A South African newspaper recently quoted President Thabo Mbeki as having said: “We don’t want Zimbabwe collapsing next door as South Africa will inherit all the consequences. Something has to be done”.

Indeed, nobody wants to see the ultimate collapse of Zimbabwe’s economy, least of all Zimbabwe’s neighbours. Some of the worst consequences of the economic and political problems of Zimbabwe have hit neighbouring countries so hard that none of them wants to see the dreaded but inevitable final melt down in that country. Mbeki was, therefore, right in suggesting that something needs to be done to prevent the worst happening in Zimbabwe. It has also been reported that in its eagerness to prevent the total collapse of the Zimbabwean economy, Mbeki’s government is considering financially assisting Zimbabwe to help prevent the country from being expelled from the International Monetary Fund for having failed to repay IMF loans. On the face of it, this would be a good gesture by the South African government. But while I cannot pretend to understand the workings of the international monetary system I suspect that the action that South Africa is considering would enable Zimbabwe to retain some element of international financial respectability, but not much. Therefore, this could only provide very limited benefit to Zimbabwe. The problems of the country are too enormous to be significantly reduced by this sort of assistance. For one thing, whatever amount South Africa decides to pay to the IMF on behalf of Zimbabwe, there is no guarantee that President Robert Mugabe’s government would then be able to reduce its indebtedness sufficiently to qualify for further loans from the international monetary body. For another, while such assistance would represent an additional SADC feather in Mugabe’s cap, it would merely prolong the misery of the helpless and friendless people of Zimbabwe.

Harare, June 30, 1996: Organisers of Zimbabwe's International Book Fair (ZIBF) bowed to government pressure yesterday and barred a local organisation of gays and lesbians from exhibiting at the fair, which starts today. ZIBF director Trish Mbanga told reporters the organisers had no choice but to comply with a ruling by the state censorship board, which prohibited the Gays and Lesbians Association of Zimbabwe (Galz) from taking part in the fair.
"The ZIBF ... is bound by the laws of Zimbabwe to comply with the notice," Ms Mbanga said after receiving a copy of the prohibition. In a notice of prohibition addressed to Ms Mbanga and Galz, censorship board chairman Herbert Malaba, said the prohibition was made in terms of Section 17 (1) of the Censorship and Entertainments Control Act in consultation with Home Affairs Ministry.
"The Gays and Lesbians Association of Zimbabwe is prohibited from establishing a stand or exhibiting at the Zimbabwe International Book Fair to be held at Harare from July 30 - August 3, 1996" Mr Malaba said. "Any person who contravenes this order shall be guilty of an offence on terms of Section 17 (3) of the said Act." The National Movement of Catholic Students (NMCS) said it supported the Zimbabwean Government's stance to ban Galz from exhibiting, while the Legal Resources Foundation called for the lifting of the ban.

ZIMBABWE: Government to begin land redistribution soon, official says JOHANNESBURG, 23 June 1998 (IRIN) - The Zimbabwean government will begin the controversial resettling of land-hungry blacks on formerly white-owned farms within months, Reuters reported a senior official as saying on Monday. Provincial governor David Karimanzira said the government already had 104 farms available and landless blacks would be moved onto them before the start of the next agricultural season. Karimanzira was speaking after hundreds of villagers moved illegally onto four white-owned farms in his Mashonaland East province last week, complaining of delays in the government's promised land reforms, Reuters said. The squatters agreed to move off the land after intervention by a government delegation led by Lands and Agriculture Minister Kumbirai Kangai. President Robert Mugabe has said the government plans to take five million hectares from white farmers - 4,000 of whom own around 30 percent of the country's fertile land - for redistribution to some of the millions of blacks who live in overcrowded and barren communal areas. Last November nearly 1,500 farms were designated for acquisition, but farming sources say 600 of those have been de-listed for various reasons, Reuters reported. Karimanzira said 104 farms were already available because their owners had not contested the government's decision to take them.

