Promotion of humanitarian law
In Botswana, the ICRC and the Federation carried out a joint mission to the National Society to help it resume its activities.
In Malawi, the situation remained relatively calm during the year, despite some tension within the governing coalition which led to the withdrawal of one of the constituent parties, depriving the President's party of its parliamentary majority. The ICRC supervised the construction of a hospital ward at Zomba prison to provide medical care for the detainees and completed the installation of new kitchens in the country's two largest prisons. Since the completion in 1995 [12] of its programme of visits to Malawi's prisons to examine the material and psychological conditions of detention, the ICRC had sought to ensure, by drawing attention to their situation, that its work in aid of the detainees there would be continued. These efforts bore fruit and in 1996 an organization, Penal Reform International, stepped in on their behalf.
Cooperation with the National Societies
In October 1996, Mozambique celebrated the second anniversary of peace and democracy in the country. Earlier in the year, in June, the ICRC had signed a three-year cooperation agreement with the National Society to help it to work in a peacetime environment. It was the first agreement of this kind to be concluded in the region.

Introduction
In 1994 a number of positive changes came to southern Africa, affecting practically all the countries covered by the regional delegation. Democratic elections in Mozambique and South Africa were complemented by those in Malawi, where a new government was voted in, putting an end to 30 years of autocratic rule. The 1.5 million Mozambican refugees in the region had almost all returned home by the end of 1994, lifting a major burden from Malawi, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. In Namibia and Botswana the governments in place were returned in general elections. Only in Lesotho did the situation deteriorate, but the crisis was settled by the end of the year.
The principal activities of the regional delegation in 1994 included the continuation of detention-related activities in Malawi; the promotion of international humanitarian law, particularly in Lesotho, Malawi, Namibia and Zambia; coordinating and supporting tracing work carried out by National Red Cross Societies; and helping to strengthen the capacity of National Societies in regard to emergency preparedness, information, dissemination and the development of their internal telecommunications systems.
From 1 January 1995 the Harare delegation will also cover Mozambique, while Lesotho and Swaziland will be covered by the regional delegation in Pretoria.

History of the membership The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.

I History and Objective In 1980 African countries have realized the seriousness and the preoccupying situation of the African economy in general and the energy sector in particular. Consequently, the Extraordinary Economic Summit of AUO heads of states and government held in Lagos (Nigeria) in 1980 adopted the Lagos Plan of Action (L.P.A) which contains, among others, short, medium and long term actions aimed at solving the severe energy problems facing our continent. For the adequate implementation of the recommendations of the LPA in energy sector, the Lagos Conference has perceived a urgent necessity to establish an appropriate institutional framework. In this connection, the creation of an African Energy Commission was specifically recommended. The African Energy Commission would be a Continental African structure with a given responsibility to ensure, co-ordinate and harmonize the protection, preservation, development and the national exploitation, marketing and integration of the energy resources of the African continent. Besides, the importance and the main role of energy and its important contribution to industrialization, poverty eradication and rural development, global and sustainable development, as well as co-operation and regional and sub-regional integration, are not to be proved anymore.

Your Excellencies, distinguished Heads of State and Government, and foreign delegations,
Distinguished delegates to the tenth General Conference,
Fellow freedom fighters,
Comrades and friends,
Comrade Chairman, Permit me in the first instance to place on record the sincere gratitude of the African National Congress for the invitation extended to us by the Central Committee of the United National Independence Party to be here today and to share with the broad leadership of the people of Zambia this rare moment in the history of their Party and country - a moment made the more significant by the distinguished presence of a galaxy of Heads of State as well as delegations from many African and other fraternal countries. Allow me to convey warm fraternal greetings from the National Executive Committee and the entire membership of the ANC, as well as from the struggling masses of the people of South Africa, to this historic tenth General Conference of the United National Independence Party. On this occasion we salute, especially our brother and leader, the indefatigable father of the Zambian nation, illustrious son of Africa and world statesman, His Excellency President Kenneth David Kaunda. The tenth General Conference assembles at a time of great developments and challenges for the nations of the world both individually and collectively, both regionally and internationally. With characteristic clarity and broad political vision, President Kaunda has outlined in his report to conference a vivid picture of these developments and challenges, demonstrating in the process not only the further consolidation of the socio-political life of Zambian society but also a radical improvement of the international climate heightening the prospects for lasting peace on earth. Needless to say, these positive trends have been taking place in the face of stiff resistance by various international forces, among them the apartheid regime in South Africa, whose war of destabilisation continues to wreak havoc in the region of southern Africa.

