Land battle sets black against white
Tobacco farming provides half a million jobs
By Africa Correspondent Jane Standley Some 18 years since victory in the war that turned Rhodesia into independent Zimbabwe, much awaited land reform has yet to be carried out. Redistributing land has been on the political agenda since independence, but Zimbabwe's current economic crisis, the worst ever, has fuelled even more hunger for land.
Jane Standley reports from Harare on the struggle over land
Most black farmers are struggling to grow enough to eat on tiny plots, while the huge commercial farms growing tobacco, Zimbabwe's largest export, are in the hands of white Zimbabweans, like Wayne Parham, whose family have been farming in the country for three generations. No-one in Zimbabwe is arguing about the need for land reform, even Mr Wayne supports land redistribution, but with a recent government notice that his land is going to be taken, insists that there must be proper compensation. Wayne Parham - wants compensation "If they really want this farm, OK, that's fine now, pay me, and that's it," he says.

Few people in Zimbabwe, apart from President Robert Mugabe, evoke such strong emotions as Professor Jonathan Moyo. He is a former critic of the government who, in the space of 18 months, has been elevated to the position of information minister and the president's closest adviser.
Professor Moyo's rise to one of the most influential positions in Zimbabwe has been breathtaking
In that time he has succeeded in offending all sides. The letters pages of privately owned newspapers frequently include denunciations of Professor Moyo. One recently described him as "the most hated man in Zimbabwe". Conversion Professor Moyo's rise to one of the most influential positions in Zimbabwe has been breathtaking. As recently as May 1999 he was still writing newspaper articles that condemned President Mugabe in the strongest terms.
Moyo is now a close adviser to President Mugabe
"His uncanny propensity to shoot himself in the foot has become a national problem which needs urgent containment," wrote Professor Moyo in the Zimbabwe Mirror.

GOVERNMENT
According to Zimbabwe's Constitution, the president is head of state and head of government, and is elected for a 6-year term by popular majority vote. Parliament is unicameral and sits for up to a 5-year term. The 150-member Parliament consists of 120 elected seats, 10 chiefs elected by their peers but influenced by the president, eight provincial governors and 12 non-constituency MPs appointed by the president. The Parliament elects a Speaker from outside its membership and a Deputy Speaker from among its members.
The Zimbabwean Constitution institutionalizes majority rule and protection of minority rights. The elected government controls senior appointments in the public service, including the military and police, and the independent Public Service Commission is charged with making appointments at lower levels on an equitable basis.
The judiciary is headed by the Chief Justice of the Supreme Court who, like the other justices, is appointed by the President on the advice of the Judicial Service Commission. The Constitution has a bill of rights containing extensive protection of human rights. The bill of rights could not be amended for the first 10 years of independence except by unanimous vote of the Parliament.

After Zimbabwe was accused yesterday of rights abuses by an international coalition of non-governmental organizations (NGOs) led by UN Watch, the Mugabe government’s Geneva representative lashed out at the groups in a speech that urged a U.N. human rights body to “dismiss with contempt” the request for its intervention.

Commenting on the more than half a million people made homeless by President Robert Mugabe’s demolition campaign, Ambassador Chipaziwa said they had lived in “erstwhile slums,” where “Government detractors had plotted and carried out illegal currency trades in efforts to destroy the country’s economy.” Apparently referring to the NGOs, he added that Zimbabwe “does not deserve the ugly attention which her detractors try to conjure up,” and would “never yield to their evil designs.” (Full text:

The U.N. issued a report critical of Zimbabwe's government for demolishing homes and markets in poor urban centers around the nation.

The report focuses on Operation Murambatsvina, Or "Drive Out Trash," a government policy which began in mid-May that left an estimated 700,000 people homeless or unemployed in the middle of winter.
The government says the campaign will lower the crime rate and bring urban renewal to the southern African nation of 12 million. The U.N. called for the government to stop.
“The Government of Zimbabwe should set a good example and adhere to the rule of law before it can credibly ask its citizens to do the same," stated the report which says the government has precipitated a human rights crisis.
The Friday report follows a two-week fact finding visit by U.N. envoy Anna Tibaijuka. She heads the Nairobi-based U.N. habitat which deals with urban problems. The report suggested that the acts could qualify as crimes against humanity and urged the government to hold "fully accountable" those responsible for the policy.
