June 25, 1997 Dear Medical Device Manufacturer:
This is to remind you that some computer systems and software applications currently used in medical devices, including embedded microprocessors, may experience problems beginning January 1, 2000 due to their use of two-digit fields for date representation. In addition to adversely affecting the functioning of some devices, the two-digit date format could also affect computer-controlled design, production or quality control processes.
To ensure the continued safety and effectiveness of these devices, we are recommending the following actions:
  • For future medical device premarket submissions, manufacturers should assure that the products can perform date recording and computations that will be unaffected by the year-2000 date change.
  • For currently manufactured medical devices, manufacturers should conduct hazard and safety analyses to determine whether device performance could be affected by the year-2000 date change. If these analyses show that device safety or effectiveness could be affected, then appropriate steps should be taken to correct current production and to assist customers who have purchased such devices.
  • For computer-controlled design, production and quality control processes

Looking back on the problem many are asking, "Was it all hype?' Well the answer is no, and yes. The underlying problem was very serious, and through hard work was fixed. But there was a large amount of hype, especially over embedded systems. I have left this FAQ up as it was prior to 1/1/2000. Let us learn from the positive aspects of Y2K, and make sure we are not misled again, by false information, or worse still no information." What is the Year 2000 Problem? The current mess started over thirty years ago as a simple cost-saving measure, used to record dates in a mainframe computer. A prudent economy measure at the time, that through neglect has come back to haunt the computer world. Simply, way back in the 1960's and 1970's decisions were made to write the date, in computer programs, as 2 digits. 1970 was written as "70" the 19 being taken as understood, by the system. To calculate the age of someone born in 1940, represented as "40" , the computer took that days date, and subtracted the birthdate. "70" minus "40" gave an age of "30" , all was well.

The problem now is that years stored as "00" or "01" would be considered to be the years "1900" and "1901" by these older systems. Another potential Year 2000 problem lies in operational transportation systems such as traffic signal systems run by State and local governments that may also have embedded programs in their hardware and/or software that cannnot correctly handle the Year 2000. The Federal Highway Administration (FHWA) began taking a strong action on the Year 2000 computer problem in the late 1980s. At that time, FHWA designed the Agency's flagship information system, the Fiscal Management Information System (FMIS), with 4-digit date fields. In September 1997, the FHWA was recognized by Representative Steve Horn, Chair of the House Government Oversight and Reform Committee's Information Technology Panel as being one of two Federal agencies (the other was the Social Security Administration) that began Year 2000 repair work well before anyone in Congress knew there was a problem. Since then, FHWA has made great strides towards making all FHWA information systems and technology Year 2000 compliant.

Office of Traffic Management and ITS Applications The Year 2000 computer problem, also called the "Millennium bug," stems from the early days of computers when memory was an expensive item and it became standard practice to store only the last two digits of the year. Many computerized systems may falter on January 1, 2000 by mistaking "00" for 1900, and some traffic control systems may not recognize "00" at all and skip ahead to the year 2001. This could cause major problems with traffic control systems that are often time of day and date sensitive. According to The Kiplinger Washington Letter, "even microwaves, thermostats, stoplights, and other gadgets may be affected. So much of our transportation, financial, business and government operations are dependent on computers that will be vulnerable." There is major ongoing activity within the Office of Traffic Management and ITS Applications and the Office of Technology Applications concerning the Year 2000 (Y2k) computer problem with traffic management systems. We are working with, Public Technologies Inc. (PTI), Institute of Transportation Engineers (ITE), AASHTO and our other partners to get the word out through articles, publications, and at national and committee meetings. WASHINGTON, D.C. 20555 August 12, 1998 NRC INFORMATION NOTICE 98-30: EFFECT OF THE YEAR 2000 COMPUTER PROBLEM ON NRC LICENSEES AND CERTIFICATE HOLDERS Addressees All material and fuel cycle licensees and certificate holders. Purpose The U.S. Nuclear Regulatory Commission ( NRC ) is issuing this information notice to remind all addressees of the potential problems their computer systems and software may encounter as a result of the change to the year 2000. It is expected that recipients will review this information for applicability to their facilities and consider actions, as appropriate, to avoid potential problems. However, suggestions contained in this information notice are not NRC requirements; therefore, no specific action nor written response is required. Description of Circumstances The Year 2000 (Y2K) problem pertains to the potential inability of computers to correctly recognize dates beyond December 31,1999. This problem results from computer hardware and/or software that uses two-digit fields to represent the year. These systems may misread the year 2000 and cause the systems to fail, generate faulty data, or act in an incorrect manner. The Y2K problem has the potential to interfere with the proper operation of any computer system, hardware that is microprocessor-based (embedded software), software, or database.
