by Henry Posner III
In 1987 Henry Posner III left Conrail to join The Hawthorne Group with the intent of investing in the emerging regional and short line railroad industry.
At the same time, the principals of L.B. Foster’s regional railroad group were looking to leave the company and establish a stand-alone regional railroad development company. This coincidence in history resulted in the formation of Railroad Development Corporation, a name selected after extensive market research that included rejection of the alternative name of “Railroads R Us”! Hawthorne’s investment in the business turned out to be with the people literally across the street, after a national search for opportunities.
Regrettably, the L.B. Foster model was quickly overtaken by both increased competition for deals and the more difficult environment for financing. The company was liquidated in stages, essentially ceasing to exist in 1993.

BS, Natural Resources Management, Egerton University, 1995. M. Sc., Marine Management, Vrije Universiteit Brussel, 2000. Mr. Atuke's research interests focus on multidisciplinary approaches to sustainable management of aquatic resources in a human-dominated landscape setting. For his thesis work, he proposes to work with a University of Minnesota team of scientists to determine how various forest management activities affect the aquatic communities of riparian vegetation, fish and invertebrates; and to incorporate his findings into the courses he teaches at Egerton University in Kenya, where watersheds are biologically diverse and under increasing from human activity. Joyce Chadya
Ms. Chadya plans to examine the relationship between gender, the use of urban space and physical environment in Harare, Zimbabwe between 1939 and 1980. Her research is based on the understanding that the way space is designed and utilized reflects and shapes social groupings and organizations, and symbolically communicates political, social and economic priorities. She will catalogue and walk through the holdings of the National Archives of Zimbabwe, the Harare Municipality, the University of Zimbabwe libraries and the Harare Women's Centre and other depositories like those of urban missionaries and environmental organizations. She also plans to interview elderly Harareans and professors.

SPEECH BY PRESIDENT NELSON MANDELA AT THE BANQUET HELD IN HONOUR OF PRESIDENT BAKILI MULUZI OF MALAWI
Cape Town, 2 June 1998 President Muluzi; Excellencies; Ladies and Gentlemen. It gives me great pleasure to welcome you and your delegation to South Africa. May you feel the same warmth here that you yourselves are renowned for extending to visitors to the "warm heart of Africa." South Africa and Malawi have many things in common, chief among them the experience of struggle against colonialism and oppression. The migrant labour system whose tentacles spread across the whole of Southern Africa, also linked the history of our peoples. In the annals of South Africa's working class the name of Clements Kadalie will forever stand as one of the giants of resistance. Although Malawi gained her independence three decades before we did, the year in which you, Mr. President, led your country to multiparty democracy, was the same year in which South Africa achieved democracy. South Africa's struggle drew impetus from our neighbours and friends across the world who rallied to the call to join us in ending the inhuman system of apartheid. Under testing political and economic circumstances, the people of Malawi too showed their revulsion at the system, and we take this opportunity to thank them sincerely. Now that our region is liberated, we can focus all our resources on improving the lives of our peoples. The challenge is to use our freedom to foster development in our countries, our region, our continent and beyond.

AMECEA (then ITEBEA) was the brainchild of the Catholic Bishops of Tanganyika (today's Tanzania). In 1960 they proposed, through the then Apostolic Delegation (today's Nunciature) in Nairobi, that there be collaboration among Catholic Bishops in the region. That time the following countries were under the Nairobi Apostolic Delegation namely Kenya, Nyasaland (today's Malawi), Uganda, Sudan, Tanganyika and Northern Rhodesia (today's Zambia). When these other Bishops' Conferences agreed to the necessity of working together, the then Apostolic Delegate (today's Nuncio) Monsignor Guido Del Mestri consulted Rome. Rome gave its approval. REASONS FOR SOLIDARITY
There were at that time winds of change in both the Church and society in this region.

Now, instead of FINCA borrowers having to receive checks at their village banking meeting and then get themselves to distant banks to cash them, the tellers come to them, at convenient FINCA locations. FINCA village bankers can cash checks, process loans, deposit group savings, and, eventually, access a full range of individualized services. Along with the tellers, FMB provides the necessary equipment, such as cash drawers and computers that network directly into FMB central servers.

Promotion of humanitarian law
In Botswana, the ICRC and the Federation carried out a joint mission to the National Society to help it resume its activities.
In Malawi, the situation remained relatively calm during the year, despite some tension within the governing coalition which led to the withdrawal of one of the constituent parties, depriving the President's party of its parliamentary majority. The ICRC supervised the construction of a hospital ward at Zomba prison to provide medical care for the detainees and completed the installation of new kitchens in the country's two largest prisons. Since the completion in 1995 [12] of its programme of visits to Malawi's prisons to examine the material and psychological conditions of detention, the ICRC had sought to ensure, by drawing attention to their situation, that its work in aid of the detainees there would be continued. These efforts bore fruit and in 1996 an organization, Penal Reform International, stepped in on their behalf.
Cooperation with the National Societies
In October 1996, Mozambique celebrated the second anniversary of peace and democracy in the country. Earlier in the year, in June, the ICRC had signed a three-year cooperation agreement with the National Society to help it to work in a peacetime environment. It was the first agreement of this kind to be concluded in the region.

