Security Handbook - Page 3 Home Publications » Security Handbook - Page 3 CRIME PREVENTION At Warner Southern College, we take a proactive stance toward crime prevention. We provide a safe interaction with the students, faculty, and staff, knowing that this type of community awareness will keep our campus safe. We maintain this community awareness through the use of posters, pamphlets, and special talks with each residence hall. We will also be utilizing other resources. Most notably, we will have a guest from the Polk County Sheriff’s Department, at least once per semester, to answer questions and provide information on how to reduce the opportunities for crime on our campus. The Student Government Association and the Student Life Office also provide valuable assistance to this effort. The WSC Security Department also offers a campus escort service designed to prevent students from walking great distances after dark. This is just an example of how we will be taking aggressive measures to discourage criminals.

  • Home Services Crime Prevention Welcome to the Rowan University Crime Prevention page. Rowan University's Department of Public Safety is committed to the concept of Crime Prevention. The department employs a full time crime prevention officer, Senior Security Officer Gloria Linn as well as a student staff known as Student Crime Prevention Practitioners. The Crime Prevention Section's objective is to communicate safety and security concepts throughout the campus community. Using in-person presentations as well as printed materials, Crime Prevention educates students and staff in the following areas: The Crime Prevention Triangle, Crime Prevention Through Environmental Design, Using Escort Service, Using Emergency Phones, Car and Bike Security, Harassing Phone Calls, Date Rape/Sexual Assault Prevention, as well as other timely issues in public safety. Rowan University is committed to the concept of Crime Prevention. A few simple precautions or a bit of knowledge might be the difference in a student or staff member becoming a victim of a crime. Our job is to educate the campus community of these concepts and reinforce them once everyone is educated. We also attempt to locate problem areas or situations, i.e. lighting, unsecured equipment, etc. The University is committed lighting improvements for 1998-1999 school year. Crime prevention practices provide a foundation for community justice initiatives and embrace the principles of restorative justice. Position Statement The American Probation and Parole Association believes that it is the responsibility of professionals working within the field of community corrections to ensure that whatever is appropriate and necessary is done to prevent crime and promote the health and well-being of individuals and communities as a whole. Crime prevention practices are the building blocks of community justice and embrace the principles and values of restorative justice. Police Home Page Crime Prevention Unit Literature Available Crime Prevention Through Environmental Design, or CPTED (pronounced sep-ted), is a crime prevention philosophy based on the theory that proper design and effective use of the built environment can lead to a reduction in the fear and incidence of crime, as well as an improvement in the quality of life.
The best time to apply this philosophy is in the design phase, before a building or neighborhood is built. You can also successfully apply it later, but retrofitting an existing environment can sometimes be costly.
The use of CPTED will reduce crime and fear by reducing criminal opportunity and fostering positive social interaction among legitimate users of space. A legitimate user means one who is using a space for its intended purpose. The emphasis is on prevention rather than apprehension and punishment. There are three basic and overlapping principles in the CPTED concept. In order to get a better understanding of the concept, let us consider these:

The National Strategy on Community Safety and Crime Prevention (NSCSCP) which is overseen by the National Crime Prevention Centre (NCPC) is aimed at developing community-based responses to crime and victimization, with a particular emphasis on children and youth, Aboriginal people and women. The Safer Communities Initiatives (SCI) which represents a component of the NSCSCP is made up of grant and contribution programs that promote a social development approach and support initiatives that aim to identify the root causes (risk factors) of crime and victimization. The Department of Public Safety's Crime Prevention unit seeks to increase community involvement regarding the risks of campus crime, and to generate an active sense of awareness in each individual to assume a greater level of responsibility for their personal safety.
The Department of Public Safety will conduct Crime Prevention workshops and office surveys on request, between the hours of 9 am and 5 pm, Monday through Friday. Community Involvement in Crime Prevention asset or liability?
Sustainable reductions in neighbourhood crime and insecurity are best maintained if local people have been involved in defining the problems and "owning" the solutions. Traditionally crime control was seen as a job for the police. However, there has been increasing recognition in government and even amongst the police themselves, that citizens have a key role to play. This role can be performed in three different ways, as outlined in the diagram below: These three approaches are not mutually exclusive and, over time, one type of action may transform into another. For example an issue campaign instigated by local residents frustrated by the proliferation of drug misuse in their neighbourhood may lead to them setting up their own drugs information and support network, which could then lead to collaboration with the local authority/health authoritiy drugs prevention strategies. Community involvement in crime prevention has large potential assets, but there may also be liabilities from a professional and rational viewpoint.

Policies: Federal Government The federal government controls a number of key areas related to crime prevention through social development. It has exclusive jurisdiction over criminal law, legislation, and procedures. It controls spending on health and social development transfers to the provinces. It also plays an important role in such areas as cultural funding, industrial planning, and environmental regulations. In 1993 and again in 1997, Canadian parliamentary committees called for:
  • a high-level entity to initiate and lead crime prevention efforts in Canada; involvement and collaboration among all levels of government; the re-allocation of at least 5% of the criminal justice budget (police, courts, and corrections) towards a national crime prevention strategy – an investment of about $5 per Canadian per year.
These recommendations led to the creation of the National Crime Prevention Council and the National Crime Prevention Strategy in 1994. During its three-year mandate, the Council was successful in gathering and sharing information about the effectiveness of crime prevention through social development (CPTSD) approaches. Building on that foundation, Phase II of the National Strategy was launched in 1998 with a budget of $32 million. Given a mandate to advance community-based approaches to reduce the root causes of crime and victimization, the Strategy began funding projects across Canada.

The Los Angeles Police Department’s standard operating procedures include a mission statement, core values, and twenty management principles. Within the management principles, there exist two which specifically and emphatically declare that Crime Prevention is the Department’s top priority, and that it necessarily requires the willing cooperation of both the police and the public working together toward a common goal. In keeping with the spirit of these management principles, a Crime Prevention branch of the Department was established in the late 1920s. Sir Robert Peel, considered the father of the modern police profession and for whom the “London Bobbies” are named, stated a philosophy that “The people are the police and the police are the people.” In that spirit, the Willoughby Police Department continues to include a full time Community Involvement Division in its table of operations.
The goal of this division is to enhance overall safety and quality of life for Willoughby citizens through partnerships and efforts in education and crime prevention, rather than the police being limited only to reacting to crimes that have already occurred. Crime is inevitable. However, crime prevention and community action efforts are viable additions to reactionary enforcement and can affect crime rates, quality of life and the sense of security, well-being and self-determination within a community.
The Community Involvement Division is staffed by one full-time officer who works in conjunction with and receives the support of virtually all other police department members. Since the year 2000, Patrolman Tim Kerzisnik has been assigned to the position of Community Involvement Officer. Patrolman Kerzisnik is a twenty-two year veteran of the department and has had previous assignments in the Patrol Division and the Detective Bureau.
