Mr. Chairman and Members of the Subcommittee, in light of the recent action regarding the Occupational Health and Safety Administration's (OSHA) Final Ergonomics Standard, we thank you for allowing us to comment on ergonomics and musculoskeletal disorders. The American Association of Orthopaedic Surgeons, along with its twin organization the American Academy of Orthopaedic Surgeons, collectively the AAOS, are the leading and largest professional societies for the medical specialty of orthopaedic surgery in the United States. The AAOS's 18,000 board-certified fellows comprise virtually all of the practicing orthopaedic surgeons in this country. Our fellowship has vast experience in diagnosing, treating, and advising on musculoskeletal disorders. First, let me say that the AAOS and its fellowship are committed to the delivery of the highest quality musculoskeletal care to our patients. Our concern for patients is what drives our comments today. We wholeheartedly support efforts to improve the health and safety of workers and efforts to prevent and reduce injury on the job. We support timely attention to musculoskeletal symptoms, and timely and appropriate treatment of musculoskeletal injury and disease. We want individuals to work safely, remain productive on the job, and avoid the debilitation that inactivity can create. The AAOS is committed to evidence-based medicine and to ongoing medical research in order to serve our patients. We believe that medical treatments and therapies should be grounded, as much as possible on valid, reliable, scientific data, and measures that are documented with effective outcomes.

Michael Calnan Musculoskeletal disorders of the back and the upper limb are a major source of morbidity, particularly occupational morbidity. They are a major cost in terms of loss of productivity to the health service and to the sufferer, and impose a substantial economical burden in compensation costs. This book, prepared by a panel on musculoskeletal disorders and the workplace, is based on a report of a comprehensive review of the scientific literature on the relationship of work and the workplace to musculoskeletal disorders of the low back and upper extremities.
