  • This report reviews measures adopted by the Government of Yukon in application of the International Convention on the Elimination of All Forms of Racial Discrimination. It updates, until May 2001, the information contained in previous reports. Please refer to the Yukon's contribution to Canada's reports on the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights for relevant information not repeated in this report.
  • Article 2 : Policy and programme initiatives
  • In 1999, the Public Service Commission began a new initiative to strengthen public sector management. A key component of this initiative is the Yukon Government Leadership Forum. This forum focuses on preparing employees to assume senior management positions within the Yukon government. The representation of women, Aboriginal people, visible minorities and people with disabilities was built into the selection process. Twenty three participants completed the programme and graduated in June 2001, with a new intake planned for 2002. The Workplace Harassment Policy, established in 1992, remains in effect. The policy now also provides information to employees about laying complaints under the Human Rights Act. The purpose of the policy is to establish a workplace that does not tolerate harassment and to maintain a work environment that is free from harassment. The policy applies to all individuals, including casual and contract personnel employed with the Yukon government. Definitions are provided for the types of harassment covered under this policy, which include workplace harassment, personal harassment, sexual harassment and abuse of authority.

      Yukon Flats
      National Wildlife Refuge Local Culture Native Alaskans living within and near the Yukon Flats are primarily Gwich'in Athabascan Indians. Until fairly recent times, Athabascans were highly mobile people, moving in family groups throughout a home territory. Following contact with Europeans, Athabascans started settling in more permanent villages that evolved around trading posts and, primarily, newly constructed schools. Residents of the following seven villages, located within or near the Yukon Flats National Wildlife Refuge, use Yukon Flats resources for subsistence: Beaver, Birch Creek, Chalkyitsik, Circle, Fort Yukon, Stevens Village, and Venetie These villages, as well as the Native regional corporation, Doyon Ltd ., own land within the Yukon Flats Refuge. These lands were conveyed to the Native peoples under the Alaska Native Claims Settlement Act (ANCSA). Approximately 2.5 million acres of land within the refuge boundaries are in Native ownership.     The International Ecotourism Society defines "ecotourism" as "responsible travel that conserves natural environments and sustains the well-being of local people." WTAY supports this definition and encourages its members to embrace the guidelines described in this section of our website. These guidelines have been prepared by WTAY in consultation with Yukon operators, First Nations people, non-government groups, and government departments involved in managing and protecting the Yukon's natural and cultural resources. Ecotourism guidelines from jurisdictions around the world have been researched and incorporated where appropriate.
    Wilderness tour operators who follow these guidelines will set an exemplary example for other operators and for all wilderness travellers to follow.
    These code of conduct guidelines for operating wilderness tours were adopted by the Wilderness Tourism Association of the Yukon (WTAY) in October 2002.
    WTAY would like to acknowledge the assistance of the Yukon Government's Department of Tourism and Culture in the development of this code.

      4.2 Culture and Social Norms: Background Information
      The exploration of how victims of crime were, and are, dealt with by their families, communities and society, in this case in the Yukon, may be assisted by the following explanation about the cultural basis of social norms. Social norms around the treatment of victimized people, and around all facets of personal and collective behaviour, do not develop in a vacuum. There are a wide variety of economic and socio-political, and some would argue evolutionary, explanations for the social norms in all cultures. The following anthropological explanation of social norms provides a useful framework for understanding why victims in each culture are treated as they are. Land-based indigenous cultures around the world, including the First Nations culture in the Yukon, share a worldview that has been referred to as “high context” by some anthropologists.
