Witnesses, however, said the death toll was at least 50, with hundreds of injuries. Fuel prices at petrol stations in Yemen doubled to US $7 per gallon, following the initial rise announced on 19 July. In a country where 42 percent of the population lives on under US $2 per day, according to World Bank figures, people cannot not afford those prices. The Minister of Civil Service Hamoud Khaled al-Sufi said that the government acted promptly to carry out orders of President Ali Abdullah Saleh to reduce prices by 20 percent for petrol and 30 percent for diesel. The government was subsidising the price of fuel by over 52 percent. Officials said they were forced to raise prices to tackle a ballooning budget deficit brought on by the rising price of crude oil on international markets. Yemen has been implementing an economic reform package with the support of the World Bank since 1995, the rise in fuel prices was part of this.

The London-based imam has already been linked to the kidnappers of 16 western tourists in Yemen and to the alleged bomb plot in Aden last month. His January 20 statement provided the most overt indication yet that SOS activities in Yemen are intended to destabilise the country with a view to an Islamist takeover. Links to Yemen Yemen - Government Following the US-led military offensive against Iraq, Yemen issued a statement in which it condemned the action, and hundreds of thousands of Yemenis demonstrated in support of Iraq. In mid-September 1990, in what was regarded as a retaliatory action, Saudi Arabia announced that it had withdrawn the privileges which Yemeni workers had previously enjoyed. The Governments of Yemen and Saudi Arabia held negotiations on the subject of the demarcation of their common border in July1992 in Switzerland, and in May 1993 in Riyadh, Saudi Arabia. Negotiations continued into 1994; however, in December Yemen accused Saudi Arabia of trespassing on territory of Yemen and alleged that three Yemeni soldiers had been killed during clashes earlier in that month. Intense mediation by Syria culminated in a joint statement in mid-January, in which Yemen and Saudi Arabia pledged to cease all military activity in the border area. It was subsequently announced that the demarcation of the disputed border would be undertaken by a joint committee. In 1983 Saleh resigned from the presidency but was unanimously reelected by the National Assembly, which he had created the year before. Saleh worked to implement democratic reforms and in 1988 replaced the National Assembly with the Consultative Council.
