News In Internet MISA Zimbabwe Government Online "The bill be re-submitted to parliament for debate next week" Minister Jonathan Moyo afrol News, 17 January - Local and international pressure has moved Robert Mugabe's government to withdraw the draconian 'Access to Information and Protection of Privacy Bill'. Instead, the government is to amend its controversial media law. The disputed media bill originally was scheduled to be pushed through the Zimbabwean parliament on Tuesday, but was adjourned. The bill was designed to silence the independent media and to ban foreign journalists from working in Zimbabwe. Further, local journalists would have to register with the government or face two years imprisonment. The bill was opposed to by the entire opposition and even criticised from the government party's own benches. Further, President Mugabe on Monday had assured his fellow Southern African presidents of his "commitment to freedom of expression as guaranteed by the constitution of Zimbabwe," and reaffirmed the "practice of allowing national and international journalists to cover important national events, including elections."

"Hundreds of ordinary Zimbabweans, who have fought to protect the rights of their fellow citizens, have faced intimidation, arbitrary arrest, assault and torture at the hands of a government intent on concealing its violation of human rights. The government must ensure that those responsible for all human rights violations, including against human rights campaigners, are brought to justice and laws that violate international human rights standards are repealed," said Kolawole Olaniyan, Director of the Africa programme. In a new report, Zimbabwe: Human rights defenders under siege, Amnesty International documents the misuse of state power to prevent human rights campaigners from exposing human rights abuses and publicly criticising the government. The report contains examples of numerous violations directed at human rights campaigners, including:

In Zimbabwe, white farmers are still being defiant to the order issued by the government of President Robert Mugabe that they should vacate farm lands that government has targeted for take over. Others have decided to obey the order. Unfortunately, the issue of land re-distribution, or "seizure" as the foreign media would have us believe, has been the most misunderstood, to the extent that it has been lumped together with the politics of President Mugabe. But the issue of politics in Zimbabwe, and ultimately that of Mugabe, should not be allowed to becloud the attempt by the country to the equitable re-distribution of land stolen by whites in the first instance without compensation to its rightful African owners. While white farmers continue to shed crocodile tears, it is a matter of record that in a land of more than 11 million people, the whites who make up less than 2% of the population, control more than 60% of the arable land. It is also a matter of record that although 95% of the white farmers have received notice to quit the land, those whose land has been taken over have all received compensation, and of the 500 who have agreed to leave peacefully some have also already been paid.

Zimbabwe Government Secretly Pleads With World Bank
Having wrecked the economic base that made it possible for his government to borrow in the first place, Mugabe's government has now discretely gone cap in hand to the World Bank for aid relief.
Financially-crippled Zimbabwe, which is failing to service its US$280 million foreign debt to the World Bank, on Friday unsuccessfully begged the bank to resume assistance to Zimbabwe, especially in the agricultural sector where new farmers complain of lack of money and resources, The Standard has established.
Official sources said Joseph Made, the Minister of Agriculture and Rural Development, unsuccessfully pleaded with the World Bank country director for Central Africa, Hartwig Schafer, for financial assistance to buy farm equipment and inputs for the new farmers.
Schafer was in Zimbabwe as a follow-up to a visit by the RBZ Governor Gideon Gono to the World Bank offices in Washington where he appraised the bank of his efforts to sort out the current financial crisis.
"He (Made) was begging the World Bank to assist the new farmers. Made said agriculture was the backbone of the economy of the country and without support from the World Bank it would not succeed," said a source familiar with proceedings at the meeting.

The Zimbabwe Independent can reveal that government officials have been privately approaching white commercial farmers who before their violent evictions specialised in horticulture, dairy farming, conservancies and seed maize production. Government is also understood to be making overtures to bring back wheat, tobacco and barley farmers. Two weeks ago the officials approached the former owners of Kondozi farm to persuade them to return to the giant export-earning horticultural concern. Former Kondozi Fresh Produce majority shareholder, Edwin Moyo, confirmed that "emissaries" had approached him regarding Kondozi. "There have been unofficial approaches from people who said they were from government," said Moyo. Sources said Agricultural and Rural Development Authority (Arda) which took over Kondozi last year, wanted Moyo to assist in the export of produce from the farm.

