Star-Tribune capital bureau CHEYENNE Members of the education coalition are upset about something but aren't clear about the target of their objections, says Attorney General Pat Crank.
The education coalition, a group that includes 30 of the state's 48 school districts, the Wyoming Education Association (WEA) and the Wyoming School Board Association, on Monday called for the state to produce proof the state's school finance system is constitutional to end once and for all litigation that began 12 years ago.
The petition, filed with Laramie County District Court Judge Nicholas Kalokathis, who has continuing jurisdiction over the school finance case, asked the court to require the state to demonstrate that it has complied with the Wyoming Supreme Court mandate to guarantee each child a quality education whether he or she lives in a rich or poor school district as the Wyoming Constitution requires.

NEWS OF THE DAY The House and Senate continued to try to work through their differences on the budget bill today, and both chambers worked through third readings on the last bills before them this session. All bills must be heard for third reading by the end of the day today.
The Senate and the House continued to hold concurrence votes on bills that were amended during passage through the second house. If the house of origin accepts amendments added by the second house, then the bill will proceed to the governor's desk. If the concurrence vote fails, then a conference committee will be appointed to develop a compromise bill.
Starting with today's report, we will begin to summarize various bills of interest to ESPC and our member groups that died early during this session. While it was not practical to include all those bills in our daily reports during the fast pace of this hectic budget session, we don't want to lose track of the many bills that were dropped early. We expect that some of these bills will be brought back next year.
For a complete description of each of the following bills, including summary arguments for and against the legislation, click on the link in the heading for each bill.

Rock River School Receives National Award Cheyenne, Wyoming - Today, May 12, 2003, Secretary of State, Joseph B. Meyer announced that Rock River school has been named as a recipient of the 2002 Ruth Hollander Award. The Hollander Award is awarded by the National Student / Parent Mock Election for “Outstanding Contribution to Democratic Participation.” Rock River is one of only three schools nationwide to receive this honor. Secretary of State Joe Meyer, who was the state co-chair of the 2002 Student Mock Election, stated, “This is a very prestigious national award; only three awards were given in 2002 and your class has made Rock River and Wyoming very proud. You have shown the country what great things can come from Wyoming.” The Rock River ninth grade class won the award for their project “Participation of the Candidates.” The students designed the project which consisted of interviewing candidates for the 2002 election. The students’ teacher, Michael Mackenzie stated, “They (the students) felt most people knew very little about the majority of the candidates and this was a way they could change that. The kids asked to video the presentation as they felt that what they were doing could never be explained in writing.” All of the five state’s elected officials, Governor Freudenthal, Secretary Meyer, Auditor Maxfield, Treasurer Lummis and Superintendent Blankenship, traveled to Rock River to present the awards and participate in the awards ceremony. The school and teacher received plaques and each student received a certificate and “Vote Wyoming” tee shirts. Others attending the ceremony were State Senator Bill Vasey, State Representative Kurt Bucholz, Albany County Clerk Jackie Gonzales, Albany County Commissioners, Rock River Mayor Sam Vieyra, and City Council Members, Albany County School Superintendent Charlie Head and Albany County School District #1 School Board Members. All dignitaries were introduced by Student Body President Heather Dixon.

    Wyoming
    Wyoming, one of the mountain group of states, is commonly called "The Equality State," from its having always granted equal suffrage to men and women. The state has an area of 97,914 square miles - 320 square miles being water - and is bounded by Montana on the north; South Dakota and Nebraska on the east; Colorado and Utah on the south; and Utah, Idaho and Montana on the west. In outline, however, Wyoming is rectangular.
    THE PEOPLE
    By the fourteenth census the population of Wyoming was 194,402, or only 2.0 people to a square mile, in the latter respect standing second from tile bottom of the list. Only 25,255 of the inhabitants were foreign born; the largest foreign born element came from England; the next largest from Sweden. The people of Wyoming are 29.5 per cent urban, but the largest city, Cheyenne, had only 13,829 residents in 1920. Casper had 11,477, Sheridan, 9,175; and Laramie, 6,301; no other city exceeded 5,000. Cheyenne is the capital.
    SURFACE AND DRAINAGE
    The general elevation is higher than that of any other state, making of Wyoming a vast elevated plateau intersected from southeast to northwest by two great ranges of the Rocky Mountains. The average elevation is 6,000 feet, and above the plateau some of the peaks rise for additional thousands of feet. just west of the southeast corner of the state the Laramie Range enters; this extends northwestwardly, then swings west, and finally turns north, entering Montana as the Big Horn Range. The second chain crosses the southern boundary farther west as the Medicine Bow and Sierra Madre ranges, which are separate by the North Platte River valley; the highest peak is Fremont, 13,790 feet; this is in the western quarter of the state and midway between the northern and southern borders. In the extreme northwestern corner is Yellowstone National Park.
