The Church of England split from what is now the Roman Catholic church centuries ago and became the established state church in England. The ruling body of the Church is its General Synod. The Church has an unusual voting arrangement. Resolutions have to be passed by all three " houses " within the synod: one composed solely of bishops, another of the clergy and a third of the laity. The world-wide Anglican Communion consists of the Church of England , the Episcopal Church in the U.S., the Anglican Church of Canada, and affiliated faith groups around the world. Their bishops attend Lambeth Conferences in London every 10 years to coordinate policy. Anglicans have prided themselves in the broadness of belief among its members. Some are near Roman Catholic in belief and practice; others are virtually indistinguishable from the conservative wing of Protestantism Fundamentalists and other Evangelicals; others are quite liberal; the majority follows mainstream Christianity. This makes for an exciting and dynamic church with a great deal of internal dissention. As of 2003, the conservative Evangelical wing controls somewhat more than half of the seats on the ruling Synod. The liberal wing controls about one third. The Anglo-Catholic wing, which is fading, constitutes the rest. "

    Extractions: August 3, 2005 (AgapePress) - While the Episcopal Church USA continues to affirm and bless homosexual relationships, the Church of England is now allowing homosexual clergy to marry if they promise to abstain from sex. Last week the Church of England's House of Bishops issued a statement approving "sexless marriage" for homosexual clergy. The church says it will treat these marriages as civil partnerships without giving them the status of marital relationships. However, conservative Anglican theologian Dr. Kendall Harmon fears the Episcopal Church and other liberal Anglicans will use the policy to further their cause. Harmon, who serves as Canon Theologian of the Diocese of South Carolina, feels the Church of England's new stance has created a bizarre and awkward situation that is poised to foster deception. "First of all, on the clergy side," he says, "people who are in partnerships that are in fact sexual partnerships as well as personal partnerships are not necessarily going to have strong incentive to tell the bishop that they are, in fact, in a sexual partnership because, if they do, they are potentially subject to discipline." The conservative Anglican says the House of Bishops' decision to allow homosexual clergy to marry is fraught with problems. Among other things, he believes the move will further incense those who are trying to revive the church's teaching because "they are going to increasingly see the glaring inconsistency of the Church of England's stance, especially if the bishops do not call for the kind of honesty that's required to make this work."

Outside Britain it is little understood; even within Britain many people are not at all clear on it. It is, however, necessary to understand it in order to understand many important issues which the Church has had to deal with in the twentieth century. The Church of England is an Established Church . This is a technical term, meaning that the Church has a special legal position within the state and is not simply a voluntary society in the eyes of the law. The term will be familiar to Americans, as the First Amendment to the United States Constitution begins "Congress shall make no law respecting an establishment of religion , or prohibiting the free exercise thereof...", though this may mislead them as it has been interpreted by the American courts in modern times to require the state to be rigidly secular and completely exclude religion from all governmental business, schools etc. Most "secular states" are much less rigid. That is, in the United States "establishment of religion" has been interpreted to include almost any conceivable connection, real or apparent, between the state and religion, rather than the more specific connection usually understood in England. Paradoxically, although its government is rigidly secular, the United States is one of the most religious societies of the western world in terms of active church membership.
