National Education Association Health Information Network Statement of Purpose and Institute Overview: This institute will present a half-day workshop on youth advocacy as a tobacco control strategy and will review the state of the art of evaluating youth advocacy programs. The presenters have recently completed a four year evaluation of a National Education Association Health Information Network youth advocacy program to promote a tobacco free society. Participants will learn an advocacy model and how to use the advocacy curriculum and well as how to develop instruments to evaluate advocacy programs. Strengthening Sexual and Reproductive Health Youth Advocacy Networks in Orissa - India
Young people in less developed countries are one of the most likely groups to experience SRH problems such as STIs, HIV/AIDS, unwanted pregnancy and unsafe abortion, and to suffer sexual violence. The latest UN figures for India demonstrate a significant increase in HIV/AIDS cases from 4.58 million at the end of 2002, up from 3.97 million the previous year. Young people need to be made aware that their behaviour can put them at risk of HIV/AIDS. As a consequence, IFH, together with National Youth Service Action and Social Development Research Institute (NYSASDRI), developed a project looking at strengthening SRH youth advocacy networks in Orissa, India. The project goal was to reduce poverty among vulnerable young people by improving their SRH. The project contributed to this goal by increasing the ability of disadvantaged young people to effectively advocate for improved SRH rights and services at the local, state and national levels of government. To achieve this objective, the project strengthened a network of 60 youth groups.

    Youth Advocacy
    Some of the greatest advocates for tobacco control are passionate youth who care about other youth. Our Youth Advocacy program serves youth by: 1) enabling youth to become tobacco control advocates in their schools and communities and 2) empowering youth with advocacy skills so that they may become life-long advocates for positive change.
    The media component of our Youth Advocacy program is especially exciting. Youth can learn the basics of coordinating a media campaign, producing a cable show or developing messages to counter those put out by the tobacco industry.
    This year a Youth Summit Festival will kick-off the program on November 17. Students selected as Youth Advocates from our 14 towns will have a night of celebration, sharing and tobacco advocacy information. This will be an opportunity for youth from our communities to explore different advocacy projects for the current school year.

Advocacy is defined as the act or process of supporting a cause or proposal. The Latin American Youth Center (LAYC) recognizes that in order to truly impact social change, it must engage its youth participants in active advocacy, that is, youth must participate in and directly influence policy and legislative processes that affect their communities. LAYC's commitment to active advocacy has led to its' creation of the Youth Advocacy Initiative (YAI). The goals of the Youth Advocacy Initiative are to expose youth to the political and legislative process, teach them advocacy and community organizing techniques, and empower them to positively impact their communities. The YAI addresses issues important to youth such as violence/gang activity, racial profiling, education opportunities, and youth employment. The YAI hopes to change the lives of its participants and communities as a whole by helping young people develop the skills, leadership and vision necessary to advocate for meaningful change in their communities. YAI challenges youth to examine root causes of community issues and than tackles them at the policy level. August 8, 2005 Trenton (NJ) Mayor Douglas H. Palmer held citywide and ward-by-ward Youth Summits in 2001 to identify the needs of youth and their families in his city. Recognizing that integrated, inter-agency solutions were required to maximize limited resources, the mayor formed the Youth Advocacy Cabinet in October 2002 to set broad policies and implement programs to solve youth-related problems. With the authority of the mayor’s office and the dedicated involvement of top-level decision-makers across every sector of the community, the Mayor’s Youth Advocacy Cabinet has maintained its initial focus on improving the access and equity of youth enrichment programs. Recently, however, the Cabinet has taken on the additional critical task of improving youth violence and gang prevention, intervention and enforcement services. The Mayor’s Youth Advocacy Cabinet overcame the disconnects across youth service providers by placing the weight of the mayor’s office squarely at the helm and then convening high-level leaders from the city council, Board of Education, Mercer Community College, The United Way, the city departments of Health and Human Services, Recreation, Natural Resources, and Culture, the Trenton Police Department and the Trenton Housing Authority. This collaborative partnership utilizes numerous resources to turn policy ideas into working programs. For example, when the Cabinet faced the need to improve youth access to enrichment programs, the challenge was to provide safe and affordable transportation. Clearly, the paramount parental concern was safety of their children. Drawing upon the expertise of social service providers, police intelligence, school district resources, and the knowledge of technology specialists, the Advocacy Cabinet created the City'safe Transportation System – a free bus system to transport youth to programs at as many as 13 locations. To ensure safety, the operations council and city staff developed a computer-based system, providing each child with a bar-coded ID that enables youth center directors to log information about the interests, needs and location of each participant.
