Colleagues,
I have mixed feelings as I stand before you today to address you as the new Prime Minister of Dominica. My joy at being here at the highest decision –making body of the Organization of Eastern Caribbean States – the OECS Authority – is tinged with deep sorrow.
The Chinese philosophers of the Han Dynasty (about 200BC), in an attempt to reconcile the apparent contradictions of life, taught that Yin and Yang were one and the same, that is, two moments in the same cycle. Hence the answers of life were to be found in death, the keys to prosperity in poverty and the source of happiness in sorrow.
We Dominicans have been forced to reflect on this wisdom in recent years.

Many years ago, when I was Director of Culture in Dominica, I was invited to sit on the Dominica Board of Tourism (as it was then called). The idea was of course to incorporate culture into the tourism product and to utilize my artistic talents in a promotional campaign for the island. I was the youngest member of the Board at the time with only a superficial understanding of tourism and its full implications. In fact my closest encounters with the industry before that was, as a child, seeing my sister dressing in our national costume the Wob Douillette or Jipe and going to the waterfront to welcome cruise ship visitors in song and dance, and upon her return listening to her fascinating stories about the wonderful elderly couples she met, what they had said to her (complete with perfectly reproduced American accent, of course) and how many US dollars she had made in tips (of which I was naturally most envious). From that experience I must have learnt the three rudimental principles of the industry -
  • that there were people out there who traveled for the mere pleasure of it

    Your Excellency President Liverpool, Madam Chair, PVC Carrington, Monsignor Lewis, Dr Honychurch and the School of Continuing Studies, ladies and gentlemen. Let me begin by thanking Dr Honychurch and the organizing committee of this groundbreaking conference and festival, for inviting me to address you today. I am very grateful for the chance to participate in this important occasion which brings Jean Rhys home, at last, to the island. It's an important occasion, I think, when a nation publicly recognizes and celebrates the achievement of women's writing which, even if it's sometimes uncomplimentary to home (I'm thinking of Jamaica Kincaid on Antigua), is still responsible for bringing that country and its people into the imagination of the world, helping people to see and smell and dream of Dominica thousands of miles away. I have borrowed my title from a current exhibition of paintings in the Barbados National Art Collection, "At Home in the Island," because it because it reminded me of Jean Rhys, born Ella Gwendolen Rees Williams at Roseau, Dominica in 1890. As you know, she left her beautiful island in 1907 for schooling in England, returning only once, in 1936. And yet, Rhys was never more at home than when writing the Caribbean. Her unfinished autobiography Smile Please (1979) and a significant number of short stories recall her childhood in the Caribbean. The novel

    Brief administrative history The International Sanitary Bureau, precursor of the Pan American Sanitary Bureau, was established by the First General International Sanitary Convention of the American Republics held in Washington, DC., in 1902. The Bureau, "according to the resolutions adopted", consisted of a board of seven health officials, residing in five countries, who were assigned the responsibility for the receipt and distribution of information on health conditions in the American Republics and to formulate sanitary agreements and regulations so that quarantine requirements would be reduced to a minimum in respect of cholera, yellow fever, bubonic plaque, smallpox and "any other serious pestilential outbreak". These functions and responsibilities were adopted both by the Second Conference of American States (1901) and by the First General International Sanitary Convention.
    Five other international sanitary conferences held in the Americas between 1902 and 1920 approved resolutions to the effect that the Bureau would undertake the investigation of outbreaks of communicable diseases, the facilitation of commerce through the improvement of sanitary conditions in the sea-ports of the American Republics, through sewage disposal, drainage of the soil, and the destruction of mosquitoes and other vermin. However, resources available at the time in terms of staff, office space, travel and other expenses were not appropriate to allow compliance with these Conference resolutions.

    Director-General of UNESCO In the established Universities of Havana and Puerto Rico and in new ones such as the University of the West Indies, departments of Caribbean Studies were opened with the aim of undertaking teaching and research on Caribbean literature, history, culture and society, the better to understand forces that had shaped the region and to identify the many elements which constitute Caribbean culture. The main findings of the scholars since then are reflected in the six volumes of this history, thereby presenting a more regional account than before, of the Caribbean past and of the people who have constituted Caribbean society This history traces the development of the region starting with the autochthonous peoples of the Caribbean. This includes the hunters and gatherers as well as the incipient cultivators associated with the beginnings of village life. Situated as they were at what had become the gateway to the New World, these populations were the first to be enslaved. The inhabitants of the Greater Antilles were decimated by acts of excessive inhumanity and disease. The Caribs survived longer through their well-honed fighting skills, but their numbers dwindled nevertheless and in the eighteenth century those who still resisted were transported to the coast of Belize where they established communities that exist to this day and from where they now return to teach their native language - 'Garifuna' - to the few Caribs who remain in Dominica and in St Vincent. The story of these early societies is told in the first two volumes.

    The World in a Grain of Sand
    Archival research in Dominica "Notes and papers are in disarray," noted the clerk of Dominica’s House of Assembly in January 1791, "making it difficult–if not impossible–to accurately manage the island’s business." Heat and humidity had wreaked havoc on governmental paper trails, with "storms and hurricanes destroying whole sets of documents," while "seasonal rains and insects eat away at what remains." Complicating matters further, Dominica, a small eastern Caribbean island, had changed hands between Britain and France no fewer than four times before 1791. To combat these "erosions of important colony and government papers," House committee members proposed that "a sum be immediately set aside to provide suitable archival accommodation."
