As Germany's flood waters reach historic peaks, the country's authorities are scrambling to cope with the economic effects of the crisis. Germany's finance ministry announced that it was considering a range of tax breaks for flood victims - a move that would see current government aid commitments of 385m euros (£246m; $378m) multiplied many times over. At the same time, the labour ministry said it was drafting in some 5,000 of the country's 4 million unemployed to help in affected areas, so far mainly in the east and south of the country. But economists predict that the German economy, a sluggish performer so far this year, could in fact be modestly boosted by the reconstruction effort. There is also speculation that the European Union may allow the country some leeway in the budget deficit limits agreed for the eurozone. 'Billions of euros' Estimates on the likely cost of the German floods are still vague.

Members of Germany's ruling coalition on Monday demanded that all US nuclear weapons in Europe be scrapped, ahead of a major non-proliferation meeting in New York. Amid Greenpeace protests against the weapons in front of the German foreign ministry, Greens leader Claudia Roth told the daily Berliner Zeitung that the missiles were a relict of the Cold War. "They should be withdrawn and destroyed," she said. An estimated 150 atomic weapons are stationed on German soil out of a total of about 480 in Europe. In a case of self-defense after a nuclear attack, they would be carried by German Tornado jets under current pacts. The foreign affairs spokesman for Chancellor Gerhard Schroeder's Social Democrats, Gert Weisskirchen, told the paper that Washington could "send a message in Russia's direction to revive the non-proliferation process" with a full withdrawal. And the leader of the liberal opposition Free Democrats, Guido Westerwelle, said the nuclear weapons in Europe were futile because they were all relatively short-range and would only be able to target states that are allies today. He urged Foreign Minister Joschka Fischer, who is in New York for an international meeting to review the nuclear Non-Proliferation Treaty, to call on Washington to withdraw the weapons.

During the summer of 1990, the governments of the two German states drafted a 1,000-page treaty outlining the terms of political union. The document explained how the political structures and policies of West Germany would be extended to the east, how other institutionssuch as the education systemwould be coordinated, and which issues would be resolved laterfor instance, abortion policy. The parliaments of both German states ratified the treaty, and the territory of East Germany joined the Federal Republic under Article 23 on October 3, 1990. The West German system of government, outlined in the Basic Law, reflects in particular a desire to transcend the interwar period of democratic instability and dictatorship. A federal system of government, considered vital to a stable, constitutional democracy, was put in place as a direct response to lessons learned from the Nazis' misuse of centralized structures. After four years of Allied occupation, the FRG was established in 1949. Tom Cruise has been working overtime on behalf of the Church of Scientology. On Wednesday, it made headlines overseas that the "Vanilla Sky" actor, a devout Scientologist, had met with Dan Coats, the U.S. ambassador to Germany, to lobby the case for the rights of the church in Germany. A top church official, however, tells The Scoop that Cruise has been privately meeting with top politicians on behalf of the church for the last few years. Kurt Weiland, a director of the church, says that among the U.S. officials who have met with Cruise to discuss the Church of Scientology's plight are Attorney General John Ashcroft and Sen. Jesse Helms, the Republican from North Carolina who is also senior member of Foreign Relations Committee. Weiland says that there were "private meetings and correspondence" between Cruise and both Helms and Ashcroft "a few years ago." When asked if those meetings and letters resulted in anything, Weiland said, "Yes. Efforts were made by them to let the German government know that . . . . they were missing the mark." The issue has been a cause celebre in the church for years. John Travolta, also a Scientologist, reportedly discussed the plight of the church in Germany with Bill Clinton when he was playing the then-president in the movie "Primary Colors." And in 1996, a group of Hollywood heavyweights wrote a letter to then-German Chancellor Helmut Kohl about the country's treatment of Scientology.

The Government of the United States is not unmindful of the extraordinary conditions created by this war or of the radical alterations of circumstances and method of attack produced by the use of instrumentalities of naval warfare which the nations of the world can not have had in view when the existing rules of international law were formulated, and it is ready to make every reasonable allowance for these novel and unexpected aspects of war at sea; but it can not consent to abate any essential or fundamental right of its people because of a mere alteration of circumstance. The rights of neutrals in time of war are based upon principle, not upon expediency, and the principles are immutable. It is the duty and obligation of belligerents to find a way to adapt the new circumstances to them. The events of the past two months have clearly indicated that it is possible and practicable to conduct such submarine operations as have characterized the activity of the Imperial German Navy within the so-called war zone in substantial accord with the accepted practices of regulated warfare. The whole world has looked with interest and increasing satisfaction at the demonstration of that possibility by German naval commanders. It is manifestly possible, therefore, to lift the whole practice of submarine attack above the criticism which it has aroused and remove the chief causes of offense. In view of the admission of illegality made by the Imperial Government when it pleaded the right of retaliation in defense of its acts, and in view of the manifest possibility of conforming to the established rules of naval warfare, the Government of the United States can not believe that the Imperial Government will longer refrain from disavowing the wanton act of its naval commander in sinking the "Lusitania" or from offering reparation for the American lives lost, so far as reparation can be made for a needless destruction of human life by an illegal act.
