Schroeder: Support, but no "adventures"
The lower house of the German parliament has voted overwhelmingly to support international military efforts to fight terrorism. Chancellor Gerhard Schroeder told parliament that the fight was not a war against a state or the Islamic world. Separately, the German Government approved measures that would allow authorities to outlaw religious groups that abuse their status to engage in criminal activities. That proposal must still be approved by parliament. The government did not name any specific organisations it wants to ban.
Eichel: Fighting money laundering
Finance Minister Hans Eichel said on Wednesday that the government planned to spend an additional DM3bn ($1.4bn) next year to fight terrorism. The funds - will which come from increased levies on tobacco and insurance - will go towards the intelligence agency and increased protection of airports and German embassies abroad.

The German government is parliamentary, and a democratic constitution emphasizes the protection of individual liberty and division of powers in a federal structure. The chancellor (prime minister) heads the executive branch of the federal government. The duties of the president (chief of state) are largely ceremonial; the chancellor exercises executive power. The Bundestag, which serves a 4-year term, consists of at least twice the number of electoral districts in the country (299). When parties' directly elected seats exceed their proportional representation, they may receive more seats. The number of seats in the Bundestag was reduced to 598 for the 2002 elections. The Bundesrat (upper chamber or Federal Council) consists of 69 members who are delegates of the 16 Laender (states). The legislature has powers of exclusive jurisdiction and concurrent jurisdiction with the Laender in areas specified in the Basic Law. The Bundestag has primary legislative authority. The highest court is the Bundesverfassungsgericht (Federal Constitutional Court), which ensures a uniform interpretation of constitutional provisions and protects the fundamental rights of the individual citizen as defined in the Basic Law.

The British government became concerned about the consumption of alcohol during the First World War . They feared that war production was being hampered by drunkenness. Other governments involved in the conflict were also worried about this problem. In August 1914 Russia outlawed the production and sale of vodka. This measure was a complete failure, as people, unable to buy vodka, produced their own. The Russian government also suffered a 30% reduction in its tax revenue. Attempts to reduce alcohol consumption were also made in Germany, Austria-Hungary, France and Italy. In Britain, David Lloyd George , the Chancellor of the Exchequer, led the campaign against alcohol. In January 1915, Lloyd George claimed that Britain was "fighting German's, Austrians and Drink, and as far as I can see the greatest of these foes is Drink." Lloyd George started a campaign to persuade national figures to make a pledge that they would not drink alcohol during the war. In April 1915

The plan, reached Wednesday by the Social Democrats (SPD) and the Greens to ease citizenship requirements for immigrants, is one area of agreement in what have been difficult negotiations between the two parties as they try to form a coalition. The move by the future government is the first major policy shift resulting from the left's election victory last month and an important gesture to Germany's 7 million foreign residents, who make up nearly 10 percent of the population. "This government will recognize that Germany is a country of immigrants," said Kerstin Mueller of the Greens party, the junior partner in the incoming government coalition.

The Federal Republic of Germany is located in the heart of Europe. The nation-state now known as Germany was first unified in 1871 as a modern federal state, the German Empire.
In the first half of the 20th century two devastating World Wars, of which Germany was responsible for, left the country occupied by the victorious Allied powers.
With the advent of the Cold War, two German states were formed in 1949: the western Federal Republic of Germany (FRG) and the eastern German Democratic Republic (GDR). The democratic FRG embedded itself in key western economic and security organizations, the EC and NATO, while the communist GDR was on the front line of the Soviet-led Warsaw Pact. The decline of the USSR and the fall of Communism enabled Germany's unification in 1990.

The debacle over the proposed truck toll collection system in Germany has come to an embarrassing end with the government cancelling the contract with Toll Collect, the syndicate behind the failed attempt.
After many months of painfully embarrassing delays and a further eleven hours of marathon negotiations Monday evening, the German government cancelled the contract for the proposed heavy vehicle toll on Tuesday. Toll Collect, the syndicate responsible for the proposed toll system which included such commercial giants as DaimlerChrysler, Deutsche Telekom and French motorways operator Cofiroute, admitted that its system would not be up and running before 2006. As a result, Berlin announced it would cancel the contract despite the months and millions invested in the project. Now the syndicate will not only suffer a huge setback in its plans to charge trucks to use Germany's motorways but may also find itself liable for an enormous bill for revenues in income lost by the government during the debacle.

BERLIN (AP) Motorists will continue to fly along Germany's speed-limit-free highways without having to pass toll gates for the foreseeable future, the government said Tuesday, turning down a recommendation from an expert commission it appointed last year. Transport Minister Reinhard Klimmt rejected a new car toll outlined in a report on covering costs of modernizing the country's roads and railways, which are still being knitted together 10 years after reunification.

