Carnitine Deficiency Syndrome is a rare metabolic disorder that may be inherited in some cases, or occur as a result of other metabolic disorders. Carnitine functions in the body as a carrier of fatty acids to the energy centers in muscles (mitochondria). A deficiency of carnitine, normally produced by the liver and kidneys, can result in extreme muscle weakness and other related symptoms.

1. On 14 June 2004 (after a hearing on 10 June 2004) for the reasons set out in Decision 11098 we dismissed an appeal by Dr Azhir Manzur Sarfraz (“the Appellant”) against the decision of the Billericay, Brentwood and Wickford Primary Care Trust (“the PCT”) of 10 February 2004 refusing his application for inclusion in its Supplementary Medical List under section 43D(8) of the National Health Service Act 1977 (as amended by section 25 of the Health and Social Care Act 2001) (“the Act”) and Regulation 6(1) of the National Health Service (General Medical Services Supplementary List) Regulations 2001, S.I. 2001 No. 3740. The appeal was dismissed only on the ground of unsuitability. 2. Under section 49N(3) of the Act the Panel is empowered, on dismissing a practitioner’s appeal, to impose a national disqualification. At the June hearing the PCT urged upon us the view that this was a suitable case for the exercise of that power.

Abstract
Disruption of the ccmM gene in the cyanobacterium Synechocystis sp. PCC 6803 causes a deficiency of carboxysomes and impairs growth in ambient CO . The effect of this gene defect on cellular metabolism was investigated using electron microscopy, biochemical and fluorescence analysis. Mutant cells were devoid of the characteristic dense polyhedral bodies called carboxysomes. The photosynthetic oxygen evolution was considerably lower in mutant cells compared to wild type, while Rubisco activity in cell extracts was similar. During photosynthetic CO -dependent oxygen evolution, Rubisco V max dropped from 142 micromol mg chlorophyll h (WT) to 77 micromol mg chlorophyll h in the mutant cells, and the

Of Rights Respecting Services-Means of Acquiring Them
After things , it remains to distribute services : a kind of property sometimes confounded with things-sometimes presenting itself under a distinct form. How many kinds of services are there? As many as there are ways in which man may be useful to man either by procuring good for him, or by preserving him from evil. In the exchange of services which constitutes social intercourse, some are free, some are forced. Those which are required by the law, constitute rights and obligations. I have a right to the services of another; he is in a state of obligation with regard to me: these two terms are correlative. In their origin, all services must have been free: it is only by degrees that the laws have intervened to convert the more important into positive rights. It is thus that the institution of marriage has converted into legal obligations the connexion which formerly was voluntary between the husband and wife, between the father and the children. The law in the same manner has converted into an obligation, in certain states, the support of the poor, a duty which still remains amongst most nations in undefined liberty. These political duties are, with respect to duties purely social, the same as particular inclosures in a vast common, in which a certain kind of cultivation is tended with precautions which insure its success. The same plant might grow in the common, and even be protected by certain conventions; but it would always be subject to more hazards, than in this particular boundary traced by the law, and guaranteed by the public force.

Items are not listed in order of importance. Additional measures may be created to reflect local priorities. Ten measures are marked with an asterisk (*), however, as highly recommended (not mandatory) by the BMW.
