STATE CONTEXT FOR CHANGE
OHIO
Governor Voinovich has established a Human Resources Advisory Council to guide state policy on workforce development issues. As an initial charge to the Council, it developed and published Windows of Opportunity, an inventory of Ohio's workforce development programs. This document identified $981 million in related workforce development funds that currently are channeled to at least 15 agencies, 31 workforce preparation programs, and 20 supplemental programs. The result is a complicated web of job training services, funding streams, eligibility requirements and performance standards. The Council is committed to developing a clear strategic focus from this confusing web. Most recently, in response to JTPA amendments, the Governor's Human Resources Advisory Council is developing a recommendation to the Governor for the transition to an "investment" council. The proposal will focus on streamlining the advisory process by expanding the Council's scope and role, and combining planning and oversight for multiple human resource programs. Three separate, but complementary, state policy frameworks have been completed which reflect the broad vision and scope of change in Ohio and the need to use a collaborative and comprehensive approach for addressing the issues:

What is a SERRC? SERRC stands for Special Education Regional Resource Center. The Mid-Eastern Ohio Special Education Regional Resource Center, located in Cuyahoga Falls, is one of sixteen such centers distributed across the state of Ohio. MEO/SERRC provides a variety of services to parents, educators and children with disabilities within a region composed of Medina, Portage and Summit Counties. These services are supported by federal funds, provided for by the "Individuals with Disabilities Education Act" (IDEA). The activities of the SERRC are overseen by an Executive Committee composed of superintendents of local school districts, parents of children with disabilities and representatives of various agencies interested in the education of children with disabilities. No costs are charged for MEO/SERRC services. However, some registration fees are required for inservice facilities. General Information: Hours : 8:00 am - 4:30 pm from Monday through Friday

Learn and Serve Ohio's vision is to make service learning a vital part of Ohio's educational system. All students will graduate highly skilled and educated and service learning will be an integral part of enriching their education. Ohio's graduates will be civic minded and informed citizens prepared for productive lives within their families and communities.
Goal of this Program
Learn and Serve Ohio’s goal is to support service learning programs that provide youth with opportunities to learn and develop by bringing together classroom instruction and community service. Grants are awarded to local education agencies that engage students K-12 in opportunities to help communities address education, public safety, human and environmental needs. Funds are used to create new programs, replicate existing programs and provide training and development to staff, students, and volunteers.
Statewide Initiatives
  • Learn and Serve America Homeland Security Grant: Ohio is one of ten states to receive funds to implement a Learn and Serve America Homeland Security Grant. This grant of $440,000 will address homeland security concerns through the active participation of youth engaged in service learning that meets community needs while developing students' academic and civic skills. Ohio will tap students as an important resource in planning for and responding to the health, safety, and security concerns in our state.
  • Represent ODE on Ohio's Community Service Council: serve as a member of the council, which is made up of 13 appointees by the Governor and 8 state agency and legislative representatives. The Council's mission is to foster an infrastructure that connects, supports, promotes, and replicates effective community service, service-learning and volunteer programs statewide.

Ohio is seeking SIG funding to implement a different system of professional development from what is being used currently, and will recruit and align various professional development providers to address specific issues of the school districts. The SIG will focus on two aspects of learning: high academic achievement and socially acceptable behavior. The SIG will serve as a vehicle for promoting shared responsibility among partners at the state, regional, and local levels. Such shared responsibility is central to improving results for all students and sustaining targeted change long after the project ends. Two basic strategies will be employed by the SIG:
  • Partnership sites to demonstrate how districts can get the conditions for all children to learn at high levels. Partnership agreements with institutions of higher education (IHEs) to increase the quantity and competency of personnel required to meet student needs.
Anticipated outcomes of such partnerships, which reflect systems change or a change in the way district and building personnel do business, include:

I. Introduction

Approximately 90,000 young people are now in custody in public and private juvenile correctional facilities in the United States. Those incarcerated are disproportionately male, African-American, poor, and have significant learning and/or emotional problems that entitle them to special education services. The most common disabling conditions among juvenile offenders are developmental and learning disabilities as well as emotional or behavioral disorders. Many juveniles with disabilities in detention do not receive the educational services to which they are entitled.
Studies document the failure of juvenile correctional institutions to provide adequate educational services to young people with disabilities. Ineffective governance of education programs in juvenile corrections, the mobility of adjudicated young people, and poorly developed links between public schools and institutional settings contribute to the academic problems of incarcerated young people.

What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.
