Clinton: Y2K will not bug US

President Clinton: Previously set curbs for Y2K law suits
President Clinton says the US should escape any Year 2000 computer glitch-related breakdowns in key economic and infrastructure areas - including the accidental detonation of nuclear bombs. But officials warned that people should prepare for the millennium bug by bringing home extra food and water supplies. Mr Clinton, speaking at the White House on Year 2000 conversion, said the federal government's computers were well-prepared for the date change and that the US would not experience any major national breakdowns. "When it comes to financial services, power, telecommunications, air and rail travel, leading organisations report they have completed nearly all of they Y2K work," he said. "I am confident the Y2K problem, therefore, will not put the savings or the safety of the American people at risk. The millennium bug is caused by the abbreviated dates that have been used in computer programmes - for instance, identifying a year as "99" rather than "1999". Problems But Mr Clinton also sounded a note of caution. He said some areas, such as small businesses and local government, had been slower to address the problem.

WASHINGTON, D.C. - Stephen R. Colgate, Assistant Attorney General for Administration, U.S. Justice Department issued the following statement in response to Congressman Stephen Horn's assessment of the Department's Y2K readiness: "As the Department's Chief Information Officer and Y2K Program Manager, I can assure Congressman Horn and the American citizens that the Department of Justice will be fully ready to meet any Y2K law enforcement challenges. Federal agents will have access to the necessary tools to enforce our laws and there will be no interruptions in our law enforcement efforts due to computer malfunctions. "As Congressman Horn noted today, three of the Department's mission critical systems, one in the FBI, another in DEA, and a third in the Tax Division, have not been reported as Y2K compliant. All three are office-automation systems that provide basic word processing and administrative systems support and have been successfully deployed in individual offices at headquarters and in field offices. Each system has cleared Y2K testing and validation procedures, but until all the systems have been fully deployed to every office, the Department of Justice does not declare a system to be Y2K compliant. All three systems are expected to be fully deployed and implemented by mid-December. "In addition, there are contingency plans in place for all mission critical systems in Justice and each contingency plan has been verified and validated by an independent contractor.

Witness reveals details of Y2K bomb plot
Haouari, a Montreal shopkeeper, is charged with multiple counts of aiding a terrorist plot and fraud. By Phil Hirschkorn CNN New York Bureau NEW YORK (CNN) A government witness Monday told a jury defendant Mokhtar Haouari asked him to travel to Seattle, Washington, in December 1999 to assist someone who would be carrying out a violent act in the United States. Abdel Ghani Meskini said his job was to bring cash, rent a car and serve as a translator for a third man, whom he had never met and knew only by the code name, "Reda." Reda turned out to be Ahmed Ressam, who was caught December 14, 1999, as he drove across the Canadian border into Washington state with a trunk full of explosive materials and timing devices. Ressam was convicted on terrorism charges in Los Angeles, California, in April and is expected to testify against Haouari on Tuesday. Y2K bomb plot accomplice sentenced to 24 years in jail
Mokhtar Haouari was found guilty in a federal court in Manhattan last July. By Phil Hirschkorn and Deborah Feyerick CNN New York Bureau NEW YORK (CNN) An accomplice to the al Qaeda-trained terrorist who plotted to bomb Los Angeles International Airport around New Year's 2000 was sentenced Wednesday to 24 years in prison. The sentence handed down in Manhattan federal court for Mokhtar Haouari, an Algerian-born Montreal shopkeeper, was close to the maximum allowed by law. Haouari was found guilty last July of conspiring to provide material support to a terrorist act for helping fellow Algerian national Ahmed Ressam, in a plan to detonate a suitcase bomb at LAX. "I am sentencing at the higher end of the guideline range because the defendant's conduct here created a grave risk to the well being and safety of the American people," said U.S. District Judge John Keenan in handing down the sentence.

Alleged Y2K bomb plot accomplice on trial
NEW YORK (CNN) Jury selection began Monday in the federal trial of an Algerian national accused of being involved in a foiled Y2K bomb plot. Mokhtar Haouari is charged with providing material support to a terrorist enterprise. Jury selection is scheduled to resume Tuesday. The trial is expected to last two weeks. "He's passionate in his denial of being a terrorist," said defense attorney Daniel Ollen. The bomb plot unraveled when Ahmed Ressam, 34, from Algeria, was caught in December 1999 while crossing the Canadian border into Washington state with a trunk filled with explosives and timing devices. In April, a jury found Ressam guilty after a month-long federal trial in Los Angeles. From Phil Hirschkorn CNN New York Bureau NEW YORK (CNN) The sentencing of convicted so-called millennium bomb plotter Ahmed Ressam has been postponed again, this time nearly for a year, until March 13, 2003. Ressam's sentencing originally was scheduled for last September 20, and most recently for last Friday, March 29. But the government requested continuances, citing Ressam's continued cooperation with the government on terrorism cases, according to Ressam's attorney, Tom Hillier, a federal public defender in Seattle. U.S. District Judge John Coughenour granted the request. After his conviction last April in a month-long federal jury trial in Los Angeles, California, Ressam agreed to cooperate with U.S. prosecutors and investigators.

Terrorist: Y2K defendant wasn't told plot details

By Phil Hirschkorn CNN New York Bureau NEW YORK (CNN) Convicted Algerian terrorist Ahmed Ressam testified Friday that Mokhtar Haouari, on trial for allegedly aiding Ressam's foiled plot to detonate a bomb at Los Angeles International Airport, was not told the details of the plan. The government rested its case later in the day. The defense did not call any witnesses. Closing arguments will be Wednesday. Ressam, 34, was the government's star witness against Haouari, 32, a fellow Algerian who is accused of giving Ressam cash and fake identification for his attempt to sneak into the United States on December 14, 1999. Ressam met Haouari, a Montreal shopkeeper, after illegally immigrating to Canada in 1994. Ressam said they engaged in counterfeit check schemes, sold IDs stolen from tourists, and planned to open a grocery store to further credit card fraud. The plot unraveled when U.S. border patrol guards caught Ahmed Ressam driving a rented Chrysler across the Canadian border into Washington state. His trunk contained explosive materials and timing devices. Assistant U.S. Attorney Joseph Bianco has said Ressam, who was convicted in an April trial in Los Angeles, will tell them he planned to detonate a suitcase bomb outside an LAX terminal. Closing arguments made in Y2K plot trial
Haouari By Phil Hirschkorn CNN Producer NEW YORK (CNN) Federal prosecutors asked a jury Wednesday to convict an Algerian man of terrorism conspiracy charges for aiding a plot to bomb Los Angeles International Airport around New Year's 2000, while the defendant's attorney asked the jury acquit their client. The jury heard closing arguments in the case against Mokhtar Haouari, 32, a Montreal shopkeeper accused of assisting Ahmed Ressam in his effort to detonate a suitcase bomb at the airport. After the closing arguments, U.S. District Judge John Keenan completed his jury instructions and told the jurors to begin their deliberations Thursday morning. Ressam, 34, also from Algeria, was stopped on December 14, 1999, driving across the U.S.-Canadian border with a trunk full of explosives and timing devices. He was convicted in April and is now cooperating with the government to reduce his prison time.
