    Captain Francis. E .Richards The Dominica Grammar School Cadet Corps was first organized in 1910 during the tenure of Headmaster Skinner. The total strength then was 20 boys, including one (1) platoon Sergeant, and one (1) Corporal. For the next forty (40) years the instructors were drawn from the local Police Force. During that period, the Corps was never legally constituted until a later date. Mr. J.C. Bruney remembers the school population in 1931 to be 64 boys, spread through 2nd, 3 rd th , and 5 th forms. The Cadet Corps comprised 4 sections of 8 cadets, including one Sergeant. Mr. Bruney notes; that the low school population was directly related to the inability of most parents to meet the required school fees, the equivalent of $15.00 per term. The Headmaster’s salary was the equivalent of $960.00 (200 pounds sterling) per annum, plus a furnished residence. During the 1936 to 1945 era as a Cadet, Mr. Eric Watty recalls that recruits were required to be of sizeable stature and were selected from forms 3, 4, and 5. The uniform of the day was Australian bush hats, white shirts, black belts with brass buckles, white trousers, and black shoes. 33 obsolete Boer War rifles were issued for arms drill on ceremonial occasions. The “outstanding boy” at school led the march at Kings Birthday Parades, and Empire Day, under the watchful eyes of Police Parade Commander, Major Hill.

    When the British captured Trinidad in 1797 there where many battles for islands taking place in the Caribbean region.
    The European wars for territories in the Caribbean reached a high point in the 1790s. The French Revolution of 1789 added a civil war to the equation. Revolt reigned in the islands, in St. Lucia, Grenada, Dominica, among the maroons - former slaves who had taken to the Blue Mountains of Jamaica’s central range -, and most violent of all, in Haiti.
    There was heavy fighting in the Eastern Caribbean. British troops took Martinique in 1794. A month or two later, they landed in Guadeloupe. There, the British came up against Victor Hugues, leader of the French Revolution in the Caribbean. He had sailed from Marseilles, France, the year before.
    His squadron attacked the British in 1795 in Basseterre and forced them out of Guadeloupe by the end of that year.
    Victor Hugues set to work to drive the British out of these islands and to convert people to the cause of the revolution of republican France. Agents were sent to St. Vincent. Troops were sent in after the agents, and before long the English were hard pressed to keep Kingstown, while the French, made up of black and coloured troops, and the Caribs held the rest of the island.

    Your Excellencies,
    Ladies and Gentlemen,
    Mr. President, The Commonwealth of Dominica joins other delegations in congratulating you on your election to chair the proceedings of the 57h Session of the United Nations General Assembly. We are confident that you will preside over this assembly with the efficiency and dedication required to take us through the Agenda of the 57th Session. We extend to your predecessor, Mr. Han SeungSoo, our sincere appreciation for the excellent manner in which he steered the work of the 56`h Session of this General Assembly. One year ago we convened in a city reeling from terrible tragedy, which spurred the international community to unite in the fight against international terrorism. The world's response to the events of September 11 was one of total condemnation of terrorism in all its forms and a firm undertaking to uphold the principles of freedom and democracy enshrined in the Charter of the United Nations. The United Nations Security Council was swift and decisive in its adoption of a resolution focused on suppressing the financing of terrorism and denying terrorists safe haven in which to operate.

    INTRODUCTION: Tsunamis are not the major natural hazard in the Caribbean but they have the potential to produce a major disaster which can be mitigated with proper preparation. This history has reports on 56 tsunamis affecting the Caribbean in historic times. These have affected 22 countries and administrative areas including northern South America and Central America; these are listed in Table 1 . The record for the last hundred years lists 20 tsunamis or about one every 5 years. It contains information about tsunamis from several types of sources. Source mechanisms include tsunamis from remote sources (teletsunamis), landslide tsunamis, volcanic tsunamis, and tectonic tsunamis associated with trenches and with transform faults. Figure 1 shows that the locations affected by tsunamis include nearly the whole of the Caribbean region. This history was compiled mostly from published sources available internationally. Additional events and effects would likely be found by searching locally available sources.

    History: Little is known of the early history of Barbados – it was probably occupied by Arawak Indians from South America up until the arrival of the Spanish, in the region in the early-16th century. The earliest European arrivals were the Portuguese - also in the early-16th century - although the British established the first settlements in 1627. Barbados was declared a British colony in 1663. Slaves were brought to the island from Africa, to work on the sugar plantations until the abolition of slavery in the mid-19th century. Barbados joined the West Indies Federation in 1958 and was granted internal self-government three years later. Full independence within the British Commonwealth was achieved in 1966. Politics on the island have since been dominated by the Barbados Labour Party (BLP) – formed by Grantley Adams in 1937 – and the rival Democratic Labour Party (DLP), which began life after a split in the BLP. The two parties have alternated between government and opposition since independence. The DLP’s most recent term of office ended in 1994, after eight years in charge. Since then, the BLP has been pre-eminent. At the most recent general election, held in 2003, the BLP won 23 out of the 30 House of Assembly seats.
    Government: The British monarch is Head of State and is represented in Barbados by a Governor General who is advised by the Cabinet and appoints the Prime Minister. The legislature comprises the Governor General, a 21-member Senate and the 28-strong House of Assembly, members of which are elected by universal adult suffrage for terms of up to five years.

    Our History The year 1939 saw the lease of Wireless Stations Site and buildings set to back-up cable. A Wireless license was granted in 1941 and 1946 by an agreement signed with the USA Department on Commerce Weather Bureau to provide additional services. In June 1902, the second town Portsmouth in the North was connected to the capital Roseau in the South West by telephone and by 1905 there were 200 miles of telephone lines throughout the island. Demand for telephone service grew steadily and extensions to the Roseau Exchange were completed in 1970 and 1974. A new exchange was built at Canefield in 1975. The establishment of such a system meant high quality circuits capable of accommodating television and data transmission, the complete elimination of physical lines on inland trunk and international calls, increased reliability and almost fault free operations. It was also a prelude to the introduction of International Telephone Direct Dialing by 1987. By 1985, the Company decided to upgrade the switching systems on the island by providing sate-of-the-art Electronic Switching. Dominica opted for a total change. Another agreement was signed between the Government of Dominica and the Company to provide, install, maintain, operate and augment the International Telecommunications Systems and Services both between Dominica and places of mobile stations within and outside Dominica and its territorial waters and airspace and passing in-transit through the Commonwealth of Dominica.
