ITEC-Ohio is a division of
Transportable Satellite Internet System (TSIS) Nominated by Bill Gates for International Award
Bill Gates, Chairman and Chief Software Architect of Microsoft, has nominated the Ohio State University's Transportable Satellite Internet System (TSIS) for inclusion in "A Search for New Heroes", the On-Line Archive of the Computerworld Honors Program's 21st Century Achievement Award. The nomination will insure that the TSIS project will also be accorded a place in global history at the more than 150 libraries, museums and universities worldwide that compose the Academic Council of Computerworld. The Computerworld Honors Program, established in 1988, annually identifies and honors men and women from around the world whose visionary use of information technology produces and promotes positive social change. These innovators are nominated by Chairmen and CEOs of the world's leading information-technology companies. International finalists are honored at the Annual Awards Gala in Washington, D.C. in June. OARnet, The Ohio State University, and ITEC-Ohio partnered with the American Distance Education Consortium (ADEC) to design and construct the TSIS. The project was partly supported by funding from the NSF and the Ohio Technology Action Fund.

Preserving Historic School Buildings

Powers, Planning, Inventory, and Registration Department Head, Ohio Historic Preservation Office Many Ohio communities treasure their historic school buildings as centers for neighborhood or community activity, symbols of civic pride, and often as local architectural landmarks. At the same time, communities face the challenge of ensuring that older school buildings meet the needs of today’s students and teachers. Meeting the challenge requires good planning, knowledge of preservation tools, and, at times, creative design solutions.
Here are some ideas to help your community plan for the long-term preservation of historic school buildings, for continued school use or adapted for new uses.

Agencies Offer Ways to Preserve Historic Schools

As long as preserving and updating a school doesn't cost more than building a new one, Ohioans generally favor historic preservation. That, in essence, is the finding of a recent Ohio Poll on school buildings and historic preservation by the University of Cincinnati Institute for Policy.
In response to a rising number of questions about school buildings, and to help school boards and districts make informed decisions about reusing existing buildings or building new ones, the Ohio Historic Preservation Office has been working with the Ohio School Facilities Commission (OSFC).
Until recently, if rehabilitating an existing school would cost two-thirds or more of the cost of a new one, the commission's guidelines favored new construction. Now districts with historic school buildings (usually meaning schools listed on the National Register of Historic Places or a local register of historic properties) can request a waiver.
With a waiver, a district can obtain the same amount of money that OSFC would put toward construction of a new school and use it to rehabilitate an existing one instead. Many older school buildings are neighborhood or community landmarks; the change allows boards who have such schools to refurbish and upgrade them with 21st century systems and equipment when it's economical to do so, preferred by the community, and approved by OSFC.

Engaging People for Conservation The Ohio Wildlife Center (OWC), a premier non-profit wildlife rehabilitation organization, is nationally recognized as an authority on native Ohio wildlife issues.  In the last two years, over 8,500 injured and orphaned wild animals representing 137 different species were admitted to the emergency facility.  OWC is also the only wildlife center in Ohio equipped with immediate and continual veterinary expertise and services. The mission of OWC is to foster an awareness and appreciation of Ohio’s native wildlife through rehabilitation and education programs. Over 200 students, seniors and caring citizens actively participate in animal care, outreach programs, hotline operation and fund raising events.

Overview
Ohio's efforts at developing telecommunications infrastructure focus on the educational applications of the technology. The state is devoting substantial resources to purchasing hardware and creating networks to serve students, teachers, and school administrators. Cleveland was the first city in the nation to establish a freenet, a citywide computer system for use by the public. Eight cities in Ohio currently operate freenets.
Infrastructure development
Ohio's Teleplex program, still in its early stages, will consolidate telecommunications networks serving the state's schools, businesses, and government into regional "teleplexes." These hubs will connect with each other and with out-of-state networks. During the first phase the program will realign the state's various networks into regions. Later it will create and fund each teleplex. A similar program to link Ohio's various state agencies is further advanced. The State of Ohio Multi-Agency Communication System will eventually connect all state telecommunications projects to each other and the Internet. An interagency telecommunications commission designed the framework for the network, and $10.7 million has been authorized to purchase equipment for the network in 1995 and 1996. Costs will be shared by the agencies that use the network, including the Ohio Educational Telecommunications Network Commission, the State of Ohio's Network for Integrated Communication, the Ohio Data Network, the Law Enforcement Automated Data System, the Ohio Academic Research Network, the Ohio Educational Computer Network, and SchoolNet.

Introduction
SEER is a cooperative program that helps state education agencies in their efforts to strengthen the role of environment-based educational approaches in K-12 curricula and systemic reform efforts. SEER's staff coordinates professional development activities and research programs, disseminates educational resource materials and provides technical assistance to the states.
SEER was established in 1995 with funding from The Pew Charitable Trusts, a national philanthropy with major interests in both environmental and school reform issues.
The Council of Chief State School Officers administers the grant. Representatives of the participating state education agencies serve as SEER's professional advisory board.
Program History
A 1994 study of federal and state education agencies, local school districts, universities and environmental organizations revealed a broad-scale need for better information about strategies that are working to integrate environmental content, pedagogy and principles into formal K-12 educational systems. This study found that EE had achieved only minor integration in systemic education reform efforts. (Click here to see a copy of the report)
As part of the study, environmental education coordinators from nine state education agencies convened to identify what specific steps needed to be taken to build a better knowledge base for the field. Among their recommendations was the establishment of a national entity that could help facilitate information sharing among the EE coordinators in the various state agencies and identify successful implementation strategies that might be replicated.
