By Erica Gies, Environmental News Network WHITEHORSE, Yukon, Canada — An area that has been called one of the Yukon’s most important wetlands has been nominated for oil and gas development, raising a controversy similar to that over the United States' Arctic National Wildlife Refuge (ANWR). Unlike the situation in the United States, however, the Yukon government is asking for the public's opinion. It uses a five-step process that includes an internal departmental review, consultations with First Nations (native Canadian groups), a call for nominations, a review process, and a call for bids. During the fourth step, the review process, the public is given 45 days to voice its opinion to the government. The area in question is the Peel River Watershed, and the Yukon chapter of the Canadian Parks and Wilderness Society (CPAWS) has registered its opinion by calling on the Yukon government to cancel the area's nomination for oil and gas development. "The Peel Plateau wetlands support a population of endangered peregrine falcon, contain key waterfowl habitat, and are an important staging area for migratory waterfowl," said Mac Hislop, CPAWS oil and gas coordinator. "Over the years, the Peel Plateau wetlands have been identified as a priority area for protection by the Yukon Government, Environment Canada, and the Mackenzie Delta–Beaufort Sea Regional Land Use Plan."

Yukon to Benefit from New Affordable Housing Initiative
Individuals, private-sector firms, and not-for-profit organizations are invited to apply for funding assistance under a new Affordable Housing Program initiative launched today by the Government of Canada and the Government of Yukon. Up to 64 new affordable housing units could potentially be built with the $830,000 in funding support allocated to this new program. Funding is aimed at reducing the capital cost of building new affordable housing units for Yukoners aged 55 or over or those with special housing needs. Successful applicants are eligible for a forgivable loan of $7,500 per home ownership unit and up to $25,000 per rental unit. Funded units must remain affordable for a minimum of 10 years. "We are pleased the Yukon government has launched this new program initiative to benefit seniors and other vulnerable members of society who are in need of quality and affordable homes," said the Honourable Larry Bagnell, Parliamentary Secretary to the Minister of Natural Resources and Member of Parliament for the Yukon, on behalf of the Honourable Joe Fontana, Minister of Labour and Housing. "This agreement demonstrates how flexible partnerships between the federal and territorial government can help meet the housing needs of Yukoners."

  • The Yukon Government distributes the CBC North television signal to 14 small and remote Yukon communities via low powered VHF transmitters. The Yukon Government distributes the CBC North radio signal to 3 small and remote communities via Class A1 FM transmitters. The Government also distributes the CBC North radio signal to approximately 500 Km. of highway via 3 Class B FM transmitters. The Yukon Government makes its broadcast sites available to other broadcasters. The Aboriginal Peoples Television Network (APTN) and Northern Native Broadcasting Yukon (NNBY) are present at all of the Government facilities and, Northern Television Systems (CKRW radio) utilize the Governments facilities in Haines Junction and Carmacks. In addition, local broadcasting societies in Carmacks and Pelly Crossing distribute two and three Cancom channels respectively to their communities. The Yukon Government supports the Commission’s initiative (as described in Public Notice CRTC 2001-123) to exempt radiocommunication distribution undertakings (RDUs) from licensing requirements. Further, this Government supports the CRTC’s rationale for the proposed license exemptions. The administrative burden to the license holder and the CRTC is significant, the cost of the process to the license holder and the Canadian taxpayer is unnecessary and must be reduced.

    CANADA AND BC WELCOME YUKON TO NEW PACIFIC COUNCIL OF FISHERIES AND AQUACULTURE MINISTERS VANCOUVER – The Honourable Geoff Regan, federal Minister of Fisheries and Oceans; the Honourable John van Dongen, British Columbia Minister of Agriculture, Food and Fisheries; and the Honourable Jim Kenyon, Yukon’s Minister of the Environment, today agreed to work cooperatively to resolve issues of common interest at the inaugural meeting of the Pacific Council of Fisheries and Aquaculture Ministers. Today’s meeting also welcomed Minister Jim Kenyon to the Council as ministers signed an amendment to include the Yukon Government in the Pacific Council of Fisheries and Aquaculture Ministers, and changed the title of the council to incorporate aquaculture. The Council was established this summer by B.C. and Canada to strengthen cooperation and coordination between the federal government and the Government of B.C. on the management of Pacific fisheries, oceans, aquaculture and aquatic habitat issues. Both governments now welcome the participation of the Government of Yukon.

    1996 Grade: D The territorial government has ignored the need for thorough environmental asessment of the exploration and mining development activities. The potential for diamond mining has created a gold rush style bonanza with environmental and biodiversity concerns left out of the picture. The proposed BHP Diamond Mine, for example, is to go in an area where representative ecosystems for protection have yet to be identified. According to the WWF Endangered Spaces Report, no new protected areas or wildlife conservation areas were established this year.

    1996 Grade: D As reported last year, Yukon is slow in its protected areas strategy. No new protected areas were created this year. Meanwhile logging pressure is increasing in the Yukon due to rising timber prices, the lack of forestry regulations, very low stumpage rates, and supply shortages to the south in British Columbia. The amount of logging has incraesed 130 per cent in the Yukon since 1990. High quality spruce are being logged, with the loss of old growth habitat. For example, the Kaska Timber Harvest Agreement calls for the permanent removal of 97 per cent of the old growth spruce stands in the area. Important elements of the southern Yukon's forest ecosystem are being lost.

    Our roadside campgrounds offer picnic tables, campfire pits, firewood and at least one picnic shelter. But you'll have to make do with out-houses, and hand pumped cold water. If you prefer other conveniences, we suggest you try one of the Yukon's privately-operated RV parks or campgrounds listed in the Yukon Vacation Planner. Government campgrounds do not have RV dump stations. You can print a copy of the guide (233 Kb PDF). Copies are also available for pick-up at all Environment Yukon offices and Visitor Information Centres. Campgrounds with wheelchair accessible outhouses are shown in the facilities chart. Some campgrounds also have wheelchair accessible picnic shelters.

    Do I have the right to refuse to pollute? A worker can refuse to work when she or he believes that the work does not meet the laws under the Canadian Environmental Protection Act (CEPA). CEPA explains this. CEPA is a federal law which has to be followed in every province and territory. To learn more about the environmental laws under CEPA, see the box on this page. Workers in the Yukon also can refuse to work when the work causes an amount of pollution or level of environmental damage that's illegal under Yukon's Environment Act and the Act's regulations.     Yes, all workers can refuse to pollute, according to CEPA and Yukon's Environment Act. Do I have the right to report workplace pollution? When a worker reports to a CEPA inspector workplace pollution that the worker believes is illegal under the Canadian Environmental Protection Act (CEPA), CEPA is meant to secure the worker from being fired with "whistle blower protection". First, when a worker makes a report, she or he can ask that her or his name not be revealed. Second, it's illegal for the employer to fire, discipline or harass a worker who reports the employer to CEPA inspectors . CEPA's whistle blower protection, it should be noted, offers no security to the worker if the worker reports the employer to the media or to the public.