Official sources said yesterday government was seeking a deal with TotalFinaElf to supply the country with 35% of its fuel needs. This emerged as President Robert Mugabe this week renewed his hunt for fuel in Libya. Mugabe, who last year said the fuel problem was giving him "headaches and stomach pains", left for Tripoli on Wednesday in a bid to resuscitate the frozen US$360 million fuel deal with Libya's Tamoil, first signed two years ago. The deal has been on ice because Zimbabwe is unable to pay. Sources said Mugabe was likely to return from Libya empty-handed unless he mortgages what his government has classified as "strategic assets" as part of the deal. Tamoil has been demanding specific assets before it agrees to revive the arrangement that guarantees Zimbabwe a year's supply of fuel. The Libyans, who last visited Zimbabwe in May in connection with the fuel wrangle, want to acquire Noczim's 50% equity in Petrozim, which it jointly owns with Lonrho. Noczim is asking US$100 million while the Libyans are prepared to pay only US$48 million.

ZIMBABWE: Government steps up harassment of human rights defenders
Amnesty International condemns efforts by the Zimbabwean government to silence human rights defenders. Recent statements by government ministers signal intensified scrutiny and intimidation of NGOs who have spoken out about the deteriorating human rights situation in Zimbabwe. "Human rights organizations who expose human rights violations and are perceived to be critical of government policy are coming under increasing attack," Amnesty International said today. Amnesty International calls upon the Zimbabwean government to respect the United Nations Declaration on Human Rights Defenders and to immediately end its intimidation and harassment of human rights organisations and other human rights defenders.

Zimbabwe: Government authorities intensify their campaign to silence dissent
As local council elections approach in September, Amnesty International is deeply concerned that the Zimbabwean authorities are intensifying harassment of human rights organisations, the independent media and the judiciary. On 29 August, Dr. Frances Lovemore, Medical Director of Amani Trust, a leading human rights NGO in Zimbabwe, was arrested in Harare. Dr. Lovemore and charged with "publishing or communicating false statements prejudicial to the state". The charge apparently stems from recent press reports which referred to Amani Trust's work with victims of torture and politically motivated rape in Zimbabwe. Dr. Lovemore was quoted in the Daily Telegraph (UK) on 25 August 2002 as saying "Mugabe men use rape as revenge". She was released on 30 August, and all charges against her dropped due to insufficient evidence. "Amnesty International views the arrest of Dr Lovemore as an attempt to intimidate a human rights defender. The international community should take every step to support the work of Zimbabwean human rights NGOs which place themselves at risk in documenting cases of human rights violations and in treating victims".

An American Christmas present for African whites?
By Sam Francis While Americans are worrying about the cruel fate of women in Afghanistan, black dictator Robert Mugabe is planning genocide in the country that Americans some 20 years ago helped push into its present crisis. Whatever President Bush does or doesn't do in the Middle East after the current war ends, he needs to do something in Zimbabwe now. Those who read the back pages of the newspapers will know that for the last couple of years, Mr. Mugabe has been encouraging the murder of white farmers by roving gangs of black hooligans and the seizure of white farm lands by "squatters"—landless blacks who have decided they have a right to the land that whites "stole" from them and who have no earthly idea how to farm it or take care of it. The result has been not only the outright terrorization of the dwindling white minority in Zimbabwe but also the near-collapse of its agriculture, with

Your Excellency: A delegation from the Committee to Protect Journalists (CPJ) visited Harare from July 11 to 14 to assess press freedom conditions in Zimbabwe during the run-up to the general elections, scheduled for next spring. The delegation, which consisted of board member Clarence Page, deputy director Joel Simon, and Africa program coordinator Yves Sorokobi, met with journalists from the independent press and held informal discussions with members of the state media. They also spoke at length with Zimbabwean human rights activists and foreign correspondents based in the country. In their discussions with the CPJ delegation, Zimbabwean media professionals expressed grave concerns about their physical safety. They also mentioned numerous recent developments that have damaged their ability to inform the people of Zimbabwe.
