Mental retardation affects about 0.6 % of the finnish population (IQ less than 70). There are some rare disorders, like AGU, INCL, Salla disease and Cohen syndrome, which are a part of Finnish disease heritage, but most common syndromes are Down ( trisomy 21) and Fragile X. Von Wendt and Rantakallio Upsala journal of medical sciences Supplement 1987 ) studied the occurrence and aetiology of mild mental retardation (IQ 50-70) and borderline retardation (IQ 71-85) on the basis of a one-year (1966) birth cohort of 12,058 live-born infants, which were followed prospectively up to the age of 14 years. The cumulative incidences for mild mental retardation were 5.5/1,000 and borderline retardation 13.4 per 1,000. In the borderline group there was a male preponderance of 2.3/1 as compared to 1.2/1 in mild mental retardation group. Matilainen et al. ( Acta paediatrica 1995 ) studied causes of mental retardation as part of a multidisciplinary epidemiological case-control study in 151 mentally retarded patients identified by screening four age cohorts (12,882 children) at 8-9 years of age in the province of Kuopio. Genetic causes were found in 28% of all 151 cases; the three most common subgroups were trisomy 21 (13%), fragile X syndrome (4%) and aspartylglycosaminuria (2% ). Haataja et al. (

The regulations for the Individuals with Disabilities Education Act (IDEA), formerly the Education of the Handicapped Act (Public Law 94-142), provide the following technical definition for mental retardation: "Mental retardation means significantly subaverage general intellectual functioning existing concurrently with deficits in adaptive behavior and manifested during the developmental period, that adversely affects a child's educational performance." "General intellectual functioning" is typically measured by an intelligence test. Persons with mental retardation usually score 70 or below on such tests. How can we teach life skills to students with mental retardation? A primary purpose of special education is to help students with disabilities lead successful and personally fulfilling lives now and in the future. Curriculum for students with mental retardation should be designed to prepare students to function as independently as possible in an integrated society. This curriculum should include a broad range of skills and be chronologically age-appropriate and useful to the learner. such a curriculum fosters the development of skills that increase autonomy, encourages constructive codependence, and nurtures problem solving in the home, school, community, and workplace. Missouri Medicaid Eligibility Changes The Division of Mental Retardation and Developmental Disabilities (MRDD), established in 1974, serves a population that has developmental disabilities such as mental retardation, cerebral palsy, head injuries, autism, epilepsy, and certain learning disabilities. Such conditions must have occurred before age 22, with the expectation that they will continue. To be eligible for services from the Division, persons with these disabilities must be substantially limited in their ability to function independently.
The Division improves the lives of persons with developmental disabilities through programs and services to enable those persons to live independently and productively. In 1988, the Division began participation in the Medicaid home and community-based waiver program, designed to help expand needed services throughout the state.
The Division operates 17 facilities that provide or purchase specialized services. Eleven regional centers form the framework for the system, backed by six habilitation centers, which provide residential care and habilitation services for more severely disabled persons.