AS OF MID-1995, GERMANY was a country coming to terms with the recent unification of its western and eastern portions following four decades of Cold War division. Achieved in October 1990, German unification consisted, in effect, of the incorporation o f the German Democratic Republic (GDR, or East Germany) into the Federal Republic of Germany (FRG, or West Germany). Thus, the unified country, rather than reflecting a mix of both states' systems, largely represented a continuation of the West German pol itical and economic system. West German chancellor Helmut Kohl preferred this "fast track" to unification, outlined in Article 23 of the West German Basic Law, or constitution, because he feared that international circumstances might change and the chance for unification might be missed. The alternative path to unification, detailed in Article 146, would have required the replacement of the Basic Law with a constitution developed specifically for a unified Germany. During the summer of 1990, the governments of the two German states drafted a 1,000-page treaty outlining the terms of political union. The document explained how the political structures and policies of West Germany would be extended to the east, how other institutionssuch as the education systemwould be coordinated, and which issues would be resolved laterfor instance, abortion policy. The parliaments of both German states ratified the treaty, and the territory of East Germany joined the Feder al Republic under Article 23 on October 3, 1990.

Germany Info Home: Ladies and Gentlemen, I want to thank Nortel Networks for this opportunity to share with you some thoughts about the German telecommunications market and German and U.S. telecommunications policy in general. It may be a bit unusual for an Ambassador to speak on such a technical matter, and I hope you will not test my knowledge too much on such thorny issues as interconnection charges or the intricacies of Section 310 of the U.S. Telecommunications Act. However, I was pleased to accept this invitation to speak on German telecom policy, because it gives me an opportunity to clear up a few misperceptions, which seem to still persist. Misperception No 1: The German telecom market is the protected playground of Deutsche Telekom. On January 1, 1998, the German telecommunications market was fully liberalized. One of the world's most liberal telecommunications laws entered into force, ensuring that market access is unrestricted and fully open to foreign investment. Three years ago, there was basically only one provider of telecommunications services: the former monopoly and recently privatized incumbent Deutsche Telekom. Today there are 550 licensed telecom businesses competing in the German market, many of them American companies; AOL ranks as the number two Internet service provider; BellSouth has a controlling stake in the third largest wireless carrier. In fact, many US and other foreign carriers have entered the German market so successfully that today Deutsche Telekom is the only major player in the German telecom market that is not controlled by a foreign entity.

The government is also concerned that the organization's totalitarian structure and methods may pose a risk to Germany's democratic society. Several kinds of evidence have influenced this view of Scientology, including the organization's activities in the United States. In addition, a New York Times article on March 9, 1997, outlined "an extraordinary campaign orchestrated by Scientology against the [IRS] and people who work there. Among the findings were these: Scientology's lawyers hired private investigators to dig into the private lives of IRS officials and to conduct surveillance operations to uncover potential vulnerabilities." A related New York Times article on December 1, 1997, added that earlier IRS refusals to grant tax exemption "had been upheld by every court." (On December 30, 1997, a Wall Street Journal article outlined details of the $12.5 million tax settlement between the IRS and Scientology, including the Scientology agreement to drop thousands of lawsuits against the IRS.) On December 1, 1997, a New York Times article described Scientology records seized in an FBI raid on church offices that prove "that Scientology had come to Clearwater with a written plan to take control of the city. Government and community organizations were infiltrated by Scientology members. Plans were undertaken to discredit and silence critics. A fake hit-and-run accident was staged in 1976 to try to ruin the political career of the mayor. A Scientologist infiltrated the local newspaper and reported on the paper's plans to her handlers." A related Times article also on Dec. 1, 1997, reported on a criminal investigation into Scientology's role in a member's death in Clearwater, Florida. In November 1998, the responsible State Attorney charged Scientology's Flag Service Organization with abuse or neglect of a disabled adult and practicing medicine without a license.

FRANKFURT, Germany German Chancellor Gerhard Schroeder's new centre-left coalition government has issued a veiled call for the European Central Bank to cut interest rates. Schroeder's SPD party earlier on Wednesday signed a new coalition pact with the Greens party for its next four years in power. But both sides now have to urgently tackle the question of how to cover the country's budget deficit. The new partnership government called on the European Central Bank to use monetary policy to help boost investment and growth, in what was widely seen as a veiled call for lower interest rates, Reuters news agency reported. Germany's re-elected government used the text of its coalition agreement to say it planned to cut the nation's budget deficit to zero by 2006.