The countries covered by the Harare regional delegation enjoyed a period of relative political and social stability in 1997, although tensions surfaced at the end of the year in Zambia and Zimbabwe and living conditions remained difficult for many people in the region. In addition, the effects of the AIDS epidemic were very strongly felt in this part of southern Africa.
Cooperation with the National Societies
This year again, the ICRC concentrated on cooperation with the region's National Societies. By means of financial and material support, training courses and practical advice, the organization helped most of these Societies to become autonomous in their work aimed at restoring and maintaining family links. In most of the region's countries, in cooperation with the International Federation of Red Cross and Red Crescent Societies, it also organized first-aid courses for volunteers and emergency-preparedness seminars for the senior staff of the National Societies. Moreover, the regional delegation helped the Societies to improve their media profile in their respective countries and facilitated contact between them.
Seminars for the armed forces and the police
In October the regional delegation had a favourable initial interview with the commander-in-chief of the armed forces of Botswana regarding the development of activities to promote humanitarian law in that country.

Present-day Zimbabwe was the site of a large and complex African civilization in the 13th and 14th centuries. It was populated by descendants of the Bantu tribes, who had migrated from the north around the 10th century. Mainly pastoral, evidence of their lifestyle may be seen in the ruins of Great Zimbabwe, near the present-day town of Masvingo.
Government
Under the terms of the 1980 constitution, executive power is formally vested in the president, consulted by a prime minister, who, in reality, wields most power. He, in turn, is advised by a cabinet, which is responsible to the bicameral parliament, which wields all legislative authority. This consists of a House of Assembly, with 150 members, of whom 120 are elected by universal adult suffrage, 12 are nominated by the president, 10 are traditional chiefs and eight are provincial governors.

Malawi Catholic Relief Services works in Malawi to help people in times of emergencies, as well as to aid in the country's development. The agency is uniquely positioned to reach the poorest of the poor in Malawi through the development arm of the Catholic Church, the Catholic Development Commission in Malawi (CADECOM). CRS responds to human needs on the basis of need, not creed, race or ethnic group. Future areas of work will focus on child survival and small business development. Our Work At A Glance
CRS works in the following areas:
  • Food Security Health HIV/AIDS Justice and Peace
Designed to integrate issues of justice, gender and human rights, specific examples of our daily work include:
  • Water and Health in The Nguludi Community - This project aims to improve the health status and reduce the mortality rates of pregnant/lactating women and children under the age of five. This is accomplished by increasing access to clean and safe drinking water and sanitation through the construction of wells and other activities. Emergency Response - In addition to regular programming, CRS is often called upon to provide relief in emergency situations. In the spring of 2000, Southern Africa suffered from the most devastating floods in the last century. Before the region was able to sufficiently recover, there was a new round of floods in January and February 2001. The floods that hit Malawi in 2001 flooded 13 of their 26 districts making them far more destructive than the floods of 2000. Some 340,000 people were affected and, in February, the President of Malawi declared a state of disaster.

SD worked with parliamentarians from the region in 1995, hosted by the Zimbabwe Parliament to develop a strategy for strengthening research capacity and Information Networking. In 1996, SD organized for the Electoral Institute of South Africa (EISA) the formative workshop of Electoral Commissioners from all SADC countries to establish a regional forum, in 1997 attended the formative roundtable for an NGO regional network, and continues to work with EISA to strengthen regional networks through information access. SD worked with media editors in eight countries in 1997/98, concretizing the debate around ethics and specialized areas of development reporting. The programme is now strengthening its regional bibliographic and contacts database, developing a series of publications; and preparing to assist media coverage for five national elections in the SADC region scheduled for 1999. 17 - 23 August 2001 THIS WEEK: Southern Africa must press ahead with integration Early this week , SADC held its regular annual Summit meeting in Blantyre, Malawi. As is normal, the meeting carried out a review of the situation in our region and of the Community itself since the last Summit meeting and the Extraordinary Summit meeting held in Namibia in March. It is clear that the Development Community is evolving into an important instrument of political, economic, security and social governance in our region resulting in ever more integration and cooperation among the countries of Southern Africa. Even as the meeting opened, the current chairperson of the Development Community, President Bakili Muluzi of Malawi, made the correct observation that 'SADC belongs to the people'. Indeed, from the day of our arrival until we left, the population of Blantyre lined the streets of this commercial capital of Malawi to greet the participants at the Summit as they moved to and from the meeting. There could be no doubt that these masses consider SADC as belonging to them.