South African helicopters rescue flood victims
The flooding in southern Africa, which has left hundreds dead and around 1.25 million homeless, is the worst in living memory.
While Mozambique has borne the brunt of the disaster, South Africa, Zimbabwe, Botswana, Zambia and the island of Madagascar have all been affected.
Rivers across the region burst their banks last week as, Cyclone Eline, swept in, bringing new rains to lands already waterlogged by more than two weeks of storms.
Thousands have been displaced
In Zimbabwe, more than 100 people have died, and an estimated 250,000 have been left homeless, exacerbating the country's worst economic crisis in 20 years.
Crops and village granaries have been washed away, destroying food supplies, and roads, bridges and dams have been destroyed. Reports say an estimated $10bn worth of damage has been caused to crops, livestock, infrastructure and property. The government is warning that thousands of people face starvation because food distribution had been virtually impossible in some areas.

    Present-day Zimbabwe was the site of a large and complex African civilization in the 13th and 14th centuries. It was populated by descendants of the Bantu tribes, who had migrated from the north around the 10th century. Mainly pastoral, evidence of their lifestyle may be seen in the ruins of Great Zimbabwe, near the present-day town of Masvingo.
    Government
    Under the terms of the 1980 constitution, executive power is formally vested in the president, consulted by a prime minister, who, in reality, wields most power. He, in turn, is advised by a cabinet, which is responsible to the bicameral parliament, which wields all legislative authority. This consists of a House of Assembly, with 150 members, of whom 120 are elected by universal adult suffrage, 12 are nominated by the president, 10 are traditional chiefs and eight are provincial governors.

    South Africa has given the world some of the most memorable voices from the African continentthe soaring, passionate alto of Miriam Makeba, the purr and pounce of Ladysmith Black Mambazo, the amazing sub-bass groaning of the late Mahlathini and gorgeous, gospel-tinged harmonies of his companions the Mahotella Queens, as well as many others. Such vocal virtuosity is not surprising coming from a land where, Zulus, Xhosas and Sothos have for centuries celebrated life's large and small moments with song. Many South African artists started out singing in mission school choirs or in church. And when they made the jump to the commercial music world, a sophisticated recording industry awaited them. South Africa has the most developed recording history on the continent with a prolific local music industry that's been pumping out commercial releases for over a half century. The first commercial recordings were made in South Africa in 1912, and S.A. music industry pioneer Eric Gallo established the first recording studio in the country in the 1930s. The major South African record companies today are Gallo, Teal, Tusk, CCP/EMI and BMG. Because of all these advantages, South Africa has in many ways set the musical pace for the entire region.     Congo (Kinshasa) (06/05) The area known as the Democratic Republic of the Congo was populated as early as 10,000 years ago and settled in the 7th and 8th centuries A.D. by Bantus from present-day Nigeria. Discovered in 1482 by Portuguese navigator Diego Cao and later explored by English journalist Henry Morton Stanley, the area was officially colonized in 1885 as a personal possession of Belgian King Leopold II as the Congo Free State. In 1907, administration shifted to the Belgian Government, which renamed the country the Belgian Congo. Following a series of riots and unrest, the Belgian Congo was granted its independence on June 30, 1960. Parliamentary elections in 1960 produced Patrice Lumumba as prime minister and Joseph Kasavubu as president of the renamed Democratic Republic of the Congo. ...
