The various independent surveys from SIM and Anderson Consulting Worldwide and Peter deJager keep telling us the same thing - that only 20-30% of all US companies have begun to inventory their systems and perform any risk assessment steps to address their Year 2000 problem. Worse, less than 10% have actually started fixing their code. While the rest of the world, and your company is catching up, there are things that you can - and must - do right NOW to help your company address the problem and withstand the inevitable onslaught of litigation that is allegedly making some attorneys salivate. The Economist in its cover story in its October 4th-10th, 1997 issue entitled "The Millennium-Bug, Muddle" quotes the estimated cost to the world's companies and governments of fixing the problem (including fixing the errors, lost productivity from those systems that fail, and the cost of liability lawsuits) at - take your choice: Gartner Group $600 billion; Technology Research Reports, a California market-research firm, $2 trillion ; and Boston's Software Productivity Research at $3.6 trillion. It's getting pretty ridiculous and over the top.

The year 2000 computer problem has, at the same time, been underestimated and overblown by people worldwide. As the end of the millennium draws near, many people will be blind-sided because they assumed that the millennium bug could never impact them. Other individuals, who remained complacent about the problem until late 1999, may find themselves shifting from a state of complacency to a state of panic. While people disagree on the potential severity of the problem, it is becoming increasingly clear that communities must manage the real, as well as the perceived, risks of the year 2000 problem.
Background
Although the year 2000 problem sounds simple countless computers will malfunction as they encounter dates in the year 2000 and beyond. But the prevalence of computers in our lives means that if and when these computers fail, problems will range from mere inconveniences to life-threatening consequences. Both the public and the private sector are working on the problem, but collectively they cannot eliminate every year 2000 bug. While the year 2000 issue does not represent Armageddon, the threat to trade, transportation, healthcare, financial institutions and government functions is very real.

WHAT'S THE RUSH? COUNTDOWN to the YEAR 2000!
While many people are eagerly awaiting January 1st, 2000 to see if anything will actually crash, there needs to be an awareness that this is not only a one day problem. Since software and hardware that is involved in projections and demographic data we are surely going to need to be up to speed at least one year in advance. According to the Gartner Group, while 40% of the time and resources might be spent on analysis of the problem and modification of the situation, another 45% of the time is spent on testing, training, disaster recovery and documentation. This means that companies cannot START their fixes in the year 1999, they need to be on it by mid 1998 to have a good chance of minimizing the problems. We are less than 380 days away before this date arrives.

With all this bad news about my computer system crashing, is there any good news? Well, yes, your modem, scanner, disc drives, printers, mice and keyboards and monitors are probably not using date calculations to function and therefore should cruise through the New Year!
This global project to fix all the computers is one that will get many of the old COBOL programmers to dust off their hats and sit down for some long days of reviewing code. The longer a company waits to get started, the higher the price they will pay for the programmers time and the higher the risk of completing on time. Ed Yourdin, the head of the Y2K Advisory Service at the Cutter Consortium in Arlington, Mass., suggests that software engineering is not a predictable process and therefore, it often finishes later than expected for at least 15% of the projects. Therefore, with the size of this project ahead of us, it is advised that we push the dates forward since the magnitude of the consequences is bigger than simply a delayed deadline. Many computer programs represent dates in the form mm/dd/yy, in which the year is represented by two characters. In most applications, the century could correctly be inferred to be "19," thus saving two characters of storage space and avoiding two keystrokes during data entry. As the inevitability of January 1, 2000, becomes reality, this inference may no longer be correct. The resultant date ambiguity may cause significant problems for computers and their users. Incorrect date representation within the computer system probably will not cause it to stop running altogether but may cause it to run incorrectly or, worse still, may cause data corruption. According to the U.S. Senate Special Committee on the Year 2000 Technology Problem, the health care industry is less prepared than industry in general for the millennium change. The nation's largest hospitals, while progressing with remediation of their computer programs, lack the facilities to completely test their systems. Rural and inner-city hospitals are even less likely to be ready because they have more limited resources and older equipment. All hospitals rely heavily on vendors of medical devices and at present have limited contingency plans in the event that problems arise.

Daily Staff Reporter When clocks strike 12 a.m. on Jan. 1, 2000, the world will collectively hold its breath in hopes that our technology-dependent society does not fall apart. At the University, there's ample potential for problems. VCRs refusing to record the Rose Bowl, traffic lights magically shutting off and loans suddenly being past due are just a few of them. The potential problems to the world's ever-expanding reliance on computer-run items began nearly 35 years ago when computer programmers, in an attempt to save precious computer memory, decided to code the four-digit year portion of a date as only two digits. To many computer systems around the world, we are currently living in the year '98 instead of 1998.

Students work on computers at Angell Hall. The University, along with other institutions, faces the challenge of updating its computer programs for 2000. This could present a problem in the year 2000 if computer programs recognize the year '00 as 1900, not 2000, causing a person's age to suddenly become represented by a negative number. While the idea might appeal to some, it will also mean a stoppage in pay checks and benefits due to the person's seeming non-existence. These and various other year 2000 problems have become known as the Y2K bug, and currently are being solved by recoding a computer's program to include a four-digit year. But this recoding is a costly and time-consuming process.

RELIANCE ON INFORMATION TECHNOLOGY
Worldwide, an estimated 15 billion microchips - most of which contain timing devices are embedded in appliances and machines ranging from clock radios to ATMs. A new automobile today rolls onto the highway with at least 100 microchips. Microchips are embedded in thermostats, leak detectors, underground storage tank monitors, boilers, lighting systems, generators, elevators, alarms, smoke detectors, sprinklers, sewage systems, security systems and automatic locks, and all of the common office equipment, including the coffee maker.
