    Locked in Land Reform Dispute
    Land possession has been a major area of dispute for whites and blacks in Zimbabwe for decades. In 1965, upon independence from Britain, white Rhodesians seized control of the majority of fertile land within the country and forced blacks to use the poorer, arid, and unproductive ground. After minority rule ended in 1980 through the election of President Robert Gabriel Mugabe and the implementation of the Lancaster House Agreement , white landowners were granted ten years of protection from land distribution policies and reform. In addition, this agreement provided that land would not be seized without compensation.
    In 1990, after the government was no longer constrained by provisions of the Lancaster Agreement, the Constitution "Phase II" of land reform in Zimbabwe. These principles included respect for the legal process, transparency, poverty reduction, consistency and ensuring affordability for acquisition and allocation of land grants. Subsequent to these proceedings, however, the relationship between the Zimbabwean government and donor governments faced instability, and Zimbabwe accused these governments of attempting to maintain the colonial distribution of wealth.

    Zimbabwe government extends crackdown, begins destroying urban vegetable gardens
    By Michael Hartnack ASSOCIATED PRESS 2:03 p.m. June 21, 2005 Senior assistant police commissioner Edmore Veterai said urban farming on vacant plots of land was causing "massive environmental damage," state radio reported Tuesday. President Robert Mugabe was quoted Tuesday as saying concern about the campaign was misplaced and agreeing to allow in a U.N. observer. Mugabe defends the campaign as a cleanup drive. The political opposition, which has its base among the urban poor, says the campaign is meant to punish its supporters. The United Nations estimates the campaign has left at least 1.5 million people homeless in the winter cold. Police say more than 30,000 have also been arrested, most of them street vendors the government accuses of sabotaging the failing economy by selling black market goods. The current crackdown comes when this southern African country needs to import 1.2 million tons of food to avoid famine. Years of drought and the seizure of thousands of white-owned farms for redistribution to black Zimbabweans have slashed agricultural production.

    (New York, October 24, 2003) - Zimbabwean authorities discriminate against perceived political opponents by denying them access to food programs, Human Rights Watch said in a report released today. Some international relief agencies in Zimbabwe fail to ensure that access to food is based on need alone and is not biased by domestic or international political concerns. Select groups of people are being denied access to food. This is a human rights violation as serious as arbitrary imprisonment or torture.

    ZIMBABWE Relations between the U.S. and Zimbabwe have improved markedly since August 1988, when $17 million in U.S. aid was restored after a two-year cutoff, following a dispute over U.S. policy toward South Africa. The evolution of the peace process in Angola and the holding of elections in Namibia also contributed to a reduction in tensions between the United States and Zimbabwe. These improved relations provided an opportunity for the Bush administration to press the Zimbabwe government to respect human rights. That opportunity has not, unfortunately, been seized. The administration has issued no public protests on human rights violations in Zimbabwe. At best, according to a State Department official, a "continuing dialogue" was maintained on unspecified "pertinent" issues. After the unity agreement, the Chronicle newspaper engaged in an investigative effort with far-reaching political consequences. It exposed a corruption scandal involving a number of government ministers which led to the resignation of several of them, including Defense Minister Enos Nkala. Both the newspaper's editor and deputy editor were later "promoted" out of their editorial positions at the Chronicle . The Chronicle has published no more corruption scoops under its new editor.

    GOVERNMENT
    According to Zimbabwe's constitution, the president is head of state and head of government, and is elected for a 6-year term by popular majority vote. Parliament is unicameral and sits for up to a 5-year term. The 150-member parliament consists of 120 elected seats, 10 chiefs elected by their peers but influenced by the president, eight provincial governors and 12 non-constituency MPs appointed by the president. The parliament elects a speaker from outside its membership and a deputy speaker from among its members. The Zimbabwean constitution institutionalizes majority rule and protection of minority rights. The elected government controls senior appointments in the public service, including the military and police, and the independent Public Service Commission is charged with making appointments at lower levels on an equitable basis. The judiciary is headed by the chief justice of the Supreme Court who, like the other justices, is appointed by the president on the advice of the Judicial Service Commission. The constitution has a bill of rights containing extensive protection of human rights.     ZIMBABWEAN intelligence officials were investigating a major security breach this week after two computer wizards from the UK hacked into the government's website forcing it to go offline. New Zimbabwe.com was alerted to the breach by the hackers from Leicester, England. "The idea was to hack into the website and replace everything on there with slogans like 'Robert Mugabe is a tyrant'," one of the hackers told New Zimbabwe.com by telephone last night. "We were about to achieve our goal when the whole thing crashed," the hacker who has asked to remain anonymous said. "We will keep trying, the security is clearly lax." The elected government controls senior appointments in the public service, including the military and police, and insures that appointments at lower levels are made on an equitable basis by the independent Public Service Commission.
    The judiciary is headed by the Chief Justice of the Supreme Court who like the other justices is appointed by the President on the advice of the Judicial Service Commission. The Constitution has a bill of rights containing extensive protection of human rights. The bill of rights could not be amended for the first 10 years of independence except by unanimous vote of the House of Assembly.
    Zimbabwe is divided into eight provinces, each administered by a provincial governor appointed by the president. The provincial governor is assisted by the provincial administrator and representatives of several service ministries. Zimbabwe is governed by President Robert Mugabe and his Zimbabwean African National UnionPatriotic Front (ZANU-PF), which has dominated the legislative and executive branches since independence in 1980.

    The EU observer mission sent to watch the election in Zimbabwe were not happy about the "climate of fear" and that the "Zanu-PF leaders seemed to sanction the use of violence and intimidation" . However, as the Movement for Democratic Change, lead by Morgan Tsvangirai, won 57 seats, despite being only able to safely campaign in 25 of the 120 at stake, political parties in Europe declared their satisfaction. In Britain, Labour, Tory and Liberal Democrat all appreciated the work of Tsvangirai, a leading trade unionist often called a ‘British puppet’ by Zanu-PF. Such accusations are based on the reality that he was in constant contact with the British government throughout the campaign, and all British coverage of the Zimbabwe election campaign was devoted to the denunciation of violence and the demonisation of Mugabe.

    Foreign Minister Phil Goff has written to Zimbabwe's Parliamentary Speaker John Nkomo strongly protesting the inhumane prison conditions in which Opposition MP Roy Bennett is being held. Mr Bennett was jailed with hard labour last year for pushing a government minister during a heated debate on land reform in Parliament. At the time, Mr Goff said the way the matter was handled raised serious concerns that the Zimbabwe government was trying to stifle and intimidate opposition politicians. "I am disturbed to hear that Mr Bennett's condition has deteriorated significantly since his transfer to Chikurubi Farm prison. There are reliable reports that his ill-treatment, including beatings by guards, is threatening his life," Mr Goff said. "Justice and humanity demand that his life not be put at risk, particularly given the relatively minor offence for which he was convicted. The situation is an affront to every sense of decency and fair play."
