KRAGUJEVAC, Yugoslavia In the first rally organized by popular Serbian opposition leader Vuk Draskovic , thousands of Serbs chanted anti-government slogans in Serbia's heartland Saturday and demanded that Yugoslav President Slobodan Milosevic resign. Meanwhile, in Kosovo, the new U.N. mission chief for the province toured several cities, as the leader of the rebel Kosovo Liberation Army made a triumphant return to a city in the southwest. Draskovic called Milosevic's regime "the source of all our misfortune." He elicited loud applause from a crowd of 15,000 in Kragujevac, 100 kilometers (60 miles) south of the capital of Belgrade. He called for Yugoslavia to hold early elections to end Milosevic's 10 years in power.

    GOVERNMENT AND POLITICS
    Government : Federal system in which federal government and governments of six republics and two provinces (with limited autonomy) shared power and authority. After death of dictator Josip Broz Tito in 1980, head of state began annual rotation among members of eight-member State Presidency. Federal Executive Council (FEC) acted as cabinet; its president was prime minister and de facto head of government. Legislative branch was bicameral Federal Assembly (Skupstina), representing republics and social organizations. Decision making slow, often cumbersome; proposals subject to veto by republics whose interests were threatened. Politics : Until 1990, sole center of political power was League of Communists of Yugoslavia (LCY). Its split along republic lines coincided with growth of many noncommunist parties, mostly republic based, in late 1980s. First noncommunist republic government elected in Croatia in 1990. Multiparty elections held in all republics in 1990. Foreign Relations : Maintained nonaligned international position after breaking with Soviet Union in 1948; remained a leader of world Nonaligned Movement through 1980s. Previously balanced relations with Soviet Union and West tilted toward West after economic and political crises in Soviet Union and Eastern European late 1980s.

    Zizic has resigned as Yugoslav prime minister BELGRADE, Yugoslavia Politicians from Montenegro have pledged to join talks to resolve an internal political crisis sparked by Slobodan Milosevic's extradition to the U.N. war crimes tribunal. Predrag Popovic, a Cabinet minister from the Montenegrin People's Party, said: "We want to try to give our best contribution to try to preserve stability in Yugoslavia." The crisis that triggered the government's collapse developed after Yugoslavia Prime Minister Zoran Zizic resigned on Friday in protest against what he called the "hasty and tactless decision" to hand the former president over to the tribunal.     PODGORICA, Yugoslavia (Reuters) New Yugoslav President Vojislav Kostunica visited Montenegro on Tuesday, and agreed with leaders of the small republic that problems in its partnership with Serbia would be resolved peacefully.
