Columbia, Missouri campaign to donate iodized salt to Georgia (state of the former Soviet Union). The salt will help combat thryoid related problems such as goiter, mental retardation and weakened immune systems.

A Call To Serve-Missouri and the City of Columbia, with lead sponsorship from the Parkade Center, is conducting the fourth Columbia Cares for Kutaisi campaign. As a culmination of the previous drives, this series of fund-raising events Salt Solution 2005 is geared toward addressing our sister city's long-term needs by opening a repackaging facility that will provide a sustainable source of iodized salt for children and families. As health officials in our country learned decades ago, salt is an ideal food to "carry" iodine for the purpose of supplementing our diets with this important nutrient. Taken every day, iodized salt is a preventive measure, allowing the thyroid to function normally. Without this essential element, the thyroid functions abnormally. Once advanced thyroid disease occurs, supplemental iodine cannot reverse the disease and its effects. Iodine only helps to prevent thyroid disease. For three campaigns stretching over four years the Columbia Cares for Kutaisi committee and ACTS-Missouri team worked diligently to raise money to purchase iodized salt. The hope was that this temporary approach would be replaced by a sustainable solution. Now, in 2005, the committee and the mayors of Kutaisi and Columbia are working with ACTS to reach a long-term Salt Solution.

  • mild : IQ of 55-69. About 85% of children with mental retardation are in this range and are further classified as being educable . These children may be able to learn to read and write at the 4th or 5th grade level, live relatively independently and work with special training.
  • moderate : IQ of 40-54. Also described as being trainable . 10% of children with mental retardation are in this group. These children may have academic potential at the kindergarten or 1st grade level and may have limited ability to read, and will usually need some support and supervision in daily living activities (like with a supportive family or supervised group home) and work (with special training).
  • severe : IQ of 25-39. 5% of children with mental retardation are in this group. Children with this level of mental retardation are unlikely to be able to learn to read or write, but may be able to be toilet trained and learn to dress with assistance. They usually require total supervision and support for daily living activities.

The New Freedom Initiative
On June 19, 2001, President George W. Bush announced Executive Order 13217 , "Community Based Alternatives for Individuals with Disabilities," as part of the New Freedom Initiative *The Office of the Surgeon General is aware that there is a controversy around the use of the term "mental retardation" and that self-advocacy groups and professional associations are currently discussing various alternatives such as "cognitive developmental disabilities" and "intellectual disabilities." Until a consensus is reached, and with the goal of drawing attention to the great health disparities faced by people with what has been traditionally known as mental retardation in mind, the term "mental retardation" will be used in official media information on the Surgeon General’s initiative.

To be in the Red Hat Society you must be fifty, willing to have fun and be social and sassy! You can also join the group and wear pink hats if you are between 40 and 50.
Effie Baker, Trainer at Liberty Center and a pink hatter, took a survey of individuals attending Liberty Center and decided to support them in starting a Red Hat group.
The club now has members from the Middletown Enrichment Center, Middletown Center, Hamilton Center and Ross Senior Center. They have attracted Red Hatters from the community who now attend their monthly meetings at Liberty Center.

In May 1989, the UN Economic and Social Council adopted by consensus a resolution that recommended "eliminating the death penalty for persons suffering from mental retardation or extremely limited mental competence, whether at the stage of sentence or execution." In 1997, the UN Commission on Human Rights passed a resolution calling on states to consider abolishing the death penalty and urging those states that still retain the death penalty to refrain from imposing it on people with mental retardation. In 1998, the Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions criticized the US for executing people with mental retardation "in contravention of relevant internationals standards." After years of outcry from the international community, in June 2002 the United States Supreme Court finally ruled that executing persons with mental retardation was unconstitutional. The ruling came too late for the 40 people with mental retardation who were executed since 1977, however, and for many more people with borderline mental retardation who were also executed during this time.
