  • Recruiting Database Established in Violation of Privacy Act. In a media roundtable Department of Defense officials admitted to consolidating a massive database of student information for recruiting in 2003, however the agency did not list this database in the Federal Register until May 2005. The Privacy Act requires that new systems of records be published in the Federal Register before they become operational. Last week, EPIC urged the agency to scrap the database, as it collected unnecessary information, offered no opt-out rights, and was to be housed at a private-sector direct marketing company. For more information, see EPIC's DOD Recruiting Database Page (Jun. 27) Groups: DOD Should Scrap Massive Database. In comments to the Department of Defense, EPIC and 8 privacy and consumer groups objected to the creation of a massive database for military recruitment purposes. The database would contain the Social Security Numbers, race, and educational information on up to 25 million people as young as 16 years old. The database would be operated by a commercial data marketing company, and individuals would not be able to opt-out. The groups called upon the Department of Defense to terminate the database program, as the database is fundamentally incompatible with the government's responsibilities under the Privacy Act. Sep 23: EPA calls for fewer pollution reports
Activists worried about loss of data
LOUISVILLE, KY "If the EPA proceeds with one of its plans, outlined in a letter to Congress, industrial plants would have to report their releases only every other year instead of yearly. That would give the public half as much information on pollution as it receives now. The EPA has also said it wants to raise the threshold for reporting the release of certain chemicals from 500 pounds a year to 5,000 pounds. That would provide the public with less information on those smaller releases. The two proposals could affect information on hundreds of businesses and their communities in Kentucky and Indiana. Cochran called both proposals a mistake. 'The proposed changes strip communities of a tool that is vital in their fight for healthier communities,' she said," James Bruggers, Louisville Courier-Journal

An Analysis of Construction of Small Schools vs. Larger Schools. http://www.maine.gov/education/const/c002.doc Brown, Scott; Johnson, Paul; Doughty, Dale; Cecil, Dan; Keck, Lyndon (State Board of Education, Augusta, Maine , Jul 2005) Presents results of studies in Maine indicating that a consolidated school can serve the same student population and offer the same curriculum with less square footage and thus at a reduced cost than two or more smaller schools. Operating and personnel costs are also lower in the consolidated school option, with savings approaching $3,500 per student over 40 years in Maine. As a school's enrollment decreases, the square footage and subsequent cost per student increases. Interpretation of the data by the Maine Department of Education is included. 19p.
