Geography
Area: 181,040 sq. km. (69,900 sq. mi.); about the size of Missouri.
Cities: Capital Phnom Penh (pop. 1.2 million), Battambang, Siem Reap, Kompong Cham, Kompong Speu, Kompong Thom.
Terrain: Central plain drained by the Tonle Sap (Great Lake) and Mekong and Bassac Rivers. Forests away from the rivers and the lake, mountains in the southwest (Cardamom Mountains) and north (Dangrek Mountains) along the border with Thailand.
Climate: Tropical monsoon with rainy season June-Oct. and dry season Nov.-May. People
Nationality: Noun and adjective Cambodian(s), Khmer. Population (2003 est.): 13,124,764. Avg. annual growth rate (2003 est.) 2.5%. Health: Infant mortality rate Life expectancy 53 years male; 59 years female. Ethnic groups: Cambodian 90%; Chinese and Vietnamese 5% each; small numbers of hill tribes, Chams, and Laotian. SECRETARY-GENERAL CLARIFIES POSITION ON CAMBODIAN GOVERNMENT
RESPONSIBILITY FOR TRIALS OF FORMER KHMER ROUGE LEADERS
The following statement was issued today by the Spokesman for Secretary-General Kofi Annan:
During the past few days, representatives of the Government of Cambodia have been quoted in the media as having indicated that the law to create special chambers in the national courts of Cambodia to try the former Khmer Rouge leaders could be enacted by August, and that the chambers could start functioning by the end of the year.  The Secretary-General would like to make the following clarifications.
The Secretary-General would like to state again that it is the responsibility of the Government of Cambodia to ensure that the enabling law is enacted by the Parliament of Cambodia in a timely manner.  However, this legislation has to be in conformity with a Memorandum of Understanding to be signed between the United Nations and the Government of Cambodia.
When the Legal Counsel of the United Nations, Hans Corell, visited Phnom Penh in July 2000, he had reached an understanding on the basic parameters of the relationship between the United Nations and the Government of Cambodia, regarding the establishment of the special chambers.  The Legal Counsel presented the Government with a draft Memorandum of Understanding that would govern that relationship.  The Government of Cambodia has not yet signed the Memorandum of Understanding.  Furthermore, according to information given to the Legal Counsel, this instrument would have to be ratified by the Parliament of Cambodia.

Thousands of starfish had been washed up and were stranded on the shore. Stooping down, the monk carefully lifted a single creature and returned it to the sea and safety. His young disciple wondered aloud why his master bothered to do this when it made little difference to the mass of helpless creatures. As they walked along, the monk picked up another single starfish and gently replied "It makes a difference to this one" as he returned it to the sea.

Cambodia Since April 1975 VI. The Royal Government On September 24, 1993, the new Constitution was promulgated and the Kingdom of Cambodia was established with Norodom Sihanouk as King. Under the provisions of the new constitution he was to reign, but not to hold political power. Prince Norodom Ranariddh of FUNCINPEC and Hun Sen of the CPP were named Co-Prime-Ministers. The role of UNTAC was formally ended on schedule. The division of provincial level authority was finally decided in December 1993. Similar to the arrangement of ministerial portfolios, every governor would have a vice-governor from the other party. The provinces were split between the CPP and FUNCINPEC . It was agreed that elections would be held at the local level in the future. In reality none of the PRK SOC structures were to change over the next nine years at the provincial level or below. In rural areas where 85-90 percent of the population lives no changes in personnel were visible in their communities. At the highest levels of the new government a relative period of calm followed as ministers and vice-ministers settled into their new positions. CHOEUNG EK, Cambodia, Feb. 2 - It is said by Cambodians that anyone who doubts the truth of what happened here in 1975 must make the pilgrimage to this tiny village. Because in what was once a fertile rice paddy on the outskirts of Phnom Penh, the capital, there is today a grisly and convincing memorial to the frenzied slaughter that erupted across Cambodia 20 years ago this spring. One visitor needed no convincing at all. "I was a boy during the Pol Pot times, and I still remember how they would line up people - 10 people, 100 people - and tie their hands and shoot them in the back," said Buntha Krouch, a 25-year-old Cambodian American whose Cambodian mother-in-law had insisted that he make the trip to Choeung Ek. "You don't forget this." Mr. Krouch, who fled Cambodia in 1979 and is now an engineering student at Pennsylvania State University, stood transfixed before the Government-built ossuary here: a giant glass pagoda encasing 8,985 human skulls. These were the victims of the killing fields of Choeung Ek, one site of the death camps organized by the Khmer Rouge, the Maoist-inspired guerrillas whose reign of terror over Cambodia began with the capture of Phnom Penh in April 1975. The skulls were unearthed from deet) pits that are still littered with shards of bone and frayed strips of cloth.
