Teaching News Program Description OVERVIEW The Northern Plains Region Troops-to-Teachers Program, a regional consortium servicing Montana, Idaho, North Dakota, South Dakota and Wyoming, is designed to assist qualified military personnel make the transition from the armed services to service in the classrooms of our schools. The program helps connect individuals with information, institutions and the people that can help participants navigate and meet state certification requirements and ultimately find a teaching position. As of January 2005, over 8,000 Troops-to-Teachers participants have been hired nationally in the public schools through the program. The Troops-to-Teachers (TTT) program was initially established in 1994 to address force restructuring in the military by assisting retiring and separating active duty military personnel transition to new careers in public education. The military drawdown is over and the program has been redefined to address the actual and projected nationwide teacher shortage. PROGRAM INFORMATION The program helps individuals by connecting them with information, people and institutions that can help participants meet state certification requirements and ultimately find a teaching position.

SF 46 included funding for several teacher-related programs, including an expanded Teacher of the Year Program, continuation of the Wyoming Teacher Policy Institute, increased funding for teacher participation in the national certification process, and funding for a teacher advancement program.
The Wyoming Teacher of the Year program was expanded to include an annual Teacher of the Year award for each county in Wyoming in addition to the annual Wyoming Teacher of the Year award. Total funding for this program was set at $53,000 in the 2005-2006 school year.
The Wyoming Teacher Policy Institute was funded for the coming year with a $100,000 appropriation.
SF 46 also included $182,000 to help pay for expenses incurred by teachers seeking national certification, and the Wyoming Board of Education was directed to increase recruitment of teachers to apply for national certification, to establish a support system for teachers who are seeking national certification, and to provide awards and public recognition for teachers who receive national certification.
Finally, SF 46 appropriated $400,000 to establish a pilot teacher advancement program including incentives and support for teachers who participate.

NEWS OF THE DAY The Legislature met at 10 am this morning in a joint session to hear Governor Dave Freudenthal's State of the State address. The full text of the Governor's address can be found at http://wyoming.gov.governor . Look under Latest News and click on Governor Dave Freudenthal delivers State of the State 2005. The Governor broadly spoke of the choices we face with our current revenue surplus, now estimated at almost one billion dollars. He specifically mentioned his support for increased funding for various education measures, new dam construction, and highway construction. He urged legislators to protect wildlife habitat quality and quantity through the Wildlife and Natural Resources Funding Act. He also gave his support to the split estate bill, Torrington as the location for the new prison, a strong medical review panel, and an endowment for higher education. Following the Governor's remarks, the Legislature began working on specific bills.

The English/English Education program results in two bachelor's degrees. One of these degrees is a Bachelor of Arts in English, conferred by UW's College of Arts and Sciences. The other degree in this program is a Bachelor of Arts in English Education, conferred by UW's College of Education. Students who declare English/English Education as their major must meet graduation requirements stipulated by both the College of Arts and Sciences and the College of Education. Graduates of the English/English Education program will be eligible for teaching certification in English from the state of Wyoming. More Doesn't Mean Better for Wyoming Teacher Woes
Washington, D.C. - Quantity may be good for some states, but quality is better when it comes to teachers in Wyoming, U.S. Sen. Mike Enzi told colleagues on the Senate floor today. "There are some who say all we really need to do to improve student achievement is to hire more teachers. But money that is earmarked for hiring new teachers will not help Wyoming keep our best teachers from leaving the state," Enzi said. "Congress must provide states and local school districts with the flexibility to pay good teachers more money, or provide them with other incentives, in order to encourage them to continue teaching." Enzi said Wyoming has a declining student enrollment which is forcing some school districts to eliminate teaching positions. Money specifically earmarked for hiring new teachers will be of little help to schools with declining enrollment. Instead Enzi advocated the flexibility to use federal funding for teacher training, recruiting and retention that is provided in Better Education for Students and Teachers (BEST), S.1., which the Senate is considering this week.

Registration/Licensing/Accreditation: Recordkeeping/Reports: Length of School Year/Day: Teacher Certification: Curriculum: Special Education: Health: Safety: Home Schooling: A home-based education program is instruction provided to a child by the child?s parent or legal guardian or by a person designated by the parent or legal guardian. Instruction provided to more than one family unit does not constitute a home-based educational program. Wyo. Stat. ? 21-4-101(a)(iii). Home-based educational programs shall provide for " a sequentially progressive curriculum of fundamental instruction in reading, writing, mathematics, civics, history, literature, and science ". There is not a requirement for the inclusion of any concept, topic, or practice in conflict with the religious doctrines of the parents nor any prohibition against excluding from its curriculum any concept, topic, or practice consistent with the religious doctrines of the parents. Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    Susan Lynn Gutierrez In only 10 years in the field of education, Susan Lynn Gutierrez has set herself apart as a teacher of exceptional ability by actively engaging her students in historical inquiry and understanding and by engaging and inspiring her colleagues. Ms. Gutierrez was a middle school teacher and is now an administrative intern at the Forest Hills Public Schools in Grand Rapids, Michigan. Ms. Gutierrez has a bachelor's degree in history from Albion College (1991), a master's degree in curriculum and instruction from MSU (1992), and master's degree in K-12 educational administration from MSU (2001).
    Outstanding Alumni K-12 Teacher Award
    Robert D. Grimm Robert Grimm has been a remarkable teacher for more than 25 years. His hands-on approach to the teaching and learning of science has made him a legend among his colleagues, and one of the most honored teachers in Illinois. Mr. Grimm is chairman of the Department of Science at William Fremd High School in Palatine, Illinois. Throughout his career, Mr. Grimm has linked the exciting scientific developments in society to the lessons he imparts to his students. Indeed, he is widely regarded for his commitment to partnering with industry. Because of his efforts, Fremd High School has established a close working relationship with Motorola, allowing students to experience science and technology outside of the classroom. In 1992, Mr. Grimm spent a year at the Fermi National Accelerator Laboratory, marking the first time the lab had accepted a teacher on sabbatical to join the staff. His honors include the President's Award for Excellence in Teaching (1991), Illinois Outstanding High School Physics Teacher of the Year (1984), and the Association for Science and Technology Center's Honor Roll Teacher (1993). He has received the Township High School District 211 Board of Education's Outstanding Achievement Award five times. For his distinguished career, Illinois honored Mr. Grimm as its Teacher of the Year in 2002.
