ITHACA, N.Y. Jupiter's intricate, swirling ring system is formed by dust kicked up as interplanetary meteoroids smash into the giant planet's four, small inner moons, according to scientists studying data from NASA's Galileo spacecraft. Images sent by Galileo also reveal that the outermost ring is actually two rings, one embedded within the other. The findings were announced today by scientists from Cornell University and the National Optical Astronomy Observatories (NOAO), Tucson, Ariz., at a Cornell news briefing. "We now know the source of Jupiter's ring system and how it works," said Joseph Burns, Cornell professor of astronomy and the Irving Porter Church Professor of Engineering, who reported on the first intimate analysis of a planet's ring system, along with Cornell research associate Maureen Ockert-Bell, Joseph Veverka, professor of astronomy and planetary sciences at Cornell, and Michael Belton of NOAO. "Rings are important dynamical laboratories to look at the processes that probably went on billions of years ago when the solar system was forming from a flattened disk of dust and gas," Burns explained. Furthermore, similar faint rings probably are associated with many small moons of the solar system's other giant planets. "I expect we will see similar systems at Saturn and the other giant planets" Burns said.

The term, however, is most often used to refer to the customizable sounds available on mobile phones A phone only rings when a special "ringing signal" is sent to it. For landline telephones, the ringing signal is a 90- volt hertz , AC wave generated by the switch to which the telephone is connected. For mobile phones, the ringing signal is a specific radio-frequency signal. A telephone ring is the sound generated when an incoming telephone call is received. The term originated from the fact that telephones notified the user to an incoming call by repeatedly striking a bell or bells, producing a ringing sound. This "Magneto" bell system is still in widespread use. The ringing signal sent to a customer's telephone utilized AC at 90 volts and 20 hertz in North America. While the sound produced is still called a "ring," more recently manufactured telephones electronically produce a warbling or

Each division ring, field (see Fields and Division Rings ), or algebra (see Algebras ) is a ring, important examples are the integers (see Integers ) and matrix rings. In the case of a ring-with-one , additional multiplicative structure is present, see IsRingWithOne Several functions for ring elements, such as IsPrime IsPrime ) and Factors Factors ), are defined only relative to a ring R , which can be entered as an optional argument; if R is omitted then a default ring is formed from the ring elements given as arguments, see DefaultRing

    - Galileo Galilei becomes the first to observe Saturn's rings with his 20-power telescope. He thought the rings were "handles" or large moons on either side of the planet. He said "I have observed the highest planet [Saturn] to be tripled-bodied. This is to say that to my very great amazement Saturn was seen to me to be not a single star, but three together, which almost touch each other". Sketch of Saturn by Galileo in 1610 - Galileo was astounded when he found that the rings he first observed a couple of years earlier had now disappeared. He wrote "I do not know what to say in a case so surprising, so unlooked for and so novel". The rings were, in fact, edge-on from Earth's perspective. Galileo inadvertently became the first person to observe a Saturn ring plane crossing. - Galileo now observes the rings as two half ellipses. He wrote "The two companions are no longer two small perfectly round globes ... but are present much larger and no longer round ... that is, two half ellipses with two little dark triangles in the middle of the figure and contiguous to the middle globe of Saturn, which is seen, as always, perfectly round". Sketch of Saturn by Galileo in 1616 - The ring plane crossing for this year went virtually unnoticed.

    3 August 2007
With data from the Cassini spacecraft, an international team of scientists may have identified the source of one of Saturn's more mysterious rings. The enigmatic G ring is likely produced by relatively large, icy particles that reside within a bright arc on the ring's inner edge.
The particles are confined within the arc by gravitational effects from Saturn's moon Mimas. Micrometeoroids, tiny meteoroids or particles of dust that pervade space, collide with the icy particles, releasing smaller, dust-sized particles that brighten the arc. Plasma, an extremely variable gas made up of charged particles but electrically neutral, pervades the giant planet's magnetic field. It sweeps through this arc continuously, dragging out the fine particles, which create the G ring. The finding is evidence of the complex interaction between Saturn's moons, rings and magnetosphere. Studying this interaction is one of Cassini's objectives.

GSM EUROPE RINGS THE ALARM BELL OVER EU MEMBER STATE PLANS TO EXTEND REGULATION
Member States run the risk of diverting investment away from Europe's flagship industry just when it is most needed
29 March 2001: GSM Europe, the European interest group of the GSM Association, today expressed grave concerns about the possible outcome of this week's Council of EU Telecoms Ministers, which is taking place on 4-5 April in Luxembourg.
The concerns focus on where the Council decides to set the threshold for intervention by national regulatory authorities. Operators that are designated as having 'significant market power' can be subject to severe regulatory intervention, including the ability for regulators effectively to set their prices.
"Some member states are trying to lower this threshold considerably, which would act as a huge disincentive to investors," warns Caroline van Weede, chair of GSM Europe. "Mobile operators have put Europe in the lead by undertaking massive risk investment in order to compete with each other through continuous innovation. This has in turn provided consumers with all the benefits of greater choice, better quality and more value for money. If regulators are allowed to intervene at will, this success story will be put at risk."
The Commission last year sensibly proposed a definition of 'significant market power' based on the concept of 'dominance', one of the key elements of existing European competition law. This concept is not only tried and tested; it also recognises that the mobile market is competitive and ensures that the heaviest regulation is reserved for extreme cases.

Cassini Finds Possible Origin Of One Of Saturn's Rings

Micrometeoroids collide with the particles, releasing smaller, dust-sized particles that brighten the arc. The plasma in the giant planet's magnetic field sweeps through this arc continually, dragging out the fine particles, which create the G ring. The finding is evidence of the complex interaction between Saturn's moons, rings and magnetosphere. Studying this interaction is one of Cassini's objectives. The study is in the Aug. 2 issue of the journal Science and was based on observations made by multiple Cassini instruments in 2004 and 2005. "Distant pictures from the cameras tell us where the arc is and how it moves, while plasma and dust measurements taken near the G ring tell us how much material is there," said Matthew Hedman, a Cassini imaging team associate at Cornell University in Ithaca, N.Y., and lead author on the Science paper. Saturn's rings are an enormous, complex structure, and their origin is a mystery. The rings are labeled in the order they were discovered. From the planet outward, they are D, C, B, A, F, G and E. The main rings A, B and C from edge-to-edge, would fit neatly in the distance between Earth and the moon. The most transparent rings are D interior to C and F, E and G, outside the main rings.
