June 18-20, 2000 Indigenous Knowledge and Traditional Yemeni Irrigation Prof. Daniel Martin Varisco Associate Professor of Anthropology Hofstra University Hempstead, NY 11550 socdmv@hofstra.edu I view my purpose here today less as an outside expert describing traditional Yemeni irrigation than an advocate for including indigenous Yemeni knowledge of irrigation as a necessary component of sustainable development planning. After a brief personal introduction, I will describe the relatively recent theoretical shift toward sustainable development that includes indigenous knowledge as a priority. Following this, I will give some specific examples of the relevance of such knowledge for Yemen's development and conclude with an outline for the kind of information that should be collected and analyzed. Indigenous Knowledge and Sustainable Development At the same time an insidious by-product of "modernization" was the message that traditional ways of doing agriculture were backward, inefficient and a hindrance to development. Some of the experts I knew who came to Yemen arrogantly tried to reproduce methods used in Western economies which had an educated and economically well-off population. Ironically, these textbook recommendations for developing countries involved methods that even at that time were proving not to be sustainable in America and Europe. I say this was insidious because young Yemeni professionals, largely trained in Western universities, understandably wanted the best technology and methods for their own country. The problem that few people saw at the time was how existing policies and programs did not promote sustainable development. Much money was wasted while many sustainable practices were being lost.

    History : To the Romans, Yemen was Arabia Felix , whose mountains and fertile areas distinguished it from the barren desert of the rest of the Arabian peninsula. After the fall of the Roman Empire, Yemen came into the seventh century under the influence of Islam, which was then rapidly expanding throughout the region. It remained within the orbit of various regional powers until, in the 15th century, it became a flashpoint in the struggle between the Egyptians and the Ottoman Empire. Its strategic location subsequently attracted European powers and, during the early 17th and early 19th centuries, there was a constant struggle for control between the Europeans and the Ottomans.
    The development of trade routes to India and the Far East eventually made protection of the Suez sea route an imperative for the British, who occupied the port of Aden in 1839 as a staging post and military base. The Yemeni hinterland was, for the most part, under the loose control of the Ottoman Empire throughout the 19th century, until 1918, when the Imam Yahya took power in what became the Yemen Arab Republic (YAR). Aden and its surroundings, meanwhile, were firmly established as a British colony. Yahya was assassinated in 1948 and his son Ahmed took over. From 1958-1961, the YAR was federated with Egypt and Syria in the United Arab States. Ahmed died in 1962 and an army coup led to civil war between Egypt-backed republicans and Saudi-backed royalists.

    Near the Empty Quarter Desert, and between the rocky folders of the mountains, Wadi (valley) Hadramout extends by stretching its length internally through the surrounding series of mountains, so as to constitute a fabulously natural portrait; the fame of which is been fenced by these mountains; while its drawing lines were shaped by the artistic hands of ancient Yemenis. Along the whole length of the Wadi, and situated upon a cliffy plateau centering it, Shibam city rises up with vainglory of solidarity, and pride of self-sustaining in the area to represent the first sky-scrappers city in the world made of mud and clay. The clay-formed houses of Shibam city in Hadramout province rise high up the sky clouds by thirty to forty meters lengths, whilst its floors vary between five to sixteen. The ground floors of such houses vary in wall thickness between one and half and two meters. The higher floors are usually painted by thick layers of white alabster, while the windows were been made of engraved wooden structures artistically sculptured with gometrical designs properly fitted to allow the passing of air currents when being shut. Moreover, immediately beneath the roof tops of such houses, there are small windows with shutters that open and close by the residents with respective to the changes of the weather. This means that they remain open during every summer season of the year for outflow of warm air and modification of the rooms' weather conditions in each of these houses. While in winters, these windows remain shut in order to block inflow of hot air whilst the cool air inside all rooms remains unchanged!

Situated in the southwest of the Arabian Peninsula, the Republic of Yemen has considerable variation in its physical landscape and climatic conditions, ranging from the Rub al-Khali (or "Empty Quarter") desert region, to fertile mountains and plateaus fed by twice-yearly monsoons. Yemen's remarkable architecture including palaces, mosques, and multi-storied mud and brick houses is one of the country's most celebrated characteristics. The strait of Bab el Mandeb, located at Yemen's southwestern tip, links the Red Sea with the Indian Ocean. The country's ancient kingdoms, built on the spice and incense trades, used its strategic ports in concert with overland camel caravans to give Yemen a historically important role in Middle Eastern trade. The coastal town of Al Mukha became a major force in the coffee trade, and it is from there that the word "mocha" was derived and applied to coffee.

