    To promote recognition of problem/compulsive gambling behavior, problem gambling prevention and education programs and treatment resources available in Minnesota. The Gambling Problems Resource Center is a division of the Minnesota Institute of Public Health.
    The Minnesota Problem Gambling Helpline
    The Helpline is funded by the Minnesota Department of Human Services and is a statewide, toll-free confidential 24-hour Helpline to respond to Minnesota resident's requests for information and/or referral to services for problem gamblers and other concerned individuals.     As you read this article, the Minnesota Department of Human Services (DHS) Advisory Committee on Compulsive Gambling is busy working on its vision and comprehensive plan for the next several years. Both Michael O'Keefe, the DHS commissioner, and several legislators have charged this Advisory Committee with becoming much more deliberate in meeting the needs of those challenged by compulsive and addictive gambling behaviors. The Advisory Committee is made up of consumers, providers of counseling and treatment services, and research and education entities, as well as concerned others from around the state of Minnesota. We are very pleased with the breadth of representation on our Committee and the support staff appointed by the Minnesota DHS. The Committee has formed three working groups to help accomplish its task: access to treatment, research and public awareness and education. For the first two-year-phase of our plan, which coincides with the next State Funding Biennium, our first deadline is to submit our plan and budget in early June for the DHS planning retreat in preparation for the next legislative session. One of the special areas of interest that we have for this phase is multi-diagnosis efforts related to research, access to treatment, and public awareness and education. Experience shows that very seldom does a person suffer from only one addiction or compulsive behavioral problem.

    What is problem gambling?
    Problem gambling refers to any gambling that goes beyond "normal" bounds of gambling for fun, recreation, or entertainment. Pathological gambling is the inability, over an extended period of time, to resist impulses to gamble. It is often characterized by increasing preoccupation with gambling and a general loss of control. Pathological gamblers often "chase" their losses, feel a need to bet more frequently and in larger amounts, and continue to gamble in spite of the serious negative consequences of their behavior. Are pathological gambling and compulsive gambling the same thing?
    Yes. Most scientists and mental health professionals prefer the term "pathological gambling" as the condition is not believed to be related to "compulsions" like excessive hand-washing. The term "disordered gambling" has often been used to describe this condition.

    What Is Compulsive Gambling?
    Moderate gambling, like moderate alcohol use, is an accepted part of our culture and causes no problems. As with alcohol use, however, gambling to excess is a common weakness that may lead to serious security problems. Compulsive gambling, or pathological gambling as most psychiatrists prefer to call it, is an inability to stop gambling even when one recognizes that gambling is causing serious financial, family, work, or other problems. Compulsive gambling parallels alcohol and drug addiction in many ways. Compulsive gamblers lose control over their behavior and commonly lie and cheat in order to continue their gambling. They frequently try, unsuccessfully, to cut down or quit. Compulsive gambling does not involve use of a psychoactive substance, but the "action" which compulsive gamblers crave is an aroused, euphoric state comparable to the "high" sought by drug users. This aroused state is accompanied by changes in brain chemistry similar to those caused by alcohol or drugs. There may be a "rush," often characterized by sweaty palms, rapid heart beat, and nausea which is experienced during the period of anticipation.

    One of the biggest problems related to gambling and other compulsive and addictive behaviors is that the person with the problem tends to be the last one to see it. You probably picked up this brochure because you wondered either about your own gambling or the gambling habits of someone you care about. We're glad you had the courage to do so, and we hope the following information will increase your understanding of this problem area.
    What is Gambling?
    Risking money or valuables in hopes of winning more than you're risking is gambling. Calling it a "friendly bet," or a "gentleman's bet," or saying "We're just making the game a little more interesting" does not alter the fact that it is still gambling. Gambling can include buying instant lottery tickets, playing the on-line or video lottery games, playing cards, dice, or dominoes, playing in casinos, playing slot machines, betting on sporting events (with or without a bookie), betting on the horses or greyhounds, betting on games of skill (bowling, pool, golf, video or arcade games), and many other activities.

      Links to external websites not maintained by the Montana Department of Justice The 1999 National Gambling Impact Study Commission Final Report found that, of the 125 million adult Americans who gamble, 7.5 million were problem or pathological gamblers. A number of different terms have been applied to problem gambling, including "abuse" and "addiction." Problem gambling is behavior that damages relationships, runs up large debts and may lead to crime. People with gambling problems are found in every demographic group. Behaviors that signal problem gambling include a preoccupation with gambling, a need to gamble with increasing amounts of money and trying to make up losses by additional gambling.
      Credit Gambling
      It is not legal in Montana to use a credit card to gamble or run up a tab at a bar to pay for gambling activity. Gambling in Montana can only be done on a cash basis. A check or credit card may be used to obtain cash to participate in a gambling activity, but you may only present the cash needed to play the game as the game is being played. A check, credit card, note, IOU, or other evidence of indebtedness may not be offered or accepted as part of the price of participation in the gambling activity or of a debt incurred in the gambling activity.
