Some of the last remaining pristine mangrove forests in Southeast Asia are found in Cambodia: lush "rainforests by the sea" that are among the most biologically diverse wetlands on earth. Yet, in post-conflict Cambodia, these mangrove forests are under serious threat. The inside of many mangrove stands are now devoid of trees, and the rich resources of mangroves are rapidly dwindling. For people who depend on the mangrove forests for their livelihood, the disappearing mangroves spell disaster. With support from the International Development Research Centre ( IDRC ), a group of researchers at the national level and in Koh Kong province are taking a new approach to managing mangrove resources — one that involves the leadership of local people. And the group is having success: people who were destroying the mangroves are now helping to protect them. Based in part on these results, the Cambodian government has also modified its policy on the environment.

Summary of Developments Since 1997
Three trends in terrorism surfaced in Cambodia since 1997. The single biggest threat, the communist Khmer Rouge, surrendered their last troops in early 1999. With few exceptions, they gained positions of equal rank in the Royal Cambodian Armed Forces (RCAF). Second, continuing alleged government involvement in terrorist attacks against Cambodia ’s main political opposition party climaxed on March 30, 1997 , when four grenades were thrown at an opposition rally killing at least 19 and injuring 150 people. In the period leading up to Cambodia ’s February 2002 commune elections, more than 20 opposition party candidates and activists were killed, fitting a pattern of violence and intimidation by the government. Third, members of a California-based anti-government group known as the Cambodian Freedom Fighters launched an attack on November 24, 2000 against several government installations during which at least four persons were killed and over one dozen were injured.

Sonando, owner and manager of Sombok Khmum (Beehive) radio station, was arrested and formally charged with inciting crimes and discrimination and disseminating false information in connection with anti-Thai riots in the capital, Phnom Penh.
On the morning of January 29, about 400 people gathered at the Thai Embassy in Phnom Penh to protest comments attributed to popular Thai actress Suwanan Konying that Cambodia's famed Angkor Wat Temple should belong to Thailand. These comments were first published by the Light of Angkor newspaper and then circulated widely by the local media. Suwanan denies ever making the statement, and In Chan Sivutha, editor of the Light of Angkor , now concedes that the paper failed to verify the accuracy of its report.
By the evening of January 29, the protests had become violent, with demonstrators looting Thai-owned businesses and setting fire to the Thai Embassy. At least one person was killed and several people were injured, according to international news reports. Amid the protests, a live Sombok Khmum radio talk show broadcast a caller's statement that several Cambodian Embassy officials were killed in Thailand in retaliation for the protests—allegations that proved to be false. Prime Minister Hun Sen stated that the broadcast, which he said aired at about 2:30 p.m., before the violence erupted, directly incited the riots. However, station employees say the call was broadcast at night, after the fury had died down. CPJ sources who witnessed the riots do not believe that the radio broadcast directly caused the violence.

Dear Friends, On January 22 Chea Vichea, the president of the Free Trade Union of Workers of the Kingdom of Cambodia (FTUWKC), which organizes garment workers, was shot dead in Phnom Penh. The Clean Clothes Campaign (CCC) condemns this killing and deplores this use of violence to attempt to silence the movement for workers' rights in Cambodia. We call upon our network members to demand immediate action from the Cambodian government to investigate this murder and bring Vichea's killers and those behind the killing to justice. GARMENT UNION LEADER SHOT DEAD IN CAMBODIA (compiled from ICFTU, Reuters, BBC, Human Rights Watch, AP, AFP, Radio Free Asia reports and local sources) Chea Vichea, 36, outspoken leader of the Free Trade Union of Workers of the Kingdom of Cambodia (FTUWKC) was shot in the head and chest while reading a newspaper at a busy kiosk in Phnom Penh. He died on the spot of his wounds after his assailants fled the scene on a motorcycle. He is survived by his wife, who is seven months pregnant, and a three-year-old daughter. Vichea was also a founding member of the opposition Sam Rainsy party (Cambodia's main opposition party). He eventually left the party to focus on his union work but maintained close links with the party, which strongly criticizes the current Hun Sen government. In recent weeks three other members of the opposition have been murdered in Cambodia. While the circumstances and motives of Vichea's assassination have yet to be fully investigated, indications suggest that the killing was politically motivated.

First in a series PHNOM PENH - Mr. Wang sits in a red plastic chair on the concrete patio in front of his empty restaurant. His cigarette smoke disappears in the clouds of motorcycle exhaust emanating from the street on a Phnom Penh morning, yet his voice, thick with a northeastern-Chinese accent, easily overcomes the calls of peddlers selling baguettes and coconuts. One or two Mainlanders from the neighborhood frequent his restaurant to buy a few steamed buns and keep Mr. Wang company. Their business is slow, too, so they pass their mornings at his place sitting by a metal table, reading a Chinese newspaper and sipping tea hotter than the Cambodian summer.

Web posted at: 6:11 p.m. EST (2311 GMT) PHNOM PENH, Cambodia (CNN) Rival political parties in Cambodia began talks Thursday on the details of forming a coalition government. Former political enemies Hun Sen and Prince Norodom Ranariddh agreed last week to join forces in a new government, with Hun Sen as prime minister and Ranariddh as president of the National Assembly, which would become the lower house of parliament. A key factor in the agreement is establishing an upper house, or senate, to be led by Chea Sim, head of Hun Sen's Cambodian People's Party (CPP). Working groups from the CPP and Ranariddh's royalist FUNCINPEC party must first decide on the senate's powers, size and how members would be appointed. Ranariddh has said the new body should be limited to analyzing legislation passed by the National Assembly. Creating the senate would require amending Cambodia's constitution.
