Mechanical Aids to Computation and the Development of Algorithms
2. Early History
2.1. Introduction
Although the computer and its widespread application in our society, are phenomena that have become predominant in only the last 30 years, many of the concepts underlying these developments have their origins in concerns dating back to the earliest cultures. Computers manipulate data (Latin, plural of datum , neut. p.p. dare , cognate Sanskrit, datta : those things which have been given), i.e. process and transform given representations of information in order to obtain a desired result. Within this basic description of computer behaviour we can discern two fundamental ideas:
  • Representation: A concrete, symbolic encoding of information, e.g. numbers, words, names.
  • Transformation: The steps (recipe, program algorithm ) used to calculate a specific result.
A symbolic encoding of information provides a vehicle for communication - information can be passed on in a commonly understood form. A record of the process by which the representation is transformed allows the calculation process to be carried out repeatedly on different sets of data, e.g. we have all learned the steps needed to determine the result of multiplying any two large numbers. One might ask, however, why, given a system for encoding information and the sequence of steps needed to manipulate this to a specific end, it should be necessary to seek

Minorities outnumber whites in new AIDS cases
ATLANTA, Georgia (AP) Blacks and Hispanics accounted for nearly 70 percent of new HIV infections from July 1999 to June of this year, a striking change in what was once known as a disease of gay white men, the U.S. surgeon general said Tuesday. Part of the problem is that the groups hardest to reach in prevention campaigns high school dropouts, former inmates and the homeless are disproportionately black and Hispanic, Dr. David Satcher said.

UNDP is a Cosponsor of UNAIDS, the Joint United Nations Programme on HIV/AIDS. HIV/AIDS Responding to the world's most serious development crisis To prevent the spread of HIV/AIDS and reduce its impact, developing countries need to mobilize all levels of government and civil society. As a trusted development partner, UNDP advocates for placing HIV/AIDS at the centre of national planning and budgets; helps build national capacity to manage initiatives that include people and institutions not usually involved with public heath; and promotes decentralized responses that support community-level action. Because HIV/AIDS is a world-wide problem, UNDP supports these national efforts by offering knowledge, resources and best practices from around the world. What's New HOPE: Building Capacity - Least Developed Countries meet the HIV/AIDS challenge. This booklet describes the human and institutional capacity challenges posed by the HIV/AIDS epidemic, illustrating why the Least Developed Countries are particularly vulnerable and why urgent action is needed. It proposes concrete recommendations on how to address the capacity challenges and encourages LDCs and the international community to increase their efforts to enable LDCs to achieve the Millennium Development Goals.
This supplement of Choices is a special issue prepared for the XV International Conference on HIV/AIDS held from 11-16 July 2004, in Bangkok. The theme of this issue, like the conference, is “Access for All’ - access for all infected and affected groups; access to education, information, and medication; and access to the people who write policies, give support and offer care. The magazine features interviews with UNDP Administrator Mark Malloch Brown and Thailand’s Senator Mechai Viravaidya, statements by Noeleen Heyzer, Mary Robinson and Martin Khor as well as several country profiles that highlight achievements in addressing HIV/AIDS at national level.
