The mission of the Youth Advocacy Project is to PROTECT and ADVANCE the LEGAL and HUMAN RIGHTS OF CHILDREN, and to PROMOTE their healthy development through active partnerships with the COMMUNITY.

Established by the Committee for Public Counsel Services , the Youth Advocacy Project began in 1992 with a goal of protecting and advancing the legal and human rights of children and promoting their healthy development. YAP's mission is based on two core beliefs: children, like adults, have human and legal rights. At the same time, children are different from adults. Physically, cognitively, emotionally, and psychologically they are works in progress - they require stability and protection to develop their capacities for intelligence, productivity, and empathy. We strive therefore to make the juvenile justice system in Massachusetts one in which children's rights are respected and their potential for growth is nourished. It is in this way that the courts can facilitate the development of personal strengths and diminish the risk of recidivism in children. In working to actualize our mission, we have developed several complementary forms of advocacy.

Our Model
The Youth Advocacy Project, founded in 1992, provides legal representation to young people facing delinquency and youthful offender proceedings. The Youth Advocacy Project's first priority is criminal defense. YAP combines social services with legal services to better represent clients by incorporating contributions from a team of lawyers, social workers and a psychologist. We assist our clients in addressing persistent problems that threaten their growth and put them at increased risk of court involvement, such as inappropriate educational placements and unmet mental health needs. YAP strives to find community-based alternatives to commitment and incarceration and engages in violence prevention efforts by providing linkages between at-risk youth and available community services. The YAP team works with community-based organizations and city, state, and federal agencies to obtain necessary services for clients during and after their court involvement. Building on the lessons we learn from multidisciplinary advocacy in the juvenile justice system, YAP attempts to address the community-wide risk factors correlated with court involvement. This work includes conducting educational sessions for youth and youth workers on the rights and responsibilities of young people under the state and federal law, partnering with youth development organizations to enhance the delivery of vital services to children and families, and collaborating with advocacy groups that advocate for juvenile justice system reform. We are focusing our reform efforts on the problem of the disproportionate confinement of children of color in Massachusetts.
