A Cambodian military court has convicted opposition lawmaker Cheam Channy and sentenced him to seven years in prison on charges of creating a secret military force. Politicians and human rights groups are calling the trial and verdict an attempt to silence political opposition. Cheam Channy of the opposition Sam Rainsy Party stood in silence as military court Judge Ney Thol read the verdict in his one-day trial. The judge says the objective of Cheam Channy was to get secret information from the Cambodian armed forces and damage them. The court also ruled Cheam Channy had created an illegal armed force to oppose the government and undermine Cambodia's national security. Cheam Channy denies the charges. His party says the lawmaker was simply heading the opposition's parliamentary defense committee.

ADB and Cambodian Government Sign $69.3 Million in Loans and Grants
PHNOM PENH, CAMBODIA (4 February 2005) - The Asian Development Bank and Government of Cambodia signed agreements yesterday for three loans and three grants totaling $69.317 million to assist the country's education, small and medium enterprise (SME), health, and public financial management sectors. Signing on behalf of the Government, at the Ministry of Economy and Finance, were the Economy and Finance Secretary of State, H.E. Aun Porn Moniroth, and on behalf of their ministries, the Education, Youth and Sport Senior Minister, H.E. Kol Pheng and Minister of Health H.E. Nuth Sokhom. ADB's Country Director for Cambodia, Shyam P. Bajpai, signed on behalf of ADB. Japan's ambassador to Cambodia, H.E. Fumiaki Takahashi, witnessed the signing. The six loans and TAs comprise the following: The Second Education Sector Development Program (ESDP-II) , which is designed to help the Government further its education reforms that started four years ago with support from ADB under a first program [ PDF ] The program comprises a $20 million program loan and a $25 million project loan.

Cambodia Receives Two ADB Grants in Support of Agricultural and Educational Reform
PHNOM PENH, CAMBODIA (26 January 2004) - Cambodia's agriculture and education sectors receive a boost this year with the support of two technical assistance (TA) grants from ADB, totaling $1.6 million. The grant is ADB-managed Japan Special Fund, financed by the Government of Japan. To formalize the initiation of the TA and utilization of the grant funds, an agreement signing ceremony was held earlier today at the Ministry of Economy and Finance where the finance minister, H.E. Keat Chhon, signed the TA agreement on behalf of the Royal Government of Cambodia, and the agriculture minister, H.E. Chan Sarun and H.E. Im Sethy, secretary of state for education, signed on behalf of their ministries. Mr. Urooj Malik, ADB's Cambodia country director, signed the TA agreement on behalf of ADB. Japan ambassador to Cambodia, H.E. Fumiaki Takahashi, was on hand to witness the signing. The TA for agriculture is part of the larger ADB-financed Agriculture Sector Development Program (ASDP) loan, which aims to boost Cambodia's agricultural productivity through promoting commercialization and crop diversification and to make the sector a driver for economic growth and poverty reduciton. In addition, the Government will carry out sector reforms to expand opportunities for growth.

STATUS IN INTERNATIONAL DRUG TRAFFICKING Cambodia is a source country for marijuana destined for Europe. Cambodia is also a transit country for Southeast Asian heroin destined for international drug markets. Drug-related money laundering in the banking and investment communities is becoming an increasing concern for the Cambodian Government and the international community. CULTIVATION AND PROCESSING While the growing of marijuana plants has been illegal in Cambodia since 1996, tons of Cambodian marijuana continue to be seized around the world each year. Estimates of Cambodian marijuana production range between 700 and 1,000 tons annually. Most marijuana is exported after it is dried and packaged. The Cambodian Government is currently working with UNDCP to fund crop substitution and marijuana eradication programs to stem the flow of marijuana from Cambodia. TRAFFICKING Marijuana Most marijuana leaving Cambodia makes its way into international drug markets from ports along the southern coastline of Cambodia. The remainder of the marijuana leaves Cambodia by land-route through Vietnam for entry into international drug markets.

by Bert Hoak and Ray Zepp Editor's Note: The following article is extracted from several messages posted on the Camnews mailing list by Bert Hoak, the former proprietor of Bert's Books and Guest House in Phnom Penh, and by Ray Zepp, the author of a travel guide on Cambodia. Bert Hoak: "The ordinary people of Cambodia have suffered too much already." On this statement all can agree. But to use that statement as an argument to continue aid to a despotic regime is both simplistic and erroneous. The argument is often presented in defense of continued foreign aid and, simply stated, claims that "The people will suffer if aid is suspended." Doubtless there is some truth to this, but it also gives the erroneous impression that people are not suffering if foreign aid continues unabated. Any individual who ventures outside of an air-conditioned office can see clearly that the suffering is virtually everywhere. And as the government continues to allow the virtual rape of the country, it can be expected to worsen. Although my opinions on Cambodia are by no means unique, my observations were made from a perspective that was unique. Unlike many others, I continued on after the completion of the UNTAC mission and was daily witness to the rapid decline of Cambodia...socially, politically, and environmentally. The business that I operated dealt with clientele that included NGO, tourists and professional travelers, journalists, academicians, and diplomats. It was common for our clientele to share their experiences from throughout Cambodia. I know of no other who had the benefit of such a such a unique vantage.

