This entry gives the basic form of government. Definitions of the major governmental terms are as follows:
Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.
Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.

SPECIAL REPORT The hunt for al Qaeda Bin Laden's audio message, 2/03 Terror warning system Terror on tape ... War against terror SANA'A, Yemen (CNN) An explosion tore through a government compound in Yemen's eastern city of Marib on Friday, but there were no reports of casualties, officials said. The blast caused minor damage at the complex which includes the provincial governor's headquarters and all major government offices. Only security guards were at the site at the time. The area is an al Qaeda stronghold in Yemen, the ancestral home of Osama bin Laden. Earlier this month, the CIA used an unmanned Predator aircraft to fire a missile at a car carrying six suspected members of al Qaeda outside Marib in northwestern Yemen. Everyone in the car was killed, including al Qaeda chief Abu Ali, also known as Qaed Senyan al-Harthi, a former bin Laden security guard who was believed to have played a major role in the October 2000 attack on the destroyer USS Cole that killed 17 sailors. That missile attack riled Yemeni opposition groups, who said it was a violation of the country's sovereignty.

GOVERNMENT Yemen is a republic with a bicameral legislature. Under the constitution, an elected president, an elected 301-seat House of Representatives, and an appointed 111-member Shura Council share power. The president is head of state, and the prime minister is head of government. The constitution provides that the president be elected by popular vote from at least two candidates endorsed by Parliament; the prime minister is appointed by the president. The presidential term of office is 7 years, and the parliamentary term of elected office is 6 years. Suffrage is universal over 18. President Ali Abdullah Saleh was elected in 1999; the next presidential elections are scheduled for 2006. In April 2003 parliamentary elections, the General People's Congress (GPC) maintained an absolute majority. International observers judged elections to be generally free and fair, and there was a marked decrease from previous years in election-related violence; however, there were some problems with underage voting, confiscation of ballot boxes, voter intimidation, and election-related violence. The constitution calls for an independent judiciary. The former northern and southern legal codes have been unified. The legal system includes separate commercial courts and a Supreme Court based in Sanaa.