    Yemen Introduction Yemen Background: North Yemen became independent of the Ottoman Empire in 1918. The British, who had set up a protectorate area around the southern port of Aden in the 19th century, withdrew in 1967 from what became South Yemen. Three years later, the southern government adopted a Marxist orientation. The massive exodus of hundreds of thousands of Yemenis from the south to the north contributed to two decades of hostility between the states. The two countries were formally unified as the Republic of Yemen in 1990. A southern secessionist movement in 1994 was quickly subdued. In 2000, Saudi Arabia and Yemen agreed to a delimitation of their border.     In 1962 an army coup led to the proclamation of a republic. Civil war followed, with Egypt supporting the republicans and Saudi Arabia and Jordan backing the royalists; it ended in 1970 with a republic in place. The southern portion bordering on the Gulf of Aden was penetrated in the 19th cent. by the British, who conquered Aden in 1839 and between 1886 and 1914 signed a number of protectorate treaties with local rulers. Aden was made a crown colony in 1935, and the area to its east became the Aden Protectorate in 1937. In the 1960s, nationalist groups demanding independence began a terrorist campaign against the British, and independence was granted to Southern Yemen in 1967. The National Liberation Front gained control of the government and established a Marxist regime in 1971. Unity agreements between the two Yemens in 1971 and 1981 were not implemented because of recurrent warfare, but a merger negotiated in 1989 resulted in formal unification in 1990. Pres. Ali Abdullah Saleh of Northern Yemen became president. By 1993, however, relations between the north and south had grown tense, and fighting between army units in 1994 erupted into a nine-week civil war in which northern forces were victorious. Yemen clashed with Eritrea over control of the Hanish Islands in the Red Sea in 1995; the Hague Tribunal awarded the islands to Yemen in 1998.

    Yemen was one of the oldest centers of civilization in the Near East. Between the 12th century BC and the 6th century AD, it was part of the Minaean, Sabaean, and Himyarite kingdoms, which controlled the lucrative spice trade, and later came under Ethiopian and Persian rule. In the 7th century, Islamic caliphs began to exert control over the area. After this caliphate broke up, the former north Yemen came under control of Imams of various dynasties usually of the Zaidi sect, who established a theocratic political structure that survived until modern times. (Imam is a religious term. The Shiites apply it to the prophet Muhammad's son-in-law Ali, his sons Hasan and Hussein, and subsequent lineal descendants, whom they consider to have been divinely ordained unclassified successors of the prophet.) Egyptian Sunni caliphs occupied much of north Yemen throughout the 11th century. By the 16th century and again in the 19th century, north Yemen was part of the Ottoman empire, and in some periods its Imams exerted suzerainty over south Yemen. Former North Yemen Ottoman government control was largely confined to cities with the Imam's suzerainty over tribal areas formally recognized. Turkish forces withdrew in 1918, and Imam Yahya strengthened his control over north Yemen. Yemen became a member of the Arab league in 1945 and the United Nations in 1947.

    Reviewed by Daniel Pipes Dresch, an Oxford lecturer, retells the twentieth-century history of Yemen with a rare panach, making the usually dry history of imams, strongmen, and backwardness nearly a pleasure to traverse. Typical of his style is a sly admission in the preface of his temptation to replace the publisher's dry-as-dust title with a more exotic Yemeni-style one ("The Camel Trotting Heavy Laded with News of Hadramawt, Sanaa and Aden"). Dresch a cultural anthropologist, shows a skilled hand at history, even as he lards it with anecdotes, poetry, and newspaper quotations.
    His history goes lightly on themes, but if it has one, it would be how the borders invented by the imperial overlords a century back have acquired ever-more reality and emotional resonance with time. "Yemen," like "Scandinavia" or "Syria," was through the ages a geographic expression refering to a distinct cultural unit; like those other names, it did not have a specific political reality. "Much of Yemen's history through the twentieth century connects with efforts to form that state, which was finally established in 1990." When that unified policy did come into existence, Dresch judges it thus: "The state turns out to be much like other states. The country remains singular."
