Dear friends,
I am writting to you from Belgrade, Serbia/ Yugoslavia/. Because of the kindness of Papa Pilgrim I have become, as a member of Reggae Power Association, member of RAW.
Following suggestions of some bredrins, I 've decided to write you, in case you didnt read my letter to RAW.
Our latest acchievement was creation of the first reggae web site on Balkans ( check the link below). Web site is made , graphicaly, from "borrowed" motifes, nothing new and original, but our intention was to introduce reggae culture to Yugoslavs. And we think that we are succedding in this. Web site is still under *construction* although not visibly, but it already has some shape and provides solid informations about reggae culture and reggae in Yugoslavia.
We are in the process of organizing first reggae cofee shop & gallery "Africa"- if we find enough material to organize it with.
Why I am writting to you?
I have one kind request, and faith that you are going to understand them and help us as much as you can:
If there is a way for you to help us here, with more materials- CD's new releases in particular- because we are financing all this by ourselfs, because of our love towards reggae. But we cannot afford, because of the situation here, more CD's and we dont have enough video material to broadcast. And without all this our love for reggae and fight to promote it among this nationalist, racist, selfobserved social culture, is fruitless.

The history of the people on Serbian soil has always been turbulent. The Lepenski Vir in Djerdap has been settled as back as the sixth millennium B.C. Famous archeological sites from the Neolithic Age are known as the proponent of the "Starchevo Culture" and the "Vincca Culture." The continuity runs uninterrupted - Celts, Tracians, Illyrians, Greeks, Romans ... The strengthening of the Serbian Kingdom brought about the flourishing of culture. Written biographies of rulers mark the birth of original Serbian literature. The preserved monasteries built by the rulers and decorated with frescoes and icon are the testimony of the high level of art and construction and painting in the Serbian Medieval State. The territory of Serbia occupies the central area of the Balkan peninsula where three mountain ranges come together; Rodope, Carpathian-Balkan and Dinaric mountains. The highest mountain peak is Djeravica 2,656 m on Prokletije mountain. Other mountains note for their scenic beauty are Zlatibor, Kopaonik , Tara, Bukulja, Jastrebac, etc.

This cover for the Belgrade hip-hop bands compilation CD, looks like reflecting a picture from the street in Harlem, New York city, and the white kid with punk haircut sitting on the sidewalk could have easily been me... There is a host of countries - like former Yugoslavia, Ireland, Lebanon, Israel, South Africa... - which had an access to "western civilization" on the level of culture, but not on the level of economy or political system. So, in a way we were a part of the "western civilization": we watched the same movies (American, mostly), scribbled the same graffiti on the walls, listened to the same music (British and American, mostly) and tried to emulate dress-codes of our "western civilization" peers while living in third-worldishly poor countries ridden by war, apartheid, communism and screwed up history full of failures. In Yugoslavia rock was around since early sixties, but it finally caught on with wide audiences in eighties through punk. Suddenly a very simple style was around which was easy to do even with very little money. So, a lot of bands just happened overnight. The punk menace swept Yugoslavia from northwest to southeast, and at some point we thought that punk is what the "western civilization" is all about, so we loved the "western civilization". Yugoslavia was a country of artificial, ideological bonds. Different cultures and ethnoreligious groups were never allowed to form the alliance in a natural way. Rather, the alliance was forced upon them under the slogan "brotherhood and unity". This never allowed us to know each other, really. Communists were scared that they'd be not needed any more if a more substantial bonds between various groups occurred. So, they worked on preventing them: inadvertently setting grounds for their extinction and the nationalist take-over in nineties. Rock, and particularly punk, was declared a Western plague, and although it was not banned, it was officially associated with drugs and bad behavior (well, this is nothing new, isn't it?). State apparatus was bent on preventing punk rock to spread to the country. And the communists were successful.

The activities of the Archives are organized into four departments:
  • The Department of the Old Period archive materials The Department of the New Period archive materials The Department of the Access to the archive materials and its Technical protection The Administrative department
  • ARCHIVE SPECIALISTS
    Награда "Златни беочуг", 1990. година The staff consists of 82 employees. Most of them carry on the record and protect current records and archive materials, take them over, sort them out and treat them. They also present archive materials.
    The staff is obliged to get qualifications and specialisations verified by the expert examination. However, there is also the opportunity for the archive specialists to acquire the title. There are 4 counsellors, 7 senior archivists, 16 archivists, 5 senior assistant archivists, 6 first category assistant archivists and 13 assistant archivists.

    THE POLITICAL AGENDA FOR THE 1990s
    Because "self-managed socialism" was the foundation of both economic and political institutions in Yugoslavia, economic and political issues were inseparable in the post-Tito period. For that reason, formation of economic policy was the main driving force of political decision making in the late 1980s and early 1990s. An important aspect of the economic reform issue was the desperate need for an all-Yugoslav program for equitable division of the natural resources distributed so unevenly among the six republics. Without unanimous backing for such a program by all six republics, only the richer republics could function in the market economy specified in reform programs; on the other hand, without sufficient motivation to continue their financial contributions to the federation, Slovenia and Croatia would declare economic independence and demolish the national economy. But while politicians were swearing allegiance to the Yugoslav nation, the updating and restating of historical conflicts continued into the 1990s, always threatening to overcome constructive political approaches. In response to mayoral invitations, mobile.culture.container spent 4 weeks in each of 14 cities, where it addressed the subject of media responsibility by itself becoming a medium. Young people were encouraged to reflect on their political and cultural environments and their own futures by producing media (newspaper, radio, and television) to be published or broadcast at the local level. Questions the project hoped to raise were: What does the personal future of young people in South-Eastern Europe look like? How can lasting peaceful coexistence be achieved?     Anthropology's movement away from the verities of racism and from political theories based on conquest may be seen as part of the general progression of social science and social theory, perhaps as part of the unfolding of the implications of the Enlightenment. These processes are clearly related to the simultaneous development of political, social and economic theories positing the necessary and inherent equality of individuals, as citizens, legal subjects and economic actors, respectively; an ideological position often associated with modernity (see, e.g., Dumont 1977 and 1986). narod ), thousands of people will take part."     Ex-Yugoslav Journalists win International Award
    February 99: This year's Olof Palme Award was shared by three journalists from the former Yugoslavia. Viktor Ivancic from the Croat satirical paper Feral Tribune, Senad Pecanin from the Bosnian magazine Dani, and Veran Matic from the independent radio network Anem in Serbia were given the award for maintaining professional quality in their work in spite of threats and harassment. With its satirical and pornographic covers and its investigative journalism, Feral Tribune have brought on the wrath of the Croatian president Franjo Tudjman, whose party HDZ has a near monopoly of newspapers, radio and television. Just now, there are over 600 ongoing judicial proceedings against journalists in Croatia, said Ivancic. The secret police have established dossiers about journalists, and the regime denounces dissidents as enemies and traitors. Recently, the European Council published a rapport accusing Croatia of continuing to curb the freedom of the press and the rights of minorities.