The process of establishing a special court for Cambodia stalled when in February 2002, despite progress made in negotiations with Cambodia, the UN withdrew its commitment to the project. On January 6, 2003 negotiations restarted following a UN General Assembly resolution of December 2002. Then, on March 17, Cambodian and UN officials agreed on a draft framework for a tribunal to prosecute leaders of the Khmer Rouge, which has been approved by the Cambodian government and now awaits the approval by the UN General Assembly. To date, no one has been brought to justice for the crimes committed during the reign of the Khmer Rouge. The need for justice

Unfortunately the process broke down with Cambodia becoming unwilling to accept UN concerns about independence and due process. Instead, Hun Sen sent his proposal to the National Assembly. Although the enabling legislation was passed, the bill was returned to the legislature by the Constitutional Council in February 2001 because of internal discrepancies over the death penalty provisions. The UN looked to the Cambodian government to modify its stance but after further discussion, and much procrastination by the government, the UN withdrew from negotiations stating that they could not move forward until Cambodia was willing to accept the conditions necessary for a fair trial.

Cardamom Mountains former home to Khmer Rouge
The protected area was officially signed into law by Prime Minister Hun Sen. The declaration allows for the permanent protection of the Cardamoms. Government rangers, military police and community monitors are patrolling and enforcing forest and wildlife laws within the area.
The Cardamom Mountains are a high priority for conservationists. Rare species such as the Indochinese tiger, the Asian elephant and the Malaysian sun bear survive there, as do globally threatened species such as the pileated gibbon and the critically endangered Siamese crocodile, which has its only known wild breeding population in the Cardamoms.
Still, there are severe threats to the Cardamoms. Wildlife trade thrives on the streets of Phnom Penh, where the skins and body parts of bears, elephants and crocodiles, among others, are for sale. Many of these products are smuggled to neighboring countries, where they are used for traditional medicine.
Fauna and Flora International is assisting the government with the management and protection of the two wildlife sanctuaries bordering the Central Cardamoms. The 825,000-acre (334,000-hectare) Mt. Samkos Wildlife Sanctuary is west of the Central Cardamom Mountains; the 627,000-acre (254,000-hectare) Mt. Aural Wildlife Sanctuary is to the east.

May 5, 2005 Cambodian War Crimes Tribunal Given Go-Ahead By Anthony Dworkin A war crimes tribunal to try those responsible for the mass killings of Cambodians under the Khmer Rouge is finally within sight, after the United Nations announced on April 29 that enough money had been raised for the court to be launched. Under an agreement between the U.N. General Assembly and the Cambodian government signed in 2003, the tribunal was to be set up after there were sufficient funds for the tribunal to operate for three years. The three-year budget for the tribunal is around $56 million, of which the U.N. will provide $43m and the Cambodian government $13m. An estimated 1.7 million Cambodians were killed during the four years of communist Khmer Rouge rule between 1975 and 1979. The leader of the Khmer Rouge, Pol Pot, died in 1998. Two of his former lieutenants Ta Mok and Duch, who ran the notorious Tuol Sleng torture center are held in the custody of the Cambodian government. The most senior surviving Khmer Rouge leaders Pol Pot's deputy Nuon Chea and Khieu Samphan, who was Cambodia's head of state under the Khmer Rouge regime are currently at liberty.

The Monarchy
Cambodia is a constitutional monarchy the King reigns but does not rule, similar to Queen Elizabeth II of the United Kingdom . The King is officially the Head of State and is the symbol of unity and "eternity" of the nation, as defined by Cambodia's constitution. From September 24 through October 7 Norodom Sihanouk reigned as King. Under the Constitution the King has no political power, but as Norodom Sihanouk was revered in the country, his word often carried much influence in the government. For example, in February 2004, he issued a proclamation stating that since Cambodia is a "liberal democracy," the Kingdom should allow gay marriage . While such views aren't prevalent in Cambodia, his word was respected by his subjects. The King, often irritated over the conflicts in his government, several times threatened to abdicate unless the political factions in the government got along. This put pressure on the government to solve their differences. This influence of the King was often used to help mediate differences in government.

The Khmer Loeu are the non- Khmer highland tribes in Cambodia . Although the origins of this group are not clear, some believe that the Mon-Khmer -speaking tribes were part of the long migration of these people from the northwest. The Austronesian -speaking groups, Rade and Jarai , apparently came to coastal Vietnam and then moved west, forming wedges among some of the Mon-Khmer groups. The Khmer Loeu are found mainly in the northeastern provinces of Ratanak Kiri Stoeng Treng , and Mondol Kiri . The Cambodian government coined the word Khmer Loeu literally "Highland Khmer"in the in order to create a feeling of unity between the highland tribal groups and the ruling lowland ethnic Khmer. Traditionally the Khmer have referred to these groups as phnong and samre , both of which have pejorative meanings. Some of the highland groups, in fact, are related in language to the Khmer, but others are from a very different linguistic and cultural background.
