Centers for Disease Control and Prevention (CDC) Travel Advisory on BSE . In the advisory the CDC notes that the relative risk of becoming infected with vCJD is very small. They estimate that the chances of contracting vCJD is less than one in 10 billion servings, if at all. Additionally, there is a recently announced ban on blood donations from all persons who have lived for six months or longer in the United Kingdom between 1980 and 1996. Some service members and their families may be affected by this ban. This deferral was originally implemented as a precautionary measure to ensure the safety of the blood supply against the risk of contamination by BSE, because there is no known blood-screening test. Even though there is no evidence that vCJD or BSE can be transmitted through blood products, deferral will be continued as a precautionary preventive step. Previous Category Catalog Order Info In 2003 bovine spongiform encephalopathy (BSE) was diagnosed in two cows in North America; one dairy breed, one beef. These are the first native-born cattle diagnosed with BSE in North America. It is unlikely that a BSE outbreak of any magnitude will be observed because of earlier actions taken by the United States and Canada to prevent BSE from being transmitted to cattle in contaminated feedstuffs. However, it remains extremely important that veterinarians and livestock producers be vigilant for new cases of BSE. Veterinarians should consider BSE in their list of diagnostic differentials when cattle exhibit signs of behavioral changes, ataxia, or recumbency. Clinical signs include changes in temperament (apprehension, nervousness, unwillingness to move through doorways, belligerence), drooling, itching of the head, fine muscular tremors, moaning, rapid respiratory rate, slow heart rate, incoordination, abnormal postures, abnormal gait, decreased milk production, loss of body condition despite a normal appetite, and death. The incubation period for BSE ranges from 2 to 8 years and the health of affected animals typically deteriorates over a period of 2 weeks to 6 months. Most cattle affected are between 3 and 6 years old. BSE is reportable as a foreign animal disease. If you suspect that an animal may have BSE, contact the USDA/APHIS/VS office (in Nebraska call 402 434-2300) or the Nebraska Department of Agriculture, Bureau of Animal Industry (402 471-2351). The diagnosis is made by microscopic examination of immunohistochemistry-stained brain tissue collected at post-mortem. Smith, UNL Extension Veterinarian Previous Category Catalog Order Info The USDA announced on December 23, 2003 the first diagnosis in the United States of bovine spongiform encephalopathy (BSE or mad cow disease) in a dairy cow. BSE is not contagious. It is unlikely that an outbreak of BSE will occur in North American cattle because the United States and Canada took action in 1997 to prevent transmission via contaminated feed. The risk to human health from BSE is minuscule. However, the diagnosis may seriously affect beef exports from the U.S. What is BSE? Bovine spongiform encephalopathy is a disease of adult cattle affecting the brain and other nerve tissue. It also is sometimes referred to as mad cow disease. Affected cattle develop progressive behavior changes, abnormal posture, incoordination, reduced milk production and weight loss. The disease typically occurs in cattle 5 years of age or older. It is rare for cattle younger than 3 years old to be affected. The disease was first diagnosed in Great Britain in 1986. It soon became apparent that an outbreak was occurring in British cattle. The epidemic peaked in 1993 at 1,000 cases per week and has since waned. Currently about 25 cases per week are identified in the United Kingdom. BSE has now been diagnosed in cattle native to many European nations, Japan, Israel, and Canada. The cow diagnosed with BSE in the United States was imported from Canada as an adult.

What is Bovine Spongiform Encephalopathy (BSE)?
The BSE causal agent has never been seen under a microscope, it causes no detectable response from an animal's immune system, it is smaller than most viral pathogens and is highly resistant to treatments that normally deactivate other pathogens. Many believe the disease agent is a prion (abnormal protein). There are currently no methods to test live animals for the disease. The only way scientists are able to detect the disease is through examination of brain tissue of slaughtered animals.
Why are people concerned about BSE?
The Minnesota Department of Health is conducting active surveillance for cases of vCJD in humans, following up with an intensive investigation of any diagnosed cases of CJD in persons under the age of 45. One of several differences between variant and classical CJD is the age of onset. Classical CJD generally appears when people are in their fifties or sixties, while vCJD can appear at much younger ages (as of October 2000, the average age of death for vCJD cases was 27.5 years). Some clinical signs of vCJD are neurological disorders, such as loss of muscle coordination and dementia. People with vCJD also tend to live longer with the illness, and exhibit psychological symptoms that aren't present with classical CJD.
