far as it went describing, for example, human rights in Malawi as "widely circumscribed" but it failed to identify the central issue of ethnic discrimination behind the abuses. The U.S. should also begin to protest abuses. In 1989, Banda waged a campaign against alleged opponents, with special emphasis on those from northern Malawi. At least one political detainee was either starved or tortured to death as part of this purge, while many others continue to be held without charge. Despite the deaths in custody of suspected dissidents, credible reports of severe torture of detainees, and the jailing of hundreds of northerners, the U.S. made no public protest of Malawi rights practices. This policy of public silence is particularly unjustifiable because, as should be clear by now, traditional diplomacy has not been effective in preventing or correcting human rights abuses in Malawi. Among other developments in 1989 that warranted expressions of U.S. concern was the mysterious October 13 firebombing of a house in Zambia which killed ten persons. The target of that assassination, Mkwapatira Mhango, a journalist and member of the exiled Malawi Freedom Movement ("MAFREMO"), died, along with his two wives and five of his children. His death follows the arrest and detention of his brother, Goodluck Mhango, who has been held since 1987, apparently in reprisal for Mkwapatira's critical writings. A month before the firebombing, President Banda had been quoted in Malawi's
