FOR IMMEDIATE RELEASE CableLabs will serve as a clearinghouse, collecting information from members who have analyzed the software implications of equipment deployed in their systems. CableLabs will distribute this information related to both the extent of the Y2K implications of such software and, as they become known, the solutions that effectively address these problems. The working group will coordinate with the National Cable Television Association. Y2K is a general term used by the computer industry to refer to computer hardware and software systems that store the calendar date using only two digits for the year portion of the date. In these systems, for example, the date December 10, 1997, would be represented by 12/10/97 instead of 12/10/1997. Three years from now, unless the problem is corrected, these same systems would display 12/10/00, which could be interpreted as 12/10/2000 or 12/10/1900, therefore causing a significant ambiguity in any calculations involving that date. Patrick Vertovec, director of the Year 2000 Program Office at Jones Intercable in Denver, has agreed to serve as working group chair. Vertovec has been at Jones for almost two years, and has been a data processing professional for over 16 years. His credits also include a four-year stint at Time Warner Cable in Denver. Doug Semon, director of network operations at CableLabs, will be the staff liaison.

Hour One: Computer Problems Ahead?
A number of securities firms on Wall Street are taking a look into the future this week. In fact, Monday was December 29, 1999. And it's not a bizarre new form of futures trading, either - many of the companies being bought and sold don't even exist. It's all part of a shakedown of the computer systems that govern trades on Wall Street, looking for signs of the infamous Year 2000 computer bug. By now, most companies have heard of the problem, caused by the inability of some computer chips and code to correctly understand dates past after 1999. The problem is a relic of the early days of computing, back when memory was at a premium and programmers tried every trick in the book to make their programs smaller and faster. One of those tricks was to represent dates by using only the last two digits of the year - "85" instead of "1985," for instance. But as those last two digits get closer and closer to becoming "00," the computer industry is getting more and more nervous. If the bug is not corrected, computers around the world may become extremely confused come New Year's Day, 2000. Will it really be as bad as all that? Some computer analysts are saying that they plan not to fly on January 1, 2000, and some plan to withdraw funds from banks before the big day. But others say that with a sufficient dose of money and hard work now, we can ward off what might be the biggest New Year's hangover of the century.

In a step that will help an important segment of the private sector prepare to face its Year 2000 computer issues, the Department of Justice today approved a proposal by the Securities Industry Association (SIA) to let its members and their computer services suppliers discuss and exchange information on the issue. The Department's Antitrust Division, which was asked to consider the competitive implications of the private sector information sharing proposal, approved the proposal because it would not directly lessen competition in the procurement of computer services, and did not involve the disclosure of pricing or customer information that would pose competitive risks. The Department also said that the information exchanges should not diminish competition amongst the association's members and might even have procompetitive effects by reducing costs and/or speeding up resolution of Year 2000 issues. The Department's position was stated in a business review letter issued by Joel I. Klein, Assistant Attorney General in charge of the Department's Antitrust Division.

The Status of Y2K Compliance in City Governments A 220-City Survey January, 1999 Executive Summary In November 1998, The U.S. Conference of Mayors asked cities across the country for information on the potential impact of year 2000 (Y2K) computer problems on their operations, and on the status of their efforts to address the problems before January 1, 2000. Information was obtained from 220 cities, all but three having populations of 30,000 or more. In summary:
  • Ninety-seven percent of these cities have a citywide plan to address Y2K issues, and for three out of four, that plan was developed by in-house staff rather than by consultants or by other agencies.
    All of the cities have designated an individual who is responsible for achieving Y2K compliance; in more than half (53 percent) of the cities, that individual is assigned to the information technology or management information systems agency within city government.
    Asked to identify the number one priority for Y2K compliance, the cities named, in order of frequency: emergency response, management information systems, general government administration, the police department, utilities, and taxation and finance.
    Asked how many of their computer applications would have to be repaired or replaced, 38 percent of the cities said 10 or fewer, 33 percent said between 11 and 50, 11 percent said between 51 and 100, and another 11 percent reported more than 100. One percent reported that no computer applications need repair or replacement.

The ACCC Beat Everyone Let's Start with the Good News: The year 2000 Y2K problem is easy to describe and often simple to fix. It has three parts. Dates with Two-digit Years: The most common year 2000 problems result from software and data that does calculations on or was written with dates with two-digit years. Two-digit years have always worked in the past: subtract 1994 from 1998 or subtract 94 from 98 and you get the same thing. However, 2002-1998=4 isn't the same as 02-98=-96. Sorting on dates with two-digit years also fails 98 is clearly after 00, isn't it? The Year 2000 is a Leap Year: You probably know that every year divisible by 4 is a leap year. 2000 is divisible by 4, so it's a leap year, right? But there are two exceptions. Years ending in 00 (there's that old 00 cropping up again) aren't leap years. So the year 2000 isn't a leap year. But years divisible by 400 are leap years, which, finally, makes the year 2000 a leap year.

In addition there were certain other specific dates that may have been troublesome (such as February 29, 2000). Some medical devices and scientific research instruments have computers, computer chips or software integrated into them. The vast majority of medical devices functioned without any potential health or operational problem after December 31, 1999 . Some may have had a minor problem, such as displaying an incorrect indication for the year (for example, 00 instead of 2000), and these likely did not significantly affect a patient’s health. A very small number of medical devices encounterd a real problem because of the switch to the new millennium, unless they were corrected prior to being used after December 31, 1999. This web site provided information and guidance to medical device manufacturers, healthcare providers, researchers, and the public. The site included a searchable list of biomedical equipment and their Y2K compliance status. "Compliance", in this case, means that the device will function 100% as intended, in that the date change will not adversely affect the device’s operation. The database allowed you to search for any specific item of biomedical equipment, and determine its compliance status, and the effect of a "non-compliance".

    The year 2000 problem (also known as the Y2K problem and the millennium bug ) was a flaw in computer program design that caused some date-related processing to operate incorrectly for dates and times on and after January 1 . It turned into a major fear that critical industries (electricity, financial, etc.) and government functions would stop working at 12:00 AM, January 1, 2000, and at other critical dates which were billed as " event horizons ". This fear was fueled by huge amounts of press coverage and speculation, as well as copious official corporate and government reports. All over the world companies and organizations checked and upgraded their computer systems. The preparation for Y2K had a significant effect on the computer industry. In the end, significant disasters such as nuclear reactor meltdowns or plane crashes did not occur, but the number of non-critical Y2K errors encountered on January 1, 2000 was extensive.     Although the Y2K problem came and went in January of 2000, we have saved this article as an archived editon of HowStuffWorks because of its historical value. Published at the beginning of 1999 at the height of the Y2K panic in the media, this article is noteworthy for the sentence, "In reality, nothing will happen." In retrospect, that sentence was completely correct, but in January 1999 that was definitely not the picture the mainstream media was painting.     Background On September 3, 1987, Apple Computer invited students from twelve, top-ranked universities in the United States to detail their vision of the personal computer of the year 2000. The students were asked to be creative but practical, to describe the purpose and underlying technologies of their design. They were to be judged on both original thought, and how well they showed their thought would work. Each school sent its two best entries to Apple engineering directors. From these entries, the directors were to select the five best. From these, the nation's best entry was to be determined by a distinguished panel of judges comprised of Steve Wozniak, Alvin Toffler, Alan Kay, Diane Ravitch and Ray Bradbury. On January 28, 1988, that honor went to the the Tablet team from the University of Illinois. This is their entry.