At present it is clear to each and every objective observer that conditions for a free and fair election do not exist in Zimbabwe. There is therefore nothing whatsoever to suggest that the elections will be free and fair, or indeed legitimate. The electoral environment is actually worse than it was during the March 2002 presidential elections. Contrary to the view propagated by the South African Government, their counterparts in Harare are not taking any meaningful steps to ensure the elections will be free and fair.

Lewis Machipisa HARARE, Jan 19 (IPS) - Zimbabwe's social and civic groups, which have opposed the introduction of a compulsory AIDS levy, have urged the government of President Robert Mugabe to suspend the collection of the tax until the issue is satisfactorily addressed. They say it is possible to raise funds through other means than a levy announced by Finance Minister, Herbert Murerwa, when he presented the 2000 budget in parliament last October. They say the funds should be derived from direct government budget allocations and from cuts from defence spending. Funds can also come from a share of the proceeds of the sale of publicly listed companies and from a share of taxes on market and foreign exchange transactions. The AIDS levy three percent deducted on payable income has met strong opposition from various sectors not convinced the money would be spent for addressing the plight of people living with AIDS. With a raging war in the Democratic Republic of Congo (DRC), where Zimbabwe has deployed 11,000 troops, the groups and taxpayers dismissed the levy as another attempt by the cash- strapped government to fund the conflict which is costing the Harare administration more than one million U.S. dollars a month.

Zimbabwe Government Calls Disability "Core Development Issue"

In a new policy, the government of Zimbabwe has released $200 million for disability programs to indicate its commitment to its disabled citizens. According to Angeline Masuku, the national secretary for the ruling party's Welfare of the Disabled and Disadvantaged, the party has determined that disability issues should be recognized as core development issues, not simply matters of charity to be left to charitable organizations and non-governmental organizations.
Joshua Malinga, the party's deputy national secretary on disability issues, says that Zimbabwe "should come up with a structure which will enable people with disability to participate fully in society," and all government ministries should take on responsibility for addressing the needs of disabled citizens.

Zimbabwe Government Bans Rights Groups
I condemn the new law passed by Zimbabwe's Parliament banning international human rights groups from working in the country. President Mugabe's ruling party has used its majority in Parliament to push through the "Non-Governmental Organisations Bill". The new law bans all international organisations in Zimbabwe working on "governance issues," including many human rights organisations. It places severe restrictions on local human rights organisations and prevents them from accessing international donor funding. The Mugabe regime forced this legislation through Parliament, ignoring a report by the Parliamentary Legal Committee that the legislation was unconstitutional. Australia, along with many other concerned countries, urged the Zimbabwean Government to stop the passage of the new law. This, like the imprisonment of opposition Movement for Democratic Change MP Mr Roy Bennett, is yet another example of President Mugabe's determination to silence dissent at any cost.

GEOLOGY AND MINERALISATION About 60% of the country is covered by an Archaen Granite Greenstone terrain well known for its rich endowment of gold and base metals. Cutting across the entire Archaen is the famous Great Dyke hosting one of the world’s largest reserves of chrome and platinoids. Covering the edges of the Archaen terrain are younger sedimentary rocks hosting huge reserves of coal.

RELATED STORIES, SITES KINSHASA, Congo (CNN) Zimbabwe's President Robert Mugabe said Monday his nation was ready to help Angola put down renewed attacks by UNITA rebels that left a 1994 peace accord in tatters. "We are going to give material support to Angola to put an end to this war," Mugabe told reporters at the close of a five-hour meeting with Angolan President Jose Eduardo dos Santos, Congolese President Laurent Kabila and Namibian President Sam Nujoma. Zimbabwe, Angola and Namibia are already supplying troops and materiel to Congo to help Kabila put down a seven-month rebellion that has occupied at least one-third of the country. The meeting was held to discuss future cooperation in Congo. Mugabe did not elaborate on what kind of support Zimbabwe would give to Angola.
