U. S. Smallpox Hospital A t the outbreak of the Civil War the Minton House was occupied by Matthew Moore, a prominent lawyer and publisher of the Cape Girardeau Eagle. The weekly newspaper advocated secession from the Union. During the war, Union troops turned it into a pro-union newspaper. The house was used as a Military Smallpox Hospital during the Civil War. Legend has it that the house is haunted, perhaps by one of the many boys who died there during the war. Stories also tell of a tunnel running from the celler of the house and opening into the Old Lorimier Cemetery. The cemetery is only one block east toward the Mississippi River bluffs. It was believed to be part of the Underground Railroad that helped slaves to escape to the north. The house was built in 1846 for the Rev. and Mrs. Adriel Sherwood, pastor of the Baptist church. It was there private home and a day school. He taught young men literature and languages. In 1870 a Presbyterian pastor founded a girl's school on the property. This school reportedly formed the nucleus for classes in the Normal School, the forerunner of Southeast Missouri State University which was established in 1873.

War against terror WASHINGTON (CNN) U.S. Defense Secretary Donald Rumsfeld and the National Security Council met Thursday to review a Pentagon plan to begin inoculating some 500,000 military troops against smallpox. President Bush is to make a final decision, but the Thursday presentation was seen as a key step in the process. The Pentagon is pressing for an inoculation plan in light of growing evidence that Iraq has stockpiles of the smallpox virus. The first troops likely to receive the vaccine are those who would provide emergency "first responder" assistance or medical treatment if there was an attack in the United States. Troops deploying to high-threat areas such as the Persian Gulf would also get the vaccine as quickly as it is available. Civilian health care workers across the United States would also be among those in a first wave of inoculations.

I have been reviewing the documents in the latest volume of The Papers of Henry Bouquet which has many interesting texts on relations with various Native American tribes, and on frontier warfare. A number of the texts deal with the decision to use small pox as a deliberate form of germ warfare against the Indians in the 1760s. I recall much coverage of the decimation of the Indians by disease during the Columbus anniversaries, but I am not familiar with the historiography on the deliberate use of smallpox or other diseases as a weaponor indeed the historiography on the origins of germ warfare in general. Smallpox is a viral disease ( poxvirus variola) that produces pimple-like pustulates on the skin. The scars that are left behind are ugly pock-marks, or divots, in the skin. That's where the name pox comes from. The incubation period is from nine to twelve days. Inoculations ] for smallpox were first used in the 1600's in China. Dust scraped from smallpox scabs was blown into someone's nose, infecting them and making them immune. Edward Jenner invented the first [ vaccine ] by taking cowpox and injecting it into the blood. In 1979, the World Health Organization (WHO) announced that smallpox had been wiped out completely. The WHO will destroy the last stockpile of the virus on June 30, 1999.

After incubation period: The first symptoms are a high fever of 106 degrees, chills, backaches, and headaches. Four days later: This stage produces temporary relief, but rash appears on face, chest, arms, back, and legs. Next few days: In this stage, the spots change to raised, blister-like pustules, or variola (from varius , or spotted).

Smallpox is spread two ways, through direct contact and through respiratory secretions. To prevent spread, follow steps from the standard Infection Control Manual. See the isolation requirements from University of Virginia Health Science Center, which covers infection-control requirements for smallpox. (In their previously posted "yellow card", they called for a "standard isolation mask" like the one shown at left. Their new page doesn't specify mask type, but we have to assume appropriate hospital-grade disposables.) The beginnings of a civil defense strategy in case of an attack? Perhaps, but only if enough masks are made available.

The Centers for Disease Control reports an outbreak of Monkeypox in the U.S. Midwest. The disease, previously unseen in the United States, and with symptoms and an incubation period similar to Smallpox, has already sickened 20 people in 3 states. It is likely that others who have been exposed now carry the disease, but will not become infectious until after the incubation period, when they experience the initial symptoms, which include fever and malaise. Infection control precautions are identical to Smallpox, requiring respiratory, fluid, and contact protection.

Story Tools WASHINGTON (CNN) Senate Majority Leader Bill Frist will be able to serve as a front-line responder to help administer the smallpox vaccine following training he received Friday. Frist, a board-certified surgeon, received an inoculation and training to administer the vaccine Friday at the Department of Health and Human Services, making him the first member of Congress to do so. "It is my hope that I will never be called upon to use the skills I've learned today," he said. "However, as long as there continues to be a risk of attack on our homeland, it's critically important that health professionals and front-line responders do our best to be prepared." After Friday's training and completion of appropriate documentation, Frist, R-Tennessee, will be commissioned by the U.S. surgeon general as a member of the Reserve Corps of the U.S. Public Health Service.

Smallpox On this page The last case of smallpox on earth occurred in Somalia in 1977. In 1980 the World Health Organization certified smallpox had been eradicated from the planet. Currently, the only known remaining samples of smallpox virus are held in secure facilities at the Centers for Disease Control and Prevention (CDC) in Atlanta, GA, and the Institute for Viral Preparations in Koltsovo, Russia. Although destruction of all remaining samples of smallpox virus has been proposed, the United States government has decided to permanently store its samples of smallpox virus. Allegations and rumors of smallpox virus stocks in other locations have not been verified.
As a result of the successful eradication program, smallpox vaccine was removed from the commercial market in 1983, and is no longer a licensed product in the United States. The U.S. Public Health Service maintains an emergency stockpile of approximately 15 million doses.
At the present time, smallpox vaccine is supplied only to certain laboratory workers who are at risk of infection with smallpox-like viruses as a result of their occupation. The CDC is authorized to release the vaccine only to these workers under an Investigational New Drug (IND) permit from the Food and Drug Administration (FDA). The IND does not allow the CDC to release smallpox vaccine to any other person for any reason.

WASHINGTON (AP) Three serious reactions have been reported out of more than 100,000 military vaccinations against smallpox, the Army's deputy director for military vaccines said Thursday. Col. John D. Grabenstein told an Institute of Medicine panel there have been two cases of encephalitis and one heart infection associated with the vaccinations. All three people have recovered and returned to duty, he said. "We're seeing a rash of rashes," Grabenstein said, but overall bad reactions are occurring at a lower rate than had been expected.
