    Safer Community Councils Satisfaction Survey
    July 2001 - June 2002
A report prepared by The Evaluation Unit, Office of the Commissioner, New Zealand Police, October 2002

    Executive summary
The Government’s strategic direction identifies the primary objectives for policing services and specifies a number of Key Priority Areas in which to focus service delivery. In line with these Key Priority Areas, Police have developed a set of outcomes to provide addition direction to policing activities and functions. As part of a range of measures designed to assess the extent to which Police have achieved objectives set for the 2001/2002 year, a number of customers surveys were conducted during June and July 2002. The purpose of this survey was to ascertain Safer Community Councils’ satisfaction with Police services outlined in the survey questionnaire. This report presents the results of the survey. In general, the results of this survey showed Councils are more satisfied with Police Services in 2001/02 than in 2000/01. Some areas remained stable and only two areas showed decreases in satisfaction levels (although the result still remained in the 70 per cent range). Overall the results showed relatively high levels of satisfaction with only three areas in which Councils would like to see improvements. These are the provision of crime statistics/more information sharing, increased staff and increased communication/co-ordination.

    Community crime prevention
Research in Australia and overseas is showing more and more that developing and adapting local solutions to local problems is frequently the best way to address criminal offending. Best practice crime prevention models internationally share characteristics such as the targeting of local needs; the flexibility to tailor structures to suit local circumstances and community participation in the identification of problems and their solutions. Importantly, coordination between all levels of government, community organisations and businesses is needed in an effort to reduce crime.

There are two main purposes for this representation. One is to contribute to the work of the international community on HIV/AIDS as a pandemic whose spread is now due in large part to injecting drug use. The other, the most relevant to our presentation at this Congress, relates to aspects of trafficking in human beings. We also have a substantial interest in the way the international community is addressing good governance, and the impact on it of corruption.

After the terrorist attacks of September 11, 2001, President Bush challenged all Americans to become involved in local homeland security efforts. Citizen Corps was created to help citizens actively participate in keeping America safe. Two programs of Citizen Corps - the Neighborhood Watch Program and the Volunteers in Police Service (VIPS)-offer Americans many ways to become involved. NEIGHBORHOOD WATCH has provided citizens with a way to unite against crime in their own communities. Since 1972, when the National Sheriffs' Association (NSA) started the National Neighborhood Watch program, Watch groups across the nation have proven repeatedly that ordinary people working together and in cooperation with law enforcement can make a difference-not only in protecting themselves, their families, and their communities from crime but also in building a foundation for broader community improvement. Participating in Neighborhood Watch is an excellent wav for us to join with our neighbors to secure not only out communities but also our homeland. The VOLUNTEERS IN POLICE SERVICE PROGRAM helps local law enforcement agencies incorporate community volunteers into agency activities. Since September 11, 2001, the demands on state and local law enforcement have increased dramatically. As a result, the already limited resources of these agencies are being stretched further than ever. As a VIPS volunteer, you can provide support services to law enforcement agencies in your community, allowing them to respond more effectively to homeland security and other policing priorities. The

Reducing the rewards or benefits the offender expects to obtain from the crime. Reducing or avoiding provocations that may tempt or incite offenders into criminal acts.
